NOTE: This position requires previous professional engineering experience, especially with New Product Development and VAVE. This is not an entry level position.



ABOUT THE POSITION

The NPD/VAVE Engineer serves as a corporate-level engineering resource responsible for driving manufacturability, cost optimization, and standardization across all Astec divisions.

This role supports New Product Development (NPD) and Value Analysis/Value Engineering (VAVE) initiatives that align with the Advanced Manufacturing Engineering Strategic Business Plan (AME SBP) — specifically under the pillars of Innovation Enablement, Process Optimization, and Operational Excellence.

By collaborating cross-functionally with Design Engineering, Supply Chain, Operations, and Site Manufacturing Engineering, this role ensures that products are designed and industrialized efficiently, safely, and profitably.



Deliverables & Responsibilities

1. NPD/NPI (New Product Development/Introduction)

a. Serve as the manufacturing engineering representative in product development teams.

b. Conduct Design for Manufacturability and Assembly (DFM/A) reviews during all design gate phases.

c. Co-ordinate with IE and AME to develop manufacturing routings, labor standards, and process documentation for NPIs.

d. Support Pilot and prototype builds to validate design, process capability and readiness for mass productions.

e. Identify and communicate manufacturability issues early in the design to minimize late-stage changes.

f. Ensure product launches meet AME’s cost, quality and delivery objectives.



2. VAVE (Value Analysis and Value Engineering)

a. Identify and lead cost reduction projects across product lines focusing on material, process and design efficiency.

b. Collaborate with procurement, design and Operations to implement alternative materials, part consolidations and design simplifications.

c. Develop and maintain VAVE project funnel and savings dashboard in alignment with corporate targets.

d. Conduct competitive benchmarking, product teardowns, and process cost studies to support ideation.

e. Validate and track cost savings through data-driven methods (Std. Labor time, BOM impact, etc.).



3. Advanced Manufacturing Engineering Standard and Manufacturing Integration

a. Support the deployment and continuous improvement of corporate AME standard, including:

b. PFEP (Plan for Every Part).

c. Line – Side Stock (LSS) systems

d. MBOM accuracy and process routings

e. PFMEA templates and work instruction formats.

f. Work with site ME to ensure consistent adoption of best practices in fabrication, welding, assembly, and paint.

g. Partner with AME Systems, IE and Paint Engineering teams to ensure new product/process alignment with automation and equipment capability.



4. Data and Digital Integration

a. Leverage tools such as Oracle Fusion, SigmaNest, Power BI and Excel based models to analyze cost, process and efficiency data.

b. Participate in Industry 4.0 Initiatives to bring digital visibility to manufacturing and product performance metrics.

c. Drive data-driven decision-making for capacity, labor optimization and cost competitiveness.



5. Cross-Functional Collaboration

a. Act as a liaison between Corporate AME, Site ME, Design Engineering, Procurement and Operations teams.

b. Facilitate and lead NPD/VAVE review meetings/workshops, ensuring project status, risks and savings realization.

c. Provide regular updates to AME leadership on key deliverables, metrics and Strategic Business Plan alignment progress.



6. Key Deliverables

a. DFM/A reviews and closure reports per product design phase.

b. Approved routings and time studies before pilot builds.

c. Annual Validated cost savings through VAVE initiatives.

d. Standardize AME process documents across all divisions.

e. Weekly dashboards and KPI update to AME leadership.


To be successful in this role, your experience and competencies are:

  • Bachelor’s degree in mechanical, Manufacturing or Industrial Engineering.
  • Master’s in mechanical, Manufacturing or Industrial Engineering.
  • 5-10 years of relevant experience in Manufacturing Engineering, Product Development or VAVE roles.
  • Understanding of fabrication, machining, welding, assembly and paint process.
  • Proficiency in AutoCAD and SolidWorks
  • Knowledge of Oracle ERP
  • Strong foundation in Lean Manufacturing, PFMEA, Process Flow and cost analysis.
  • Excellent communication and project management for cross-functional integration.

JOB SUMMARY

Under general supervision, plan, coordinate, organize, evaluate, supervise and participate in the assigned facilities operations of maintenance, grounds and shipping/receiving; train and evaluate the performance of assigned staff.

