Job Title: Senior Resource Planner (Manufacturing & Power Gen)

ROLE SUMMARY
We are seeking a highly analytical Senior Resource Planner to lead the optimization of our project lifecycle, from planning through commissioning. This is not a traditional scheduling role; you will act as a strategic advisor, auditing our current "Excel-centric" workflows to identify inefficiencies and architecting data-driven solutions. You will bridge the gap between complex power generation manufacturing and modern project management methodology, leveraging Power BI and AI tools to transform raw data into actionable executive insights for people and materials planning.
STRATEGIC RESPONSIBILITIES
- Resource Planning: Review existing MS Excel plans and develop an all-encompassing resource and material view to ensure each project is properly staffed with acceptable levels of utilization
- Operational Audit: Analyze existing project management and manufacturing workflows currently managed in MS Excel. Identify "single points of failure," data silos, and opportunities for automation.
- Systems Architecture: Lead the transition from manual spreadsheet tracking to integrated project controls. Develop logically linked master schedules that account for manufacturing lead times and on-site commissioning variables.
- Advanced Data Visualization: Design and implement Power BI dashboards to provide real-time visibility into project health, cost control, and resource needs and utilization across the portfolio.

Role Summary
The Head of Strategy and Business Operations owns the performance and scalability of the supply side of the Steady marketplace. This includes worker acquisition, onboarding, activation, quality, utilization, retention, and supply-demand balancing across all active markets. Supply is the engine of the marketplace, and this role ensures that engine runs with reliability, efficiency, and improving economics.
In addition to supply ownership, this role serves as a senior operational leader across the company, helping shape strategy, improve operating discipline, identify new revenue opportunities, and drive cross-functional execution.
This is a highly hands-on role. You will not rely on others to surface insights. You must be comfortable pulling your own data, building analyses, identifying trends, and implementing automation that improves operational performance.
Beyond operational excellence, this role will identify and test new ways to monetize the marketplace, improve unit economics, and unlock additional revenue streams tied to our worker network and client relationships.

Job Description
The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Vice Chancellor for Academic and Student Affairs. This is a renewable, full-time, non-tenured, administrative position and reports to the Chancellor. The position may be primarily located in either Reno or Las Vegas, Nevada.
The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant challenges and opportunities in serving over 105,000 students and 15,000 employees.
The Vice Chancellor for Academic and Student Affairs serves as the chief academic and student affairs executive for NSHE, responsible for setting strategic direction, driving systemwide policy, and ensuring accountable implementation of initiatives that advance academic quality, student success, and research competitiveness.
As a key member of the Chancellor's Cabinet, the Vice Chancellor exercises enterprise-level leadership and decision-making authority, advising the Chancellor and Board of Regents on high-impact academic, student, and research policy issues. The role is accountable not only for policy development, but for translating strategy into execution across all NSHE institutions, ensuring consistency, compliance, and measurable outcomes.
This position leads the design and implementation of systemwide initiatives spanning academic programs, transfer and articulation, student services, financial aid, and research administration. The Vice Chancellor actively identifies emerging risks and opportunities, develops actionable solutions, and drives coordinated responses across multiple institutions and stakeholders.
The Vice Chancellor also ensures NSHE remains responsive to national trends and evolving higher education demands by integrating data-driven insights into strategic planning and policy decisions.

SALARY GRADE: *This position offers a competitive compensation package commensurate with the candidate's education, experience, and certification/training. In addition to base salary, employees enjoy a comprehensive benefits package that includes:

Chair the Student Affairs Council, providing executive leadership and strategic direction for systemwide student affairs policies and initiatives. Lead the development, evaluation, and refinement of policies related to student services, including residency determinations and financial aid coordination. Identify systemic barriers and opportunities impacting student access, success, and equity, and work collaboratively with institutional leaders to develop and implement innovative, student-centered solutions. Chair the Research Affairs Council, leading strategic planning and policy development to advance research across NSHE. Serve as a key decision-maker and advisor on matters related to state authorization, distance education, and regulatory alignment. Communicate effectively with institutional leaders and external stakeholders and lead continuous improvement efforts to strengthen NSHE's position in the national higher education landscape.

