Essential Duties & Responsibilities Task 1 CTPP Support, Staffing, and Implementation β’ The contractor shall assist with the coordination, development, design, and execution of CT preparedness programs, providing administrative, development, and implementation to support CT initiatives.
β’ The contractor shall assist with preparation of background and briefing materials for Front Office (FO)-level discussions related to the counterterrorism issues and policies, and assist with preparation of written materials in response to broader Department and interagency information requests.
β’ Support the development and conduct of U.S.
government interagency and/or foreign engagements at forums as required by CT Bureau.
This includes but may not be limited to drafting agendas, moderating forums and meetings, developing content, tracking invitations, writing after actions and lessons learned, and compiling a history of events and actions into an electronic library.
β’ Conduct liaison activities with other U.S.
government agencies, as directed by CT Bureau.
If requested by CT, this may include but is not limited to providing updates on the mission, structure, priorities, and activities of the CTPP.
β’ Event Planning: the contractor will help identify and procure necessary meeting spaces, assist with inviting participants and tracking responses to exercises, draft and disseminate meeting agendas and summaries, and track action items identified during exercises or meetings.
β’ Assist with travel arrangements by working with Embassy to provide transportation and lodging support and other support to CT teams as needed for international trips, meetings, events, or exercises.
β’ The contractor will have staff familiar with Department of State acquisition processes and leverage USG resources and capabilities wherever possible.
Contractor will have staff experienced in interfacing both with Department of State personnel CONUS and OCONUS as well as with senior diplomatic representatives of foreign countries.

β’ The contractor will provide the requisite staff and expertise to effectively support the CTPPβs unique lines of effort that includes but is not limited to counterterrorism policy development, science and technology program implementation, program evaluation and assessment, and interagency exercise activities.
β’ The contractor working on terrorist detentions will work with the Bureau of Democracy, Human Rights, and Labor, and other State department bureaus to review any transfer and/or post-transfer concerns.
Prepare for engagement with host governments (and relevant U.S.

embassies to assist in communicating to other governments about their nationals and support those engagements as appropriate.
Task 2 Other Program Support β’ Ability to provide ad hoc and surge support services to support the development, implementation and execution of CTPP related initiatives including: o The coordination, development and implementation of CT programs in support of the National Security Memorandum 2 (NSM-2), Presidential Policy Directives, and National Security Presidential Memorandums related to counterterrorism.
β’ Analyze policy, capabilities and technical requirements for threat-based research and development and science and technology to combat terrorism.
β’ Attend meetings, facilitate meetings and seminars as directed to support any of the CT initiatives.
β’ Assist the CT CTPP in the development, planning and implementation of preparedness activities.
Support crisis response programs and activities.
Past examples of such are NSC-directed exercises, ISEG, Hostage Affairs Working Group, WMDSG, and CT Technical Programs related to CT overseas activities.
β’ Assist with Crisis Response activities for special events in support of the ISEG.
Task 3 Management Support β’ The contractor shall provide contractor program management to include monthly status reports, personnel, and fiscal accountability, documentation, and presentation packages in support of the customer.
The contractor shall notify the customer of any project-related risks, including potential funding deficiencies, as they are identified.
β’ Provide administrative support and executive oversight to ensure the tasks as described above are accomplished to include administration of monthly activity reports, management and project reports, and documentation production and long-range calendar planning cycle of activities.
β’ Maintenance and improvement to a historical library of action items developed following activities in support of CTPP initiatives.
The library will be electronic and accessible with the CTPP shared network.

OBJECTIVES/PURPOSE
The Sr. Manager of Marketing Science drives and executes strategic initiatives that improve our marketing data and analytics capabilities. This role will leverage advanced analytics techniques and data-driven insights to inform marketing strategies, optimize campaigns, and drive business growth. This role requires a deep understanding of paid, owned, and earned media measurement, strong analytics and insights skills, broad knowledge of marketing technologies, and the ability to communicate complex data insights to senior stakeholders. This role is critically important for the success of the Global Forecasting, Pricing, and Analytics (FPA) team and reports to the Head of Analytics within the team.
ACCOUNTABILITIES
Leadership
* Lead marketing science initiatives in the development and execution of advanced analytics to support marketing strategies and goals.
* Provide thought leadership on marketing measurement techniques, including the trade-offs between controlled experiments, natural experiments, and multivariate statistical models for different situations.
Marketing Science
* Partner with our media agency to ensure we are maximizing the output of our media mix model (MMM) partner.
* Deep understanding and experience with creating and managing marketing attribution solutions, i.e., multi-touch attribution (MTA). Ability to build/maintain in-house solutions and/or work with outside partners as necessary.
* Identify and maintain marketing analytics key performance indicators (KPIs) to track and measure performance.
* Partner with data scientists, IT, and consultants to develop advanced analytical models and dashboards related to marketing.
* Ability to perform statistical analyses and tests to quantify the business value of an opportunity.
* Familiarity with AI/ML applications in marketing.
Reporting and Data Management
* Ensure the accurate and timely delivery of marketing performance reports and insights.

