About the Role
The Estimator helps drive business by preparing complete and responsive bid proposals on large and complex projects including analyzing plans and specifications to develop detailed cost estimates for materials, equipment and labor required to construct the project. This is accomplished by working closely with Operations and Project Managers during the bidding process to ensure accuracy of data used to estimate the project. Once a bid has been accepted, the Estimator will promptly work up and obtain execution of subcontracts and material purchase orders including insurance compliance. Additionally, the Estimator will lead the hand-off of information to project management to be fully educated in all strategies, opportunities and risks that were recognized in the bidding process.
Responsibilities:
- Evaluating specifications, drawings, scope documents and other bid package information to ensure that all the information needed to develop an accurate and competitive estimate and win the project is known and understood.
- Identifying and quantifying risks inherent in the project; communicating to and working with the rest of the project development team to appropriately address and mitigate the risks.
- Participating in pre-proposal site visits and meetings with potential clients; collecting information, including photographs; analyzing and evaluating all site-specific factors to ensure that they are taken into account in the development of estimates.
- Developing a thorough understanding of scopes of work provided with requests for proposals and change orders. Where scope information may be unclear or contradictory, developing questions, making inquiries and resolving these uncertainties.
- Researching scope items that are unfamiliar and communicating as needed to ensure that the project development team has enough understanding of the work to develop the proposal.
- Developing complete take-offs necessary to itemize quantities and types of materials and components and acquiring accurate cost information from vendors and suppliers.
- Determining man-hour, tool and construction equipment requirements along with their respective costs.
- Soliciting and evaluating proposals for required services from subcontractors and other specialty providers; aggressively following up with subcontractors and suppliers to ensure that their bids are understandable, accurate and timely.
Qualifications:
5+ Years of experience in preconstruction/estimating bidding underground utilities, sitework, and/or roadway projects
Required Skills:
- Proven experience as an estimator
- Experience using HCSS HeavyBid, BlueBeam, Trimble Business Center
- Familiarity with financial and project management principles
- In depth knowledge of research and data analysis methods and estimation formulas
- Assembling bids using estimating software
- Meeting aggressive bid deadlines
- Negotiating contract pricing and terms
- Providing continual project support and working with project management
- Maintaining and building new relationships with trade partners
- Excellent analytical and problem-solving skills to assess bid opportunities.
- Excellent written and verbal communication skills, with the ability to present complex information clearly and persuasively.
Pay range and compensation package:
110,000 - 135,000

- Responsible for the provision of a safe and secure workplace for all operational and construction personnel complying with OSHA requirements.
- Responsible for operating the projects assigned within budgetary guidelines, regularly reviewing the results each period including job cost and variance reports.Responsible for taking corrective action to offset any negative results or augment positive results.

Qualifications/Required Skills:
- Minimum five years Utilities construction experience with progressive managerial responsibilities.
- Ten plus yearsβ progressive managerial/supervisory experience in this or a similar industry with a proven track record or achievement in a company with annual sales volumes of $15+ million annually.
- Preferred Army Corp of Engineers, FAR, Construction Risk Management experience.
- Personal skills must include managing general construction projects involving excavation work, utilities, structures, paving and its details.
- Demonstrate analytical thinking, communication and supervisory capacity.
- This position requires knowledge of the company's policies and procedures, general business principles, job costing and standard costing for construction projects.
- Individual must have the ability to manage multiple tasks and projects, get things done through other people, be a team player, and motivate others to their best performance potential
- Demonstrate credibility, commitment and integrity.
- Leadership ability is paramount.
- Possess a valid state issued motor vehicle license
- Keen eye to identify non-compliance with regulations or standards and ability to suggest solutions for deficiencies or problems

Key Responsibilities Enterprise GIS Strategy & Architecture Define and lead enterprise-wide GIS architecture strategy across multi-commodity utilities (Electric, Gas, Steam).
Architect, modernize, and optimize large-scale GIS environments, including:ArcGIS Enterprise (Pro, Server, Portal, SDE Geodatabases) ArcFM Solution Suite (Desktop, Designer, Mobile, Web, Responder/OMS) Oversee technical delivery of ongoing projects, enhancements, and modernization workstreams.
Conduct architecture assessments, solution reviews, and high-impact consulting engagements.
Lead and facilitate multi-team design workshops, roadmap sessions, and governance forums.
Data & Integration Architecture Drive enterprise data modeling efforts (including Utility Network (UN) migration strategies).
Design and implement integration patterns across mission-critical IT/OT systems (OMS, SAP, Maximo, CIS, SCADA).
Perform ArcFM health checks, performance tuning, and architecture optimization.
Evaluate and refine existing GIS/core system functionality; prioritize and groom technical backlogs.
Develop business process models and improve operational workflows.
Program & Delivery Leadership Lead Utility Network and ArcFM modernization programs from assessment through implementation.
