This position reports directly to our CEO and is based in-office in our Marietta, GA headquarters. THIS IS NOT A REMOTE POSITION. As our VP - Heavy Civil Estimating, you will be responsible for leading the estimating department for heavy civil roadway/transportation projects, including GDOT, local Municipal, and related transportation infrastructure projects. This role ensures accurate cost estimates, competitive bids, and compliance with company standards and client requirements. You will train, develop, and manage a team of estimators, oversee bid strategies, and collaborate with project managers and executives to secure profitable work. You will deliver consistent, competitive, and accurate estimates through detailed bids and review all bid packages before being submitted. You are typically involved in multiple projects at a time. In addition to having responsibility for the technical success and execution of the bidding process, you are also responsible for managing relationships with heavy civil department leaders and the Leadership team.

Key Responsibilities

Leadership and Management:

Estimating and Bidding:

Position Summary

Soil Solutions Inc. is seeking an experienced Project Manager to lead the delivery of assigned projects from preconstruction handoff through closeout. This role is responsible for overall project execution—including safety leadership, financial performance, scheduling, client coordination, subcontractor management, and quality control.

The Project Manager is accountable for the project’s cost performance, billing, and contract compliance.

• Perform daily and weekly quantity tracking to verify progress and production.
• Prepare weekly and monthly cost reports and cost detail updates.
• Utilize field productivity tools as needed (ex: HeavyJob timecard entry and production tracking).
• Interpret estimating and production outputs when applicable .

• Lead development of the baseline project schedule (CPM) and obtain required approvals.
• Review and approve weekly look-ahead schedules and verify they align with the baseline CPM schedule.
• Lead schedule updates and submissions in accordance with contract requirements.
• Coordinate work sequencing with Superintendent(s), subcontractors, vendors, and project stakeholders.
• Coordinate utility requirements and provider scheduling as needed.
• Participate in constructability reviews, value engineering, and proactive problem-solving.
• Review and approve work packages for field execution.

• Coordinate with the Project Engineer(s) and Superintendent(s) to ensure work complies with contract documents and specifications.
• Ensure SWPPP inspections are completed as required and deficiencies are corrected and documented.
• Address non-conforming work quickly and ensure corrective actions are verified and recorded.
• Maintain complete project records in company systems and hard copy format where required.
• Ensure accountability for quality across all project participants, including subcontractors.

QualificationsEducation / Experience

• B.S. Degree in Civil Engineering, Mechanical Engineering, Construction Engineering OR a related 4-year degree in Construction or Environmental Management, plus 7+ years of related construction experience.
• Prior experience as a Project Manager on projects valued $10M+ preferred.

Relevant Construction Experience

Experience in heavy construction or specialty civil work, including one or more of the following:

• Drilled Micropiles, Large Diameter Caisssons, CFA and Tiebacks

• Routinely track and accurately report percent of work completed, billings, production rates and forecast to complete.
• Provide leadership and maintain a professional working relationship with G&R staff and client representatives.
• Manage multiple projects and/or manage large projects (greater than $5M).
• Assist Estimating Department in the preparation of conceptual estimates, presentations, and proposals to prospective clients.
• On design-build projects or portions of projects that include design by G&R, review engineer’s design, provide input and monitor progress, with particular attention to scope & cost changes.
• Prepare detailed estimates, budgets, progress schedules and purchase orders/subcontracts, along with periodic updating.
• Prepare requests for quotes, receive bids, and award purchase orders & subcontractors for all items of work.
• Plan and schedule the work, including preparing and updating of CMP schedule and/or short-term schedules.
• Coordinate with local authorities pertaining to permitting, inspection, approval of project.
• Prepare monthly progress reports for distribution to Executive Management.
• Identify project resource requirements and communicate with management.
• Control costs and accurately complete monthly forecast projections for projects assigned.
• Maintain and organize the shop drawing process, including ordering, receiving and expediting shop drawings from vendors and subcontractors. Review, transmit and expedite shop drawings to the appropriate engineer or owner representative. Distribute shop drawings to project team.
• Approve vendor/subcontractor requisitions for payment.
• Participate in completing and performing annual employee evaluations.
• Review and approve daily timesheets from the crews assigned to your projects.
• Perform cost estimating for new projects and change order estimates for assigned projects.
• Identify and manage project claims efficiently, including utility damage, private property claims, etc. Work with Risk Management to mitigate and resolve issues.
• Identify and correct safety infractions. Work with Safety Director to help improve company safety.
• Perform a variety of management duties which may change periodically.
• Proficient with Windows computers and various software, including scheduling, spreadsheets, word processor, email, and project management software.
• Physically: Must be able to hear and see well (either naturally or with correction); communicate well; sit or stand for long periods of time; climb ladders; and enter/exit trenches.
• Be able to commute to/from projects throughout Florida.
• Educational and experience requirements include Four-year construction management or civil engineering degree or equivalent, plus five years or more experience/knowledge of construction, engineering, and management.

Key Responsibilities:

• Design civil engineering projects including utilities and pipeline design, site design, land development, permanent and temporary access roads, storm drainage systems, storm water management facilities, water and sanitary sewer utility design, sediment and erosion control, and traffic control.
• Develop drawings for production work including problem analysis, design layout and calculations on non-routine assignments of substantial variety and complexity.
• Execute a variety of civil design assignments using prescribed methods and standard techniques including drawing sequence and presentation, sizing various system components and refining rough sketches.
• Execute changes to designs or sketches and mark-ups on ongoing projects.
• Analyze reports, maps, drawings, tests, and other topographical and geologic data to plan and design projects.
• Responsible for incorporating design codes and specifications related to design requirements.
• Review design drawings for quality assurance within scope, budget and schedule.
• Report volume calculations for excavation, dredging, and upland site grading.
• Review schedules, budgets and project criteria and apply to civil design and layouts.
• Responsible for revisions of project drawings, plot files and project-related information storage in a logical and well-structured manner.
• Performs other duties as assigned and complies with all policies and standards.

Key Requirements and Technology Experience:

• Must have skills: Civil Design, AutoCAD, Civil 3D
• Bachelor Degree in drafting technology or related field and min 7 years related experience.
• Associate Degree and min 8 years related experience.
• High School and min 9 years progressive detailing and design experience is Required.
• Expert understanding of design software such as: AutoCAD, Civil 3D and Excel to develop the design deliverables. MicroStation experience a plus.
• Knowledge in design, calculations and design systems.
• Knowledge in the theory and practices of civil discipline; competent in the fundamental concepts of other disciplines as they relate to the assigned discipline; and capable of operating related discipline design software necessary to execute production tasks.
• Ability to work collaboratively with others (Project Managers, Engineers and Designers) in a multi-discipline and multi-office project team environment to resolve design or drawing issues as appropriate and to accomplish objectives.
• Excellent written & verbal communication skills, strong analytical and problem solving skills, and attention to detail.
• Proven ability to manage multiple, competing projects and meet tight deadlines.
