Position Summary: The Financial Controller is a key member of the finance team, responsible for overseeing all accounting operations and ensuring the integrity of financial reporting. This role manages the Staff Accountant and Financial Analyst and works closely with the CFO to support strategic financial planning, compliance, and operational efficiency.
Key Responsibilities:
Oversee all accounting functions, including payroll, accounts payable (AP), and accounts receivable (AR).
Supervise and support the Staff Accountant and Financial Analyst in daily operations and professional development.
Maintain and monitor internal financial controls to safeguard assets and ensure compliance with GAAP and organizational policies.
Manage monthly, quarterly, and annual financial closings; prepare accurate and timely financial statements.
Build the detailed organizational budget in collaboration with the CFO and Financial Analyst.
Manage the annual audit process, including coordination with external auditors and review of audited financial statements and IRS Form 990.
Prepare and post general journal entries, as well as post AP, AR, and payroll journals.
Actively manage organizational cash flow to ensure liquidity and financial stability, including monitoring accounts receivable and following up on aged items to support timely collections.
Perform positive pay uploads and monitor daily bank activity to detect and prevent fraudulent transactions.
Review and ensure the accuracy of program financial reports and funder submissions in accordance with contract requirements.
Price commercial, state, and federal projects in alignment with funding guidelines and organizational goals.
Prepare the annual federal incurred cost submission and indirect cost rate schedule.
Review bank statements and reconciliations performed by G&A staff and periodically review balance sheet accounts for accuracy and completeness.
Support interdepartmental teams by providing financial insights to enhance forecasting accuracy and evaluate program financial performance.
In conjunction with the Executive Assistant, review and approve employee expense reports to ensure compliance with organizational policies.
Administer the organization’s 401(k) plan, including the annual Form 5500 filing.
Perform annual and periodic compliance reporting, including but not limited to: Workers’ compensation audit for the organization’s insurance carrier; Medical insurance census and survey; AIES Integrated Economic Survey; Payroll provider’s Medical Coverage Year-End Summary.
Serve as the administrator for the organization’s timekeeping and financial software systems, ensuring proper configuration, user access, and system integrity.
Perform all other duties as assigned.
Education: Bachelor’s degree in accounting, finance, or related field (CPA or equivalent preferred).
Required Qualifications:
Proven experience in non-profit financial management and compliance.
Strong knowledge of GAAP, fund accounting, and federal grant regulations.
Proficiency in accounting software and Microsoft Excel.
Excellent analytical, organizational, and communication skills.
Must fulfill ITAR citizenship requirements
Preferred Qualifications:
Experience supervising or mentoring accounting staff.

Qualifications
EDUCATION/CERTIFICATION:
- A minimum of a Master's degree in the Behavioral Health field is required.
- A State of CT. Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Counselor (LPC), Licensed Alcohol and Drug Counselor (LADC) or equivalent required.
- Cardio-pulmonary resuscitation (CPR) certification is preferred but not required.
- Must be trained in PMT and de-escalation techniques, as prescribed by ECHN, and receive certification within 6 months of hire into the role.
EXPERIENCE:
- Prior experience working in the Behavioral Health field, preferably to specific prospective service setting.

The Greater Manchester Region has approximately 2,500 employees. It includes Manchester Memorial Hospital, a 249-bed community hospital, Rockville General, a campus of Manchester Memorial Hospital, a 102-bed facility, a large multispecialty provider group and visiting nurse services. The Greater Manchester Region serves a region of 300,000 people in 19 towns.
This position reports to the Adult Ambulatory Coordinator and/or to the Director of the Service and the Medical Director. Provides direct and indirect clinical services to adults in need of mental health care and is responsible for treatment of the client and provision of age-appropriate care. Core skills may include crisis assessment, intake assessment, individual therapy, group therapy, family therapy, treatment planning, case management, team/community collaboration, patient/family education and triage/discharge planning. As skill sets permits, may provide flexible coverage to another service within Behavioral Health on a short-term basis. COMPETENCIES
- This position requires computer competency with basic knowledge of Microsoft Word and Outlook, strong clinical skills including a demonstrated team orientation, and strong written as well as verbal communication skills using the English language.
