Job Description MAJOR RESPONSIBILITIES:
- Review, verify and complete packaging submissions to authorize label related content based on regulations and product claims.
Evaluate supporting documentation for relevant regulatory authorities.
- Experience with writing and modifying procedures.
- Research changes with regulations and review requirements for devices and OTC drugs with stakeholders.
- Inform divisions on requirements and content using documentation, market knowledge, and assessment of risk.

Education
- Bachelor’s Degree in Science or related field.
Work Experience
- At least 2 years of experience in Quality or Regulatory Affairs for a regulated industry.
Knowledge / Skills / Abilities
- Knowledge and understanding of FDA product codes and product class structure, Quality Management Systems and Good Manufacturing Practices, or willingness to learn through training and independent research.
- Excellent communication and relationship building skills, project management, critical thinking and problem solving abilities to deliver results and meet deadlines.

This is a full-time position with benefits, reporting to the President of the Civic Committee and Commercial Club of Chicago. Initial employment will be on an introductory basis, with detailed evaluations and feedback for new employees at the 30-, 60-, and 90-day marks.
Position Summary
The General Counsel serves as the chief legal advisor to the organization, providing both strategic and operational legal guidance to the executive team. This role is responsible for ensuring compliance with all applicable laws and regulations, managing legal risk, and overseeing matters related to governance, contracts, employment, and nonprofit regulatory obligations. By doing so, the General Counsel helps strengthen the organization's legal and operational foundation. The position works closely with senior leadership, staff, and—when appropriate—the Board of Directors. It also manages all legal matters, including coordination with external counsel (pro bono, insurance-related, and retained legal services).
Essential Functions
- Advise the CEO, Board of Directors, and senior leadership on legal matters affecting the organization.
- Ensure compliance with Illinois nonprofit corporation law, IRS regulations, and other applicable federal, state, and local laws, consistent with the organizations' tax-exempt status.
- Draft, review, and negotiate contracts, MOUs, grant agreements, and partnership agreements.
- Support governance matters, including board policies, bylaws, and meeting procedures.
- Manage legal aspects of employment law, including employee handbooks, investigations, employee transitions, and legal compliance, in partnership with external counsel as necessary.
- Liaise with Human Resources Manager on benefits and payroll compliance including contracts and benefit plan restatements, including 401k.
- Support risk management, insurance, and liability mitigation strategies.
- Coordinate with outside counsel as needed.
- Monitor legislative and regulatory developments relevant to the organization's mission and operations.
- Provide legal support for fundraising, lobbying, and advocacy activities, ensuring compliance with lobbying disclosure and charitable solicitation laws.

- Maintain corporate records and filings, including annual reports, charitable registrations, and business licenses.

Primary Responsibilities

Support the execution of lobbying strategies, registration and reporting obligations, and compliance protocols for staff and member engagement.
- Risk Management: Develop and maintain a risk management framework to identify, assess, and mitigate legal and operational risks. Advise leadership on risk exposure and implement proactive measures to strengthen compliance and reduce vulnerability.
Position Requirements
Education and Experience Requirements
- J.D. from an accredited law school and admission to the Illinois Bar (or eligibility for in-house counsel registration).
- Minimum 7–10 years of legal experience
- Strong knowledge of nonprofit or corporate governance, tax-exempt law, and Illinois corporate law.
- Experience with employment law, contracts, and regulatory compliance.
- Excellent judgment, communication, and interpersonal skills.

Job Details The People & Culture Business Partner is responsible for performing HR-related duties at a professional level and works closely with senior HR Management to support organizational objectives.
**This position is responsible for the following functional areas: Employee Engagement and Retention, Employee Relations, Performance Management, Policy Implementation, Training, Project Management, and Employment Law Compliance.
Overall, this position provides support and structure to the company and helps drive employee engagement, development, and retention for all Orange and San Bernardino County Health Center and Admin departments.
This position will be required to travel between Orange and San Bernardino, as needed (average, one time per week).

Availability to work flexible hours, as required.
Traveling between multiple locations in Orange and San Bernardino counties multiple times per month, as needed.
Required Education and Experience: Bachelor's degree with a concentration in Human Resources or a Business-related field, or equivalent work experience required.
Minimum of 7 years of progressive Human Resources or People & Culture experience required.
Minimum of 5 years of Employee or Labor relations and Investigation experience required.
Current or former experience within the healthcare industry preferred.
Experience supporting employees in a unionized environment and working with collective bargaining agreement (CBA) is a plus, not required.
Licensure and/or Certification Requirements: PHR or SHRM-CP certification preferred.
