Position Summary
The Medical Director oversees all medical and clinical operations at BMI, Inc., ensuring the highest standards of patient care, regulatory compliance, and innovation. This role is responsible for the organization's medical management strategy, providing clinical insight in areas such as utilization management, case management, provider network, contracting, pharmacy, and service operations (claims). The Medical Director also collaborates with stakeholders to optimize clinical effectiveness and integrate medical advancements into the organization's healthcare offerings.
Key Responsibilities
Medical Operations & Compliance
- Initiate and oversee the development and execution of an annual plan for medical management, ensuring alignment with the mission and goals of the Plan, financial resources, and government contract requirements with the Department of Defense.
- Establish and execute utilization management policies and work plans with the Plan's key stakeholders to achieve medical management strategies.
- Establish and implement population health initiatives, including disease management programs, health risk screening, preventive health activities, and specialized case management.
- Ensure compliance with all federal, state, and regulatory requirements, including HIPAA, DHA, and Department of Defense regulations.
- Develop and implement policies to enhance patient safety, improve care quality, and integrate best clinical practices.
Leadership
- Collaborate with Provider Relations to establish, implement, and oversee education and outreach to network providers to align the Plan's medical management objectives with clinical practice in the network.
- Participate in the Quality of Care Committee.
- Provide strategic leadership in medical policy, care coordination, and quality assurance.
- Manage and lead the clinical team.
- Partner with Human Resources to oversee hiring, training, and performance management of department employees.
Clinical Quality & Management
- Initiate and oversee the development and execution of an annual clinical quality management plan to achieve optimal health outcomes and exceptional service.
- Establish and oversee implementation within USFHP of quantitative outcome measures that meet HEDIS requirements and validate Plan performance.
- Track utilization trends and work with the Plan leadership team to identify outliers that may require focused review.
- Establish and execute utilization management policies with key stakeholders to achieve the medical management strategies for self-insured products.
Pharmacy & Cost Management
- Collaborate with the Chief Pharmacy Officer in developing policies and strategies for the cost-effective delivery of pharmacy benefits.
- Oversee medication management initiatives to improve prescription drug therapy and cost efficiency.
Stakeholder & External Relations
- Participate as the USFHP, Brighton Marine, physician representative in all national forums and workgroups related to medical and quality management for the US Family Health Plan.
- Develop and maintain relationships with key stakeholders, including hospitals, payers, and government agencies.
- Represent BMI in professional and regulatory forums.
Qualifications
Education & Experience
- Doctor of Medicine (MD) degree or Doctor of Osteopathic Medicine (DO) degree.
- Minimum 5 years of experience in clinical leadership, managed care, and healthcare administration.
Licensure & Certifications

Site EHS Lead - Rio Rancho (NM)
The Site EHS Lead will serve as the primary Environmental, Health, and Safety (EHS) expert for the Rio Rancho, New Mexico facility, which will support solid rocket motor manufacturing, integration, and test activities. This role will have full ownership of site-level EHS operations and will play a critical role in facility startup, commissioning, and ramp-up to steady-state operations in a fast-paced, high-hazard manufacturing environment.
The ideal candidate will be responsible for ensuring the safety and environmental compliance of manufacturing and test processes while driving continuous improvement in EHS performance. This position requires a strong understanding of process safety management, hazard analysis, regulatory compliance, and industrial safety best practices applicable to energetics-related operations.
As an integral part of the team, the Site EHS Lead will work closely with operations, engineering, and regulatory stakeholders to implement and enforce EHS programs, conduct risk assessments, and support compliance initiatives that protect employees, the environment, and mission-critical operations. The role will also provide temporary EHS support to the Midland, Texas facility on an as-needed basis.
Responsibilities
Site EHS Leadership & Ownership
- Serve as the primary EHS authority and point of contact for the Rio Rancho facility, with full responsibility for site-level EHS compliance, programs, and performance.
- Lead EHS planning and execution for facility startup, commissioning, and ramp-up to production operations.
- Act as the site liaison with regulatory agencies, inspectors, and external stakeholders as required.
Process Safety & Risk Management
- Develop, implement, and maintain process safety and risk management activities for manufacturing operations, including hazard analyses (HAZOP, LOPA, FMEA), risk assessments, and identification of safety gaps.
- Integrate EHS requirements into process design, equipment selection, and operating procedures from development through production.
Regulatory & Environmental Compliance
- Ensure compliance with applicable federal, state, and local regulations, including OSHA, EPA, ATF, NFPA, and other relevant safety and environmental standards.
- Oversee environmental compliance programs, including hazardous waste management, air emissions, and storm water management.

