The Role We Want You For
As a Preconstruction Cost Manager, you will be assisting in the development and management of the project financial strategy within the Preconstruction Phase. You will be working directly with the EVP of Preconstruction and Procurement Strategy, Project Executives and Preconstruction Group in monitoring preconstruction cost spends and developing staff, general conditions and general requirement monitors for our Project pursuits. You will be responsible for generating and maintaining reports that provide information to Preconstruction and Cost Controls leadership, work with the management team to identify variances, risks and maintain quality control processes to improve preconstruction cost procedures and ensuring conformity with management's strategy.
The Specifics of the Role
- Works with all preconstruction disciplines to ensure understanding of preconstruction budget targets.
- Review project documents and specifications to co-develop general conditions, general requirements and preconstruction plans for submission to bid to our clients.
- Update and reporting to management current preconstruction staff spend including project costs which are reimbursable to our clients under a preconstruction agreement.
- Works closely with the accounting department to ensure the correct integration of all information needed to ensure accuracy in billings, payment applications, change orders, direct cost, etc.
- Works closely with the project management team, executive management personnel, subcontractors, as well as occasional contact with clients.
- Responsible for cost engineering, cost estimation, cost analysis, and control activities for projects with significant non-routine requirements or for proposal estimating activities which require a moderate degree of technical skill and experience.
- Ensuring quality, accuracy, consistency, spend profile, performing change management, and transparency in all cost management deliverables.
- Take ownership of the cost control function and ensure integrity of the cost and forecast reporting.
Requirements
- Bachelor Degree in Business Administration, Engineering, or Construction Management, or related degree.
- 5-10 years of Project Cost experience.
- Minimum 4 years of experience in the construction industry.
- Knowledge of project development stages, procurement, project controls, and construction execution practices is required.
- Working knowledge of applicable computer software such as PMWeb or similar project portfolio management software, DataServ, Excel, JD Edwards, or related software programs.
- Effective problem-solving skills.
- Results oriented and deliver on customer commitments.
- PMP certification desirable.

Project Engineer

Position Summary
Toro Construction Corp is seeking a driven and detail-oriented Project Engineer to join our General Contracting Division. This individual will play a key role in supporting project management teams through all phases of construction and assisting with the estimating process for upcoming work. The ideal candidate will be organized, proactive, and eager to grow within a dynamic and fast-paced construction environment.
Key Responsibilities
- Take full ownership of assigned projects and tasks, reporting directly to Project Managers or Division Leaders.
- Assist with bid preparation, including quantity takeoffs, subcontractor outreach, and proposal assembly under the direction of senior staff.
- Review and evaluate Change Order Requests for accuracy and scope alignment.
- Coordinate, track, and manage project submittals and RFIs to ensure timely response and project continuity.
- Communicate effectively with project teams and external partners regarding submittals, ASIs, RFIs, and other construction documentation.
- Schedule and coordinate subcontractors, vendors, and consultants to keep projects on track.
- Perform basic quality control duties and assist in ensuring work performed meets specifications and standards.
- Support material procurement and documentation processes.
- Participate in job site meetings and assist with daily reporting and project tracking.
Preferred Qualifications
- Bachelor’s Degree in Construction Management, Civil Engineering, Architecture, or a related field (or equivalent experience).
- 1–3 years of experience in construction project support or estimating preferred (internships considered).
- Strong understanding of construction documents and processes.
- Familiarity with construction software such as Bluebeam, Procore, Microsoft Project, or similar platforms.
- Ability to read and interpret plans, specifications, and shop drawings.
- Strong organizational and time management skills.

The Mechanical Preconstruction Manager will participate in all aspects of the preconstruction process for mechanical systems to develop accurate, detailed cost estimates, often based on conceptual or schematic designs with a focus on heavy/ advanced manufacturing, industrial and mission critical projects. This role is expected to interact with engineers, architects, consultants, owner’s representatives, subcontractors, suppliers, a multi-discipline estimating team, senior management, project supervision, and field personnel.
The Specifics of the Role
- Responsible for the collection and distribution of bid documentation relative to RFPs, and solicitation for bid requests using online platform (Autodesk Building Connected).
- Assist in gathering information to complete Bid Qualification and Criteria requirements.
- Attend pre-bid meetings to become familiar with unique project requirements and analyze existing site conditions to determine required scope that is not already indicated.
- Review and interpret project documents to determine job-specific material, equipment, and labor requirements for scope development.
- Prepare written scopes of work for subcontracts and suppliers and coordinate mechanical scopes with the work of other trades (e.g., civil, structural, architectural, electrical, etc.).
- Participate in pre-proposal design coordination meetings to support the development of pricing documents for conceptual estimates.
- Perform constructability analysis of project documents. Communicate design and constructability issues to the project team, while identifying risk elements and appropriate mitigation measures.
- Provide viable design alternatives and value engineering propositions with analysis supporting benefits to initial and life cycle cost, schedule, maintenance, etc.
- Perform quantity survey of mechanical systems and components using digitized software, and apply industry standard labor rates (e.g., MCAA, PHCC, etc.) to develop accurate cost estimates.
- Evaluate vendor and subcontractor for conformance with proposal requirements; level scopes and identify low cost/ best value responses while capturing assumptions, rationale, inclusions, exclusions, etc.
- Prepare estimates used for bidding and budgeting purposes (including self-performed work); participate in internal estimate review process and assist with final recap of estimate for presentation to senior management.
- Support project management tasks, including budgeting, schedule development, interim design review, change order pricing, procurement, value engineering, and vendor selection based on proposal development.
- Coordinate with project teams to evaluate productivity for historical data and schedule/ cost forecasting purposes.
- Maintain and improve supplier and subcontractor database utilizing the company’s prequalification program.
- Supervise junior estimators, estimating assistants and/or Interns, providing training and support in a mentoring capacity and review work products for quality control.
- Assist in the organization and maintenance of estimating software material cost databases to ensure accurate costs are consistently utilized on bids; communicate data on construction and material cost trends affecting project costs to project teams.
- Identify opportunities for improvement in departmental processes, approach, and execution of estimating and preconstruction functions; assist in creating or adopting new tools to maximize productivity with the lowest attendant value of acceptable risk.
Requirements
- Bachelor’s Degree in Mechanical Engineering, or other Engineering discipline, Construction Management, or related field, or a combination of education (including trade schools) and professional experience.
- 5-10 years of experience in preconstruction/estimating with a focus on mechanical systems (i.e., Fire Protection, HVAC, Plumbing, Piping).
- Exhibits inclusive leadership and teamwork behavior, and values diverse perspectives from team members.
- Demonstrated experience in the successful management of bidding process for conceptual estimates with a preferred emphasis on heavy/ advanced manufacturing, industrial and mission critical markets.
- Working knowledge of codes and standards applicable to the design and installation of mechanical systems.

