Position Overview

YBI is seeking a highly motivated Technical Fellow of Research and Business Development to support YBI’s advanced manufacturing and additive manufacturing initiatives, with a primary focus on supporting the activities of the Youngstown Innovation Hub for Defense and Aerospace.


This position will report directly to YBI while playing a key role in advancing the Innovation Hub’s mission to accelerate additive and advanced manufacturing technologies for defense, aerospace, and industrial applications. The role bridges applied research, federal program development, regional supply-chain engagement, and the development of shared-use, fee-for-service technical services that support manufacturers across Northeast Ohio and the broader Midwest.


Key Responsibilities

Business Development, Commercialization & Innovation Hub Support

β€’ Identify, pursue, and develop business development opportunities aligned with YBI’s advanced manufacturing strategy and the Youngstown Innovation Hub’s defense and aerospace focus.

β€’ Support commercialization and technology transition efforts that move innovations from TRL/MRL development into pilot and production environments.

β€’ Engage OEMs, tier suppliers, foundries, tooling and mold shops, and additive manufacturing service providers throughout Northeast Ohio and the Midwest.

β€’ Represent YBI in engagements with industry partners, government agencies, academic institutions, and regional economic development organizations.


Shared-Use & Fee-for-Service Program Development

β€’ Lead the design, launch, and expansion of YBI’s internal fee-for-service and shared-use technical services, in coordination with Innovation Hub activities.

β€’ Develop service offerings, engagement models, and pricing strategies for reverse engineering, 3D scanning and metrology, rapid prototyping, additive manufacturing, and mold/tooling design.

β€’ Align service capabilities with regional manufacturing needs, workforce development priorities, and defense supply-chain requirements.

β€’ Support utilization of YBI and Innovation Hub equipment and facilities by industry partners, small businesses, and startups.


Grant Writing & Federal Program Development

β€’ Lead and support competitive proposals for SBIR/STTR, Department of Defense, and manufacturing-focused federal funding programs.

β€’ Integrate YBI capabilities, Innovation Hub assets, and sustainable revenue models into grant proposals and long-term program strategies.

β€’ Coordinate proposal development across YBI staff, technical teams, academic partners, and administrative stakeholders.


Research, Technical & Market Analysis

β€’ Conduct applied research and market analysis related to additive manufacturing, advanced materials, and hybrid manufacturing processes.

β€’ Support applied R&D, demonstration projects, and pilot programs in metal and ceramic additive manufacturing.

β€’ Evaluate manufacturability, scalability, cost, and quality considerations for transitioning technologies into production.

β€’ Prepare technical reports, white papers, and sponsor-facing deliverables.


Required Qualifications

β€’ PhD preferred (Master’s degree with significant relevant experience will be considered).

β€’ Demonstrated experience in federal grant writing, particularly SBIR/STTR programs.

β€’ Strong applied research and technical analysis capabilities.

β€’ Working knowledge of additive manufacturing and 3D printing technologies.

β€’ Excellent written and verbal communication skills.

Job Description


The Construction Project Superintendent is responsible for the first-line supervision of a work crew (usually four crews with 1 to 10 employees) performing construction on Industrial Piping sites including Natural Gas Facilities and Hydrant Fueling Systems at airports. The Construction Project Superintendent position may require some hands-on participation and execution of construction work. The Construction Project Superintendent may spend long hours standing and/or walking. The physical demands may include lifting, pushing, pulling, and/or carrying objects, as well as using computers. The Superintendent is accountable for all workers’ safety, quality of work, and timely completion of Job Assignment. The Superintendent works directly with the Project Managers and is directly accountable to the Corporate President.


