Position Summary:


The Office Manager handles administrative functions for a construction operations team that includes a General Manager and multiple Project / Construction Managers, along with their field workforce. Essential Duties and Responsibilities:

• Prepare hourly payroll weekly, including collecting timesheets, entering data into the payroll system, and ensuring that hours and pay rates are accurately charged to the correct codes

• Work with Project Managers to ensure that customers are invoiced promptly and accurately

• Track open accounts receivable and work with customers and the corporate credit department to resolve payment issues in a professional manner

• Assist with the preparation of proposals, quotations, and other customer correspondence

• Keep job-related documentation organized and up to date in paper & electronic job folders

• Ensure that all new employees complete required employment documentation (I-9s, W-2s, etc.)

• Ensure that subcontract agreements are prepared for all subcontractors and that proof of insurance and any other prequalification requirements are in order

• Order office supplies and coordinate maintenance of office equipment

• Answer phones and greet visitors to the office

• Oversee construction through completion, including final Certificate of Occupancy and project close-out, and transition the asset to the Asset Management team.

• Review and approve monthly construction requisitions and payment applications.

• Prepare monthly partnership and investor reports, including project status updates, schedule progress, and budget variance reporting, in coordination with the accounting team.

• Establish and maintain relationships with local trade organizations, civic organizations, contractors, and related industry professionals to support and expand the multifamily development platform.

Qualifications

This position may include direct supervision of development managers and administrative staff, as well as oversight of third-party consultants and contractors engaged on projects. • Bachelor of Science in Construction Management, or similar field, or equivalent experience

• 3+ years of experience as a Project Engineer in assisting or supervising construction projects of increasing complexity required

• Data Center experience is a preferred

• Experience in CSA (civil, structural, architectural) and MEP (mechanical, electrical, plumbing) construction management is a strong preference

• Proficiency in Procore is strongly preferred


Tasks and Responsibilities:

• Manage individual tasks throughout the construction process including submittal and RFI processing, and safety reporting

• Coordinate Owner led meetings, transcribe meeting minutes and drive actions to closure

• Oversee OFCI equipment release, delivery, deficiencies, startup and commissioning

• Ensure project compliance with Owner document controls and file specifications

• Administer project closeout specifications and associated turnover documentation

• Coordinate internal alignment on project document reviews, cost optimization exercises, contract issuances and design modifications

• Enforce project quality controls and safety programs through an in-depth understanding of the partner contracts and design documents

• Lead the Owner safety program and provide weekly HRA site walk reports. Two (2) HRA site walks are required per week to provide accurate safety metrics to the Owner EH&S department

• Translate job requirements to execution with minimal supervision

• Assist construction manager in preparing monthly financial updates and forecasts.

• Handle the Contractor billing process for the project and facilitate coordination with the Owner CCF department to ensure accuracy of scope included in each bill and timely review of all pay applications

• Run the change order review process turnkey. Provide timely review of change orders for accuracy of scope and costs

• Input PO requests in the financial system and oversee the distribution process to all Owner vendors

• Facilitate page-turn design document reviews and assemble comments with action items for internal stakeholders and direct contracted design partners

• Partner with Owner vendors turnkey to ensure successful completion of their scope (i.e. Signage, Furniture, and Controls)

• Guide design team/contractors throughout each project

• Work closely with Operations to coordinate ongoing construction activities on campus, develops and tracks MOPs for critical work in live spaces, and provide customer support as necessary

• Provide project commissioning support by onboarding the Commissioning Agent, facilitating script approvals and ensuring compliance with customer requirements

• Drive internal and external project closeout requirements

• Assist the Construction department with the upkeep of current campus and site permits, update the permit bond tracking sheet, and coordinate with local authorities to ensure all permits are current

Norrell Construction is seeking a high-performing Senior Construction Superintendent / Construction Manager to lead field execution for industrial civil construction projects throughout the Houston and Port Arthur Gulf Coast region. This role is responsible for overseeing multiple projects and work scopes simultaneously within active industrial facilities and other petrochemical plants. Typical scopes include concrete foundations, earthwork, underground utilities, structural slabs, and industrial paving.

The ideal candidate is a field leader capable of managing $5M–$20M in annual project volume, coordinating multiple crews and subcontractors while maintaining strict safety standards, schedule performance, and quality execution within operating industrial environments.

This position reports to the Ops. Director and works closely with project management and client representatives to ensure successful project delivery.

Field Execution Leadership


• Lead daily field operations across multiple industrial construction projects

Qualifications


• 10–15+ years of construction experience, with significant field leadership responsibility

• Demonstrated ability to manage multiple concurrent projects or large project portfolios ($5M–$20M annually)

• Strong experience with one or more of the following scopes:

  • Structural concrete foundations and slabs

  • Industrial earthwork and grading

  • Underground utilities and drainage systems

  • Industrial paving and site development

• Ability to read and interpret construction drawings, specifications, and schedules

• Strong leadership and communication skills with both craft personnel and client representatives

• OSHA 30 certification preferred

• TWIC card preferred or ability to obtain