About the Role
The Meta Strategist will own the end-to-end strategy, execution, and optimization of GLD’s paid social advertising across Meta platforms (Facebook & Instagram). While you’ll own Meta as your primary channel, you’ll work collaboratively with other Performance Marketing team members on cross channel strategy, reporting, and planning contributing to a larger growth strategy rather than operating in a silo.
You will partner closely with Creative, Retention, E-commerce, and Analytics teams to develop thumb-stopping ad campaigns across TOF (top-of-funnel) and BOF (bottom-of-funnel) objectives, optimize audience strategies within Meta’s Andromeda ML framework, and build reporting systems that keep leadership informed and the team accountable. Success in this role is measured not only by performance metrics, but also by creative partnership, strategic thinking, and your ability to elevate the broader team.
Key Responsibilities:
1. Meta Campaign Management & Andromeda Optimization
- Develop, launch, and manage full funnel Meta ad campaigns across TOF prospecting, BOF retargeting, and retention objectives.
- Own daily optimizations at both granular (ad, ad set) and high-level (campaign, account) viewpoints to maximize performance.
- Leverage deep understanding of Meta’s Andromeda ranking system to optimize ad delivery, auction competitiveness, and signal quality.
- Structure campaigns and ad sets to work with Andromeda’s ML-driven optimization, including strategic use of Advantage+ campaigns, broad targeting, and signal enrichment.
- Continuously test and refine bidding strategies, audience segmentation, and conversion events to maximize ROAS and reduce CPA.
- Stay current on Meta platform changes, algorithm updates, and beta features; proactively adapt strategies accordingly.
2. Creative Strategy & Content Analysis
- Collaborate with the Creative team and recommend new concepts, formats, and messaging angles based on performance insights.
- Build and write creative briefs independently, translating performance data and strategic priorities into clear direction for designers and content creators.
- Analyze creative performance data to identify winning concepts, hooks, formats, and messaging themes across TOF and BOF.
- Build and maintain a creative testing framework with clear hypotheses, naming conventions, and documentation.
- Monitor creative fatigue and proactively plan refresh cycles to sustain performance.
3. Data Analytics & DOMO Reporting
- Build and maintain DOMO dashboards to track Meta performance across KPIs including ROAS, CPA, CTR, hook rate, hold rate, and thumbstop ratio.
- Conduct deep-dive analyses on campaign, ad set, ad, and creative-level performance to surface insights and inform budget allocation.
- Create automated reporting workflows within DOMO that integrate Meta Ads data with Shopify revenue and attribution data.
- Present weekly and monthly performance reports to leadership with clear narratives, trend analysis, and recommended actions.
- QA data pipelines and ensure accuracy of metrics across platforms and reporting tools.
4. Cross Functional Partnerships
- Act as the primary liaison between Performance Marketing and Creative, Retention, E-commerce, and Ops teams.
- Coordinate with Retention/CRM on audience list management, suppression strategies, and lifecycle alignment.
- Collaborate with E-commerce to align ad messaging with site promotions, product launches, and seasonal campaigns.
- Share learnings and best practices across paid media channels (TikTok, Google, Snapchat) to maintain a unified growth strategy.
Qualifications
- 3–5+ years of hands-on experience managing Meta Ads at scale ($500K+/month in spend).
- Strong working knowledge of Meta’s Andromeda ad ranking system and how it impacts delivery, auction dynamics, and performance optimization.

- Evaluate agency performance metrics and ensure compliance with contracting requirements.
- Establish preferred vendor frameworks and agency engagement models.
- Support system enhancements and reporting improvements within ATS, HRIS platforms, and other systems as they relate to workforce planning.

Qualifications and Competencies:
- Security Clearance- Ability to obtain/maintain a Secret DoD clearance, U.S. Citizenship required.
- Strong analytical and data visualization skills (Excel, Power BI, Tableau, or similar tools).
- Strong communication skills with ability to present insights to senior leadership.
- Knowledge of ATS platforms (experience with Greenhouse highly preferred).
- Advanced analytics or modeling experience.
- Proven ability to design workforce capacity models and agency utilization strategies
- Advanced proficiency in Excel, workforce analytics tools, and ATS/HRIS reporting systems
- Demonstrated ability to influence senior stakeholders through data-driven insights
- Directs and provides expert knowledge in the strategic function of the department.
- Develops short and long-term people and organizational strategy in alignment with AEVEX goals and direction.

Education / Certifications:
- Bachelor’s degree in Human Resources, Business, Finance, Analytics, or related field.
Experience:
- 10+ years of experience in Talent Acquisition, Workforce Planning, Recruiting Operations, or HR Analytics.
- Experience building capacity models and hiring forecasts.
- Experience working cross-functionally with HR/TA, Finance, operations, and business leaders.
- Experience in high-growth or large-scale hiring environments.
- Experience in workforce management software or capacity planning tools.
- Demonstrated experience negotiating staffing agency agreements and vendor contracts
- Strong experience partnering with external recruiting agencies and contingent workforce vendors
- Experience supporting both permanent and contingent workforce planning at scale preferred
- Experience working closely with Procurement and Legal on vendor governance preferred