Multi-Site Support

Basic Qualifications
- Bachelor's degree in Environmental Health & Safety, Environmental Engineering, Chemical Engineering, Industrial Engineering, Safety Engineering, or a related technical field.
- 5+ years of experience supporting EHS and process safety programs in manufacturing, test, or other high-hazard operational environments.
- Demonstrated experience with process safety management and hazard analysis techniques (HAZOP, LOPA, FMEA).
- Working knowledge of OSHA, EPA, ATF, NFPA, and applicable state and local EHS regulations.

Summary: The Regional Quality Assurance Manager will help develop, organize, and supervise applications of comprehensive quality and food safety programs. The Regional QA Manager will also formulate quality policies and programs and provide guidance and feedback to all Kitchen operations. These programs will be designed to meet operational plans, customer expectations, and regulatory governances. The Regional QA Manager would be required to conduct scheduled, as well as unannounced, internal inspections, audits, and peer reviews at other DC and Kitchen operations.
Essential Duties and Responsibilities:
- Provide ongoing guidance, supervision, and vision to support comprehensive quality and food safety programs for kitchen operations; ensuring continuity of business according to company policy, customer, and regulatory expectations at all locations.
- Communicate quality assurance-related information with customers and other external contacts, including government regulators at their specific location.

- Introduce, monitor, and update (as warranted) quality and food safety programs in conjunction with other departments to meet company and regulatory objectives such as FDA and State. This includes, but is not limited to: quality control testing framework, microbiological testing framework, HACCP, food safety and defense procedures, pesticide residue control framework, GMPs, pest management, and housekeeping/sanitation practices.
- Lead local warehouse and kitchen HACCP, Food Safety, and Food Defense Teams.
- Assist in determining, in conjunction with other department managers, disposition of failed or overaged inventory.
- Monitor performance of quality control systems to ensure effectiveness and efficiency.
- Oversee microbiological program and environmental program, including issue investigation and follow-up.
- Plan and perform bi-annual mock recalls. Follow-up and resolve any resulting issues.
- Analyze quality control test results and communicate quality control information to all relevant organizational departments, outside vendors, or contractors. Complete and return customer questionnaires. Organize and maintain vendor documents.
- Direct the tracking of defects, test results, or other regularly reported quality control data.
- Identify critical control points in the manufacturing process and specify sampling procedures to be used at these points.
- Oversee the production reports regarding nonconformance of products or processes, daily production quality, root cause analyses, or quality trends. Increase awareness and evaluation of GMPs.
- Follow all food safety requirements and good manufacturing practices as applicable to this position.
- Ensure that safety rules, production, and sanitation standards are met.
- Assist and maintain high quality of service by enforcing company policies and procedures.
- Assign duties to employees and schedule break periods, work hours, and vacations. Schedule and perform periodic evaluations of employees as dictated by the appropriate HR policies.
- Assist other warehouse floor supervisors and associates in warehouse policies, departmental procedures, and job duties.
Minimum Requirements:
- Excellent communication skills and the ability to be a self-initiator who can implement and supervise all warehouse data entry programs as directed by the Office Manager.
- Some college-level training is preferred but not necessary as long as there is experience in warehouse supervision and some experience in the wholesale industry preferred.

Plan, coordinate, and direct the Universal Avionics Repair Station Quality for Service and Reliability activities designed to ensure Quality and Service of products consistent with established standards. 1. Regulatory Compliance & Avionics Quality Oversight:
- FAA Accountable Manager for the Universal Avionics Repair Station.
- Maintain compliance with the FAA Drug & Alcohol Program by completing all required program activities.
- Oversee and sustain certification approvals issued by global aviation agencies, including the European Aviation Safety Agency (EASA) and the United Kingdom Civil Aviation Authority (UKβCAA).
- Maintain certification approvals from Coordinating Agency for Supplier Evaluation (CASE) and aviation operational customers.
- Manage the ongoing update and compliance activities for Repair Station Quality Control Manual (RSQCM) and Safety Management Systems manuals.

2. Quality Management:

6. Other:

- Ensure precision measurement tools meet Calibration standards, maintain regulatory compliance, manage calibration records, and oversee tool accuracy to support airworthiness.

- Determine product acceptance and vendor continuation based on evaluation of their quality management systems and performance.