This is a full-time position (40 hours). The positions may require more than 40 hours per week, depending on department/project needs and deadline objectives. Work Monday through Friday during the day with occasional work on nights and/or weekends depending on time-sensitive deadlines. Work weeks occasionally may be four (4) ten-hour workdays. The company will provide vehicle transportation and fuel for travel to and from projects. Work hours start and end at the location of the work project. The normal workday is 7:00 a.m. to 5:30 p.m. but is subject to change as circumstances dictate. Generally, 30 minutes are allotted for unpaid lunch breaks, it is highly recommended to pack a lunch. During overnight stays, the company will provide lodging and pay per diem for meals. The Construction Project Superintendent position will set the work schedule as necessary to maintain project plans and schedules in coordination with the client. The superintendent will track and submit employee work hours to payroll.

Duties and Responsibilities

As an Air Interdiction Agent (AIA) you will perform aviation-based law enforcement operations for the detection, prevention, interdiction, and apprehension of terrorists, terrorist weapons, and other contraband and persons from illegally entering or attacking the United States. Typical duties include:

  • Conducting air patrol, surveillance, and pursuit activities related to the interdiction of smuggled contraband via land vehicles, aircraft, or vessels.
  • Monitoring behavior patterns and activities of suspect persons, vehicles, or vessels believed to be engaged in illegal activities.
  • Collecting, refining, and analyzing strategic and tactical intelligence.
  • Supporting search and rescue and humanitarian efforts.

Salary and Benefits

Begin your career as an Air Interdiction Agent (AIA) and make up to $85,270 to - $110,846 per year based on your qualifications for the GS-11 grade level and possible extra compensation based on your duty location (see below).

Recruitment Incentive:New hires may be eligible to receive a one-time Recruitment Incentive payout of $10,000 after completing Federal Law Enforcement Training Academy (FLETC) (1 year service agreement will need to be completed) (Recruitment Incentive is only available to new Federal employees as described in 5 CFR 575.102. Qualifications

Experience:You qualify for the GS-11 grade level if you possess one (1) year of specialized professional aviation experience performing duties such as:

  • Flying as a Pilot-in-Command or sole manipulator in an airplane and helicopter in all environments of flight, including night, poor weather, unfavorable terrain, low altitudes, or speed.
  • Evaluating information rapidly and making judicious decisions promptly during in-flight operations.
  • Developing strategies and coordinating aircraft and ground assets.
  • Using information systems and databases to conduct information surveys, queries, update files and disseminate information.
  • Experience may include Operation of an aircraft as Captain, Pilot in Command, Aircraft Commander, First Officer, Certified Flight Instructor, Second in Command, or Co-pilot.

Hiring Minimums:

Certification & Ratings: A current FAA Commercial or ATP Pilot Certification with one of the following ratings:

  • Dual Rated: Airplane (Single-engine land or multi-engine land) with instrument rating AND Rotorcraft Helicopter with instrument rating.
  • Airplane Rated: Airplane (Single-engine land or multi-engine land) with instrument.
  • Helicopter Rated: Rotorcraft Helicopter with instrument rating.
  • Equivalent military rating of the above at the time of application (eligibility based on military flight experience must provide official orders, forms or logbooks showing their status as a rated military pilot).

Flight Hours: Pilot Enter on Duty minimums are 1500 flight hours; (up to 500 hours can be waived, reducing the pilot enter on duty minimums to 1000 hours.

250 Pilot-in-Command hours; 75 Instrument hours; 75 Night hours (Flight Hour Waiver available, see Required Documents); and 100 Flight hours in the last 12 months This qualification requirement is currently being waived by OPM through August 5, 2025.

FAA Class 2 medical required for assessment dated within the last 12 calendar months; FAA Class 1, FAA Class 2 or Military medical flight clearance dated within the last 12 months qualifies to start the pre-employment process for the AIA position.

