Position Overview SFMS is seeking a Construction Superintendent to lead field operations for our recently awarded Multi-Award Contract (MAC) at the Naval Surface Warfare Center (NSWC), Dam Neck, VA. This role is responsible for the entire project lifecycle—from pre-construction and planning to execution and closeout—ensuring all work aligns with Navy standards, "Green" building practices, and federal regulations (FAR/DFARS). Key Responsibilities Project Planning & Site Management Full Lifecycle Oversight: Lead the planning, execution, and monitoring of construction projects from pre-construction through final closeout.Scheduling: Develop comprehensive project plans, define scope, and manage 3-week look-ahead schedules to ensure on-time delivery.Resource Allocation: Coordinate project tasks including design reviews, permitting, procurement, and efficient resource allocation.Ask the government if they plan to occur the permits for the project if needed.At this present time SFMS doesn’t have a permitting company so ma have need to look for a company.If we can do it ourselves, we need to find out what district we will need to reach out to. Technical Compliance & Quality Control Regulatory Adherence: Ensure all activities comply with local, state, and federal regulations, specifically NAVFAC/NAVSEA military construction standards.Safety Leadership: Implement and maintain strict safety protocols in compliance with OSHA 30 and EM 385-1-1 standards.Quality Assurance: Maintain strict quality control processes to ensure project standards are met "Right First Time," identifying and mitigating risks to budget or timeline. Stakeholder Communication & Leadership Primary Liaison: Serve as the main point of contact for Navy officials, Public Works Officers (PWO), architects, and subcontractors.Team Coordination: Lead project teams and subcontractors, promoting a culture of accountability, collaboration, and problem-solving.Meetings: Conduct and/or assign Project Manager to all regular site meetings to track progress, address issues, and provide performance feedback to the team. Budget & Financial Stewardship Cost Control: Work with Project Manager to track project expenses, identify cost-saving opportunities, and ensure project profitability.Reporting: Work with Project Manager to prepare and present regular budget, progress, and financial performance reports to senior management and government clients.

The UES department is looking for a full-time  Engineering Services Staff Technician. This role will be on-site and located in Portsmouth, RI. 

What You Will Do

• Work under moderate supervision with acoustic engineers to perform in-water acoustic sensor testing at our acoustic test facility
• Work with engineers to rig and fixture acoustic sensors and configure test equipment in support of in-water test events.
• Perform crane operations to rig and position engineering test articles and hydrophones/projectors within the test facility.
• Build and provide in-process test of acoustic sensors, including fine-pitch soldering, working with adhesives and chemicals, manufacturing tooling, curing cycles, fiber optics and general mechanical work.
• Work with facilities personnel to ensure day-to-day operation of test tank equipment, such as water filtration, overhead cranes and plumbing systems.
• Ensure engineering work in the test facility is conducted in accordance with lab operating procedures and company policy.
• Work with limited supervision and meet commitments for identified schedule, financial, and technical goals.
• Assimilate data packages for devices tested and make them available for cognizant engineering personnel.
• Provide written communications of work accomplished and any pertinent issues encountered to designated managerial and subject matter experts

Qualifications You Must Have

• Typically requires an AA/AS degree (or other 2-year post high school training) with a minimum of 6 years of relevant experience.
• Experience with performing technician work in an engineering and/or production test environment.
• Experience with the use of typical benchtop electronic test equipment inclusive of oscilloscopes, voltmeters, impedance analyzers and amplifiers.
• Experience with the following processes or similar; adhesive bonding, chemical mixing, encapsulation, paint application, chromate touch up, vapor degreasing, die grinding, sanding, mechanical press, oven curing, vacuum bagging, vacuum chambers, micro/grit-blast, fiber optic splicing.

• Lead efforts to develop design peer review packages, resolve action items, and conduct trade studies to make sound technical decisions

Qualifications You Must Have

• Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.
• Experience in leading development efforts and teams with cost and schedule responsibility
• Extensive experience in the maritime or defense industries, including the design /build/test of mechanical designs that operate is these environments.

Duties & responsibilities include, but are not limited to the following:

• Knowledgeable in joining, fabricating, and repairing metal and other weldable material by applying appropriate welding techniques.
  