* Experience with SQL, Python, and R for data analysis and model development.
* Strong analytical skills with a solid foundation in many of the following statistical and AI/ML methods: regression analysis (continuous, categorical, survival, time-series, and count models, etc.); classification (CART, SVM, Neural Networks, etc.), clustering (k-means/medoid, hierarchical, self-organizing maps, etc.), and other AI/ML techniques; experimental design; and forecasting/sensitivity analysis.
* Comfortable working daily in cloud-based data platforms.

Responsibilities:
Lead integrated marketing projects from kickoff through delivery and post-campaign reporting
Build and manage project timelines, budgets, and milestones
Serve as the primary day-to-day contact for clients
Participate in client meetings, prepare agendas, and document action items
Create client-facing presentations, recaps, and reporting documents
Conduct market, competitive, and industry research
Analyze campaign performance data and produce actionable insights
Support the development of creative briefs and campaign requirements
Collaborate with internal creative, strategy, and production teams
Provide guidance and support to junior team members

Qualifications:
5 to 8 years of account management or project management experience; agency experience preferred

Proactive problem-solving ability and comfort working in a fast-paced environment
Education and Requirements:

Under the direction of the Director of Financial Analysis Services, incumbent performs at an advanced level of all aspects of financial analysis, financial systems, processes, procedures, assessment/ improvement, and project management. The incumbent manages multiple and simultaneous projects ranging from moderate to complex and assembles the necessary resources and individuals to efficiently and effectively bring projects to completion in a timely and interdependent approach. Incumbent contributes to the development of financial management skills for to department directors/managers as requested/warranted based on an advanced understanding financial management principles and an understanding of department/hospital operations. Incumbent exhibits a high level of attention to detail, a strong understanding of financial systems/processes and controls, and strong customer service/communication skills. Incumbent also contributes to the guidance and development of other analysts. This position also requires excellent oral and written communication skills.
This position reports to the Director of Financial Analysis Services and assists in orientation/training of Financial Analysts.
Key Job Activities:
- Reports, analyzes, and interprets financial data for senior and mid-level management staff. Such reporting, analysis, and interpretation may include but is not limited to: cost analysis, revenue initiatives, service and product line profitability, pricing analysis and other ad-hoc analysis.
- Assumes an active and leadership role in the preparation of the annual cost reports for third party reimbursement agencies. Provides direction to Financial Analyst in the preparation of same.
- Assumes an active leadership role in the annual development, organization, and on-going monitoring of the Annual Budget as assigned. Recommends changes and works with appropriate managers/directors on interventions as appropriate. Provides direction to Financial Analyst in the preparation of same.
- Performs timely analysis and synthesis of specific projects (i.e. prepares detailed work plan and schedule, completes detailed analysis and research, identifies options, prepares reports for management, and recommends changes) using advanced financial skills and operational understanding.
- Develops appropriate financial models for specific projects using appropriate financial principles and practices. Standardizes business and financial analysis templates.
- Prepares financial analysis on specific areas/cost centers, reviews contractual agreements, highlights financial performance issues in conjunction with, but not limited to, Premier Operations Advisor and Value Analysis Committee (VAC) and prepares reports for management. Effectively partners with appropriate manager/director on issues for resolution.
- Provides timely and thorough communications to Directors, Vice Presidents and senior management on regarding status/progress of assigned projects.
- Works with high proficiency with hospital systems (DSS, ESS, Meditech, Medisolv, Med Assets) and with all Microsoft software applications.
- Provides advanced-level contract review, analysis and synthesis for Directors, Vice Presidents and senior management as requested.
- Takes initiative to engage in cost-saving and revenue researching and generating opportunities for the Sinai Health System and tracks them accordingly. Works with the appropriate managers/directors engaging them and implementing changes.
- Contributes to the mentoring of Financial Analysts in the department. Participates in Financial Analyst orientation and training.
- Assists in the formulation of the departmental policies and procedures and makes recommendations and offers guidelines that support the organizationβs objectives to improve financial performance.
- Demonstrates an awareness of the Health Insurance Portability and Accountability Act (HIPPAA) and hospital policies in exercising due discretion when generating reports, sharing information and disclosing information both internally and to external parties.
- Develops and maintains professional contacts with reimbursement agencies, accounting firms and other professional companies and organizations.
- Demonstrates ability to work on multiple projects simultaneously.
- Demonstrates willingness to accept direction in a positive manner.
- Performs other duties as assigned.
Education and Work Experience:
- Bachelorβs degree, preferably in the areas of Finance, Accounting, Business or Economics; Masterβs Degree preferred
- Minimum four (4) years of financial analysis experience preferred including at least two (2) years of progressive responsibility/exposure.
- Previous system/process implementation experience is preferred.
- Experience in budgeting and leadership role in financial projects desirable
Knowledge and Skills:
- Excellent math and communications skills
- Excellent analytical and problem-solving skills
- Demonstrated ability to understand and utilize computer systems and applications as tools for analysis (knowledge of various financial/accounting software programs is desirable)