Example of Duties

DUTIES AND RESPONSIBILITIES
Plan, coordinate and oversee grounds maintenance activities including gardening work such as the planting, cultivating and maintenance of District grounds. Assist grounds crew with tasks when needed and required.
Plan, coordinate and oversee shipping and receiving activities including the pick-up and delivery of campus mail, shipping and receiving of all mail, items, parts, supplies, and furniture and equipment. Assist shipping/receiving employees when needed and required.
Plan, coordinate and oversee the maintenance, alteration, minor construction, installation and repair of college buildings, facilities, systems and equipment (HVAC, electrical, plumbing, mechanical, carpentry, painting, etc.) Assist maintenance crew with tasks when needed and required.
Plan, coordinate and oversee the facilities department office, including the central work order system, reception, communication and correspondence. Assist Unit Office Manager with tasks when needed and required.
Use standard practices, methods, materials and equipment to complete work in the various areas including carpentry, plumbing, painting, electrical, HVAC, grounds, etc.; regularly monitor and inspect work and functions in assigned areas; drive vehicle to conduct work.
Assure safety standards, policies and procedures are followed by all staff; create, deliver and/or arrange safety trainings; maintain or provide for accurate training records.
Provide project management for assigned areas. Supervise contractors; obtain and monitor cost estimates and bids, monitor punch list projects for closure.
Identify complex problems and recommend solutions at the campus level.
Prepare and maintain a variety of records and reports (work orders, proposals, purchase requisitions, contracts, etc.) related to assigned functions; review and authorize time records and overtime (personnel, payroll, NOE, etc.)
Train and evaluate the performance of assigned staff; interview and recommend employees for hire; recommend transfers, re-assignments, terminations, and disciplinary actions.
Prepare and administer budgets for assigned areas; monitor budget expenditures during the course of the year; make recommendations for purchase of new equipment and supplies.
Read and interpret blueprints to determine required courses of action; assist in the preparation of bid specifications.
Coordinate the District's Storm Water Management Program, Waste Management Program, Hazmat Program and Recycle Program; assure compliance with established guidelines and procedures related to the handling of storm water management, disposal of waste, disposal of hazardous materials and recycle management; work with local and state regulatory agencies to assure compliance; oversee asbestos abatement contracts to assure compliance with regulations.
Manage the EMS (energy management system) conservation program at the College.
Coordinate the campus motor vehicle pool (vans and other vehicles); assure compliance with all DMV regulations such as registration and insurance; oversee regular maintenance and required service inspections to assure the vehicles are kept in good and safe operating condition.
Perform on-going facilities audits on campus buildings and utilities with emphasis placed on review of the physical condition of roofs, exteriors and interiors, the operation of HVAC, plumbing, electrical and other related infrastructure systems.
Assist in the implementation and development of long and short-range deferred maintenance projects; estimate cost of new projects and renovation assignments; follow established procedures for approval.
Maintain proper levels of grounds, maintenance, and shipping and receiving materials, supplies and equipment for assigned areas; order materials, supplies and equipment as necessary; take periodic inventories.
Coordinate activities in assigned areas with other functions in the facilities and operations activity; coordinate with instructional programs and public relations activities; assure staff is available to assist on special events; provide for proper furniture arrangement; arrange for equipment operation including HVAC, lighting and other systems and maintenance during special events.
Respond to emergency call-back and perform emergency tasks as needed.
Oversee and participate in furniture moving, fence mending and emergency repair or clean-up work; coordinate and assist in the preparation of facilities for athletic and special events.
Coordinate and supervise District shipping and receiving function, ensuring timely, efficient and cost effective services are provided; recommend alternate options and systems when necessary.
Demonstrate an understanding of, sensitivity to and appreciation for, the diverse academic, s socio-economic, cultural, disability, gender identity, religious, sexual orientation, and ethnic backgrounds of students and staff attending or working on a community college campus.

OTHER DUTIES:
Serve on college committees as assigned.
Perform related duties as assigned.

Qualifications

Minimum

Any combination of education, experience and training that would indicate possession of the required knowledge, skills and abilities listed herein. For example, high school diploma or equivalent and five years of facilities, maintenance, construction or grounds maintenance work, two of which are in a supervisory role.

Desirable Qualifications
Experience working in a college Facilities department.Knowledge of/experience with a unionized workforce.Experience working with a ticketing system, preferably an operational work order ticketing system.Knowledge of Title 5 requirements and considerations.Experience in supporting campus/workplace safety, emergency preparedness, and risk management.Knowledge of or experience working with various trades such as plumbing, HVAC, electricians, etc.

Proper methods and procedures related to storm water management, waste and recycle management, and mail delivery
Budgeting techniques and inventory control
Principles and practice of supervision
Applicable sections of State Education Code and other applicable laws.

Role Overview

The Houston Site Leader is the senior on-site manufacturing leader responsible for the safe, compliant, and efficient operation of the Houston facility. Reporting to the Vice President of Operations, this role has full accountability for site performance across safety, quality, delivery, cost, employee engagement, and regulatory compliance.

This is a hands-on leadership role requiring an experienced chemical process engineer with direct supervisory experience in batch chemical processing or solvent-based paint and coatings manufacturing. The Site Leader leads from the floor, working closely with operators to resolve issues in real time while coordinating planning, scheduling, and cross-functional execution with commercial, engineering, and support teams.

The role is accountable for delivering site KPIs, managing the operating budget, supporting capital projects, and ensuring EH&S compliance while meeting customer and commercial commitments.


Key Responsibilities

Site Operations & Leadership

  • Lead and supervise all daily manufacturing operations, including work assignments, staffing, and material flow.

  • Support capital project planning and execution in coordination with Operations and Engineering leadership.

Communication & Stakeholder Engagement

  • Communicate effectively and professionally with all levels of the organization, both verbally and in writing.

  • Interface with external inspection and audit agencies (e.g., UL, ISO), as well as local and state regulatory authorities and emergency services.