Apply at 750 hours total time: Applicants applying at 750 flight hours are required to obtain at least 1,000 flight hours (depending on the number of hours approved for a waiver) at their own expense before being able to attend the 3-part flight assessment. Applicants must still meet 250 Pilot-in-Command, 75 instrument, and 75-night hours (100 flight hours in the last 12 months. This qualification requirement is currently being waived by OPM through August 4, 2026)

UAS Flight Hours:Applicants may include UAS Predator A (MQ-1), Predator B (MQ-9) flight hours and Predator A (MQ-1), Predator B (MQ-9) or predator-based flight hours. These hours may be credited towards satisfying the ""Total flight time"" 1,500 flight hour requirement only. UAS hours do not count towards the 250 flight hours as a Pilot in Command, 75 flight hours Instrument, and 75 flight hours Night. Flight hour logbooks will be required at the time of your Flight Assessment for verification.

Other Requirements

Citizenship: You must be a U.S. Citizen to apply for this position.

Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three of the last five years.

Age Requirement: Provisions of Public Laws 93-350 and 100-238 allow the imposition of a maximum age for initial appointment to a primary Law Enforcement Officer position within the Department of Homeland Security (DHS). Age Waiver: Creditable law enforcement officer service -Covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d), or creditable service covered by Title 5 U.S.C. 8401(36) (as a Customs and Border Protection Officer) on or after July 6, 2008, may be applied toward the maximum age requirement. This age restriction may not apply if you are currently serving in a federal civilian (not military) law enforcement position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d).

Essential Activities and TasksΒ 

Expectation and Care Management - 60%

  • Initiates contact with physician for orders and treatment plan formulation and/or revision as the patient’s condition requires.

  • Participates in the development and implementation of the patient OASIS assessments, Evaluations, and discharge OASIS documentation.Β 

  • Performs physical therapy treatments as prescribed by the physician, evaluating and treating patients by applying appropriate therapy techniques and modalities in client’s home environment.Β 

  • Recommends modifications or changes in the patients’ Plan of Care based on evaluation of their progress toward the patient goals.

  • Educates/instructs/recommends patient, family members and other health team members of the proper techniques, for exercise program, precautions and self care activities to assure safety for caregivers and patient.

  • Participates in the interdisciplinary team meeting (ITM) by exchanging team information on the progress and discharge plan in order to provide the highest level of continuity of care for the patient.

  • Communicates with client, family members, clients’ advocate(s), caregivers and physicians on patient’s progress and discharge plan on a regular basis.

  • Conducts home visits to implement the patient’s Plan of Care in use of therapeutic and self care activities for the purpose of improving function and safety in order to allow the patient to return home at their highest level of function and independence.

  • Participates in discharge planning by exchanging information with staff members, family members and physician to promote continuity of client care, in accordance with corporate policies, federal, state and local guidelines.

  • Ensures that all work areas, treatment areas and equipment are maintained in a clean, sanitary and safe manner.

Administration and Reporting - 20%

  • Maintains current and accurate patient records through use of personal EMR device, and paper/chart documentation in accordance with company, federal, state, and local guidelines.

  • Coaches and influences the work of the Licensed Physical Therapy Assistants (LPTA) regarding the performance expectations of their position.Β

  • Defines, establishes, and promotes performance expectations so staff understands and demonstrates excellence through high quality and consistent performance.

  • Monitors accountability with organization requirements prescribed by the Employee Handbook.Β 

  • Participates in the development, planning, scheduling, conducting, and monitoring of in-service training programs, on-the-job training, and orientation programs for departmental staff.

  • May assist to ensure that there is a reasonable and sufficient plan for staffing should a direct report be absent or a position be vacant.

Qualifications

Education

  • Current unencumbered license for the state of Ohio to practice as a Physical Therapist (PT) required.

Experience

  • One year experience as a Physical Therapist in a hospital, long-term care facility, or home health agency preferred. New graduates welcome.

  • Experience in the care of geriatric and physical therapy patients required.

  • Knowledge of treatment modalities.

Other Requirements

  • Must be able to read, write, speak, and understand the English language.

  • Must possess a valid driver's license and acceptable driving record. Must be insurable under professional liability and crime coverage policies as specified by insurance carrier underwriting standards.