• Perform various welding processes to repair, modify and install various pipes, structures, foundations and fittings associated with shipboard hydraulic, pneumatic and water systems.
  
• Fabricate and install fixtures and jigs required for welding process alignments.
  
• Interprets blueprints, specifications, diagrams or schematics to determine appropriate welding process.

Job Description:

• Inspecting output samples using industry-appropriate methods, such as comparing to standards, measuring dimensions and examining functionality.
• Responsible for audits, surveillances and inspections while also working closely with our QA department to ensure integration.
• Reviewing blueprints and specifications to compare to produced goods.

What will you do?

- Lead the end-to-end mechanical design and engineering of hyperscale Data Center Infrastructure (DCI) systems, including liquid-cooled rack assemblies, CDUs, manifolds, enclosures, structural frames, and associated hydronic piping systems.

- Serve as the technical authority for single-phase and two-phase liquid cooling architectures, including primary and secondary loop design, in-rack distribution, and system integration within hyperscale data center environments.

- Define and validate operational performance requirements for liquid-cooled infrastructure, including pressure ratings, hydrostatic limits, temperature ranges, flow rates and uniformity, thermal expansion, durability, and serviceability.

- Design, analyze, and validate machined components, welded fabrications, manifolds, and structural systems using advanced engineering principles, including stress analysis, finite element analysis (FEA), flow modeling, and structural load calculations to ensure mechanical integrity and code compliance.

- Lead wetted material selection and compatibility analysis for liquid cooling systems, including corrosion mitigation strategies, surface treatments, cleanliness standards, and long-term durability considerations.

- Develop and review CAD models and complete technical data packages using CREO, SolidWorks, or equivalent tools; ensure design accuracy, manufacturability, and system-level integration.

- Author and approve technical specifications for piping systems, rack-level cooling infrastructure, and hydronic components, including installation guidelines, maintenance procedures, testing requirements, and compliance with applicable standards (ASME, ISO).

- Establish and oversee validation protocols including hydrostatic pressure testing, leak detection and mitigation, flow resistance analysis, and corrosion verification to ensure regulatory compliance and operational reliability.

- Evaluate customer design proposals and technical specifications to assess feasibility, manufacturability, cost, and risk; provide recommendations to optimize performance and total cost of ownership.

- Lead cross-functional design reviews with electrical, thermal, manufacturing, quality, and supply chain teams to ensure full system integration and compliance with product specifications and applicable plumbing and hydronic codes.

- Optimize rack manifold design and manufacturing processes, including machining, welding, surface finishing, connection interfaces, venting and draining strategies, and flow path optimization to enhance performance and manufacturability.

- Drive continuous improvement in manufacturing assembly methods and tooling in collaboration with production teams and equipment vendors to improve quality, scalability, and cost efficiency.

- Lead root cause investigations for complex mechanical failures identified during validation or field deployment and implement corrective design improvements.

- Provide technical leadership in vendor qualification and management for mechanical components and liquid cooling subsystems.

- Identify and mitigate technical risks impacting performance, schedule, or cost, and contribute to R&D initiatives advancing liquid cooling technologies and system innovation.

MINIMUM QUALIFICATIONS

Education: 

- Bachelor’s degree in Mechanical Engineering, Systems Engineering, or a related engineering discipline from an accredited university.

Experience: 

- 8 years' experience in mechanical design and integration of mission-critical systems.

- Proven track record of successful system designs and implementations in a relevant industry

- Strong understanding of mechanical systems, integration strategy, and system coordination

ABOUT THIS OPPORTUNITY
We are seeking skilled Make-Ready Designers (primary focus) and Power Distribution Designers to support engineering programs for major electric and telecom utilities. Ideal candidates bring demonstrated experience in overhead utility pole design, NESC application, clearance assessment, pole loading analysis, and construction package development. Useful design platforms include DDS, Katapult, O-Calc, GIS, MicroStation, AutoCAD, or client-specific drafting systems.

Requirements:

WHAT WE’RE LOOKING FOR
• High school diploma or equivalent required; an associate degree or higher in engineering, drafting, or a related field is preferred