Job Description Responsibilities: Identify and develop new products and manage each stage of the process through take to market.
Develop and implement comprehensive marketing plans and promotional programs for existing products to include product strategy development, pricing strategy, collateral creation and brand management.
Review monthly financial performance and determine contributing factors.
Offer solutions for detrimental sales or cost trends.
Prepare product forecasts to include revenue and expense expectations.
Analyze sales trends over time and impact of competitive strategies.
Support forecasts and budgets with appropriately detailed marketing plans.
Work with Manufacturing, Purchasing and Engineering to reduce Cost of Goods by assessing packaging, alternate materials, new sources of material, stocking, make to order, direct to customer shipments, etc.

Create sales tools.
Conduct market research and translate that research into new products, product improvements, or line extensions by providing leadership to a multi-functional team.
Travel with sales force to support efforts to convert customers to purchase Medline products.
Provide timely follow up to sales forces by answering product questions via e-mail and phone.
Required Experience: Education Bachelor’s degree Work Experience At least 2 years of marketing, sales, product management or clinical practice experience (preferably in the healthcare industry).
Knowledge / Skills / Abilities Experience negotiating with outside vendors and internal resources.
Experience collecting and analyzing financial data.
Willing to travel up to 50% of the time for business purposes (within state and out of state).

Project Overview:
The Walsh-VINCI Transit Community Partners (WVTCP) Joint Venture consisting of VINCI Construction Grands Projets and Walsh Construction has been selected to construct the $2.9BN Design Build Red Line Extension (RLE) project – the largest civil construction contract ever awarded by the Chicago Transit Authority (CTA). The RLE Mainline Design-Build (MDB) Project will extend the CTA's Red Line by 5.6 miles, extending from the existing terminal at 95th/Dan Ryan south to 130th Street and Doty Avenue.
As the Materials Coordination Lead on the $2.9BN Red Line Extension Project (RLE) in Chicago-Illinois, you will be responsible to schedule, review, track, and coordinate the material documentation, including test reports, to demonstrate project conformance with the Contractor’s Quality Management System and Contract requirements relating to permanent materials and materials put into place for temporary use by the CTA.
Responsibilities:
- Apply the project rules and be proactive in terms of Health and Safety when visiting site or at the office.
- Support the implementation of the Quality Assurance & Quality Control Processes on the project, particularly all processes related to the assurance of materials.
- Develop, manage, maintain, and supervise material tracking logs.
- Coordinate with the construction area managers and the project engineers to ensure materials documentation is received, logged, and uploaded to CTA’s Project Website per contract requirements, including product datasheets, certifications, and other required material submittals outlined in the technical specifications.

- Serve as a key point of contact for employees regarding policies, procedures, and HR programs.
- Support performance management, employee relations, and day-to-day HR guidance.
- Maintain accurate and compliant personnel records across all stages of employment.
HRIS & Data Integrity:
- Own and maintain HR data within the organization’s HRIS platform.
- Generate standard and ad hoc reports to support leadership decision-making.
- Ensure data accuracy, compliance, and process consistency across systems.
Organizational Support & Culture:
- Assist with job documentation, role alignment, and organizational structure initiatives.
- Contribute to employee engagement efforts and internal communications.
- Support special HR projects as the organization continues to grow and evolve.
Qualifications and Skills:
- Bachelor’s degree in Human Resources, Business, or a related field.
- 3+ years of progressive HR experience.
- Proven experience supporting recruiting and hiring initiatives.
- Hands-on experience working with an HRIS platform (ADP Workforce Now is preferred).
- Bilingual in Spanish is highly preferred.
- Strong communication skills with the ability to interact confidently at all levels of the organization.
- Ability to manage multiple priorities in a fast-paced environment.
Compensation Range: $75,000 - $90,000
