This position is within the agency's Legislation and Public Affairs (LPA) section, which is responsible for government relations, public information and community engagement, and strategic communications. This includes public outreach, press engagement and intergovernmental relations - ensuring MTC-ABAG decisions are informed by the Bay Area public and that MTC-ABAG's policy positions are effectively communicated and advocated at the state and federal level. Within LPA, this position is part of the Legislation & External Affairs team which includes staff who develop and implement the agency's advocacy agenda, staff who support executive and board member communications and the agency librarian.
ABOUT THE ROLE
The Manager of Strategic Communications and Board Affairs is at the Principal level and is under the direction of the Assistant Director, Legislation and External Affairs within MTC's Legislation & Public Affairs Section. The primary responsibility of this position is to oversee the development of communications and events on behalf of Metropolitan Transportation Commission (MTC) and Association of Bay Area Governments (ABAG), the agencies' executive leadership and governing boards.
The ideal candidate for this position is a seasoned communications and public affairs professional who is detail oriented, well organized, a self-starter, results-oriented and has a demonstrated ability to develop customized communications and oversee the successful execution of events for a range of audiences and purposes.
The Manager of Strategic Communications and Board Affairs role operates under the general guidance of the Assistant Director, Legislation and External Affairs. Duties and responsibilities include, but are not limited to, the following:
- Creating and executing communications strategies in support of MTC-ABAG goals and initiatives, both internal and external, for a range of audiences, including elected officials, agency staff and partners.
- Increasing the visibility of MTC and ABAG activities, policies and priorities to a variety of audiences using a range of communication channels, including digital and print.
- Overseeing and assisting with the planning and execution of high-profile agency events and special projects, as needed, including events involving board members and state or federal elected officials.
- Articulating the voice of MTC and ABAG leadership and board members to various audiences.
- Writing and editing a variety of documents and materials, for existing and new communications channels, including internal communications from executive staff, board member newsletters, talking points for executive staff and board members, stakeholder briefings, presentations, memos, and other materials for a range of projects and initiatives.
- Serving as a liaison between the LPA Section, the Executive Office and other departments to support consistent and effective internal and external communications that reflect the agency's mission, vision and values.

MINIMUM QUALIFICATIONS
Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:
Education and Experience:Equivalent to a bachelor's degree from an accredited college or university with major coursework in communications, marketing, public relations, business or public administration, or a related field and seven (7) years of increasingly responsible professional communications experience related to assignment area. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

Women who may have the ability to produce eggs but are unable to use their uterus or do not have a uterus, may consider a surrogate. A donated egg may also be used with the surrogate in the event a woman cannot produce her own eggs or her uterus is not intact or insufficient to carry a pregnancy. In either case, the husband's sperm, if viable, may be used.
Using an egg donor unrelated to the surrogate carrier eliminates any biological tie. The egg of the surrogate is never used as part of the assisted reproduction process, so that a surrogate is never in the position of delivering her own biological child.
The basic requirements of a woman to serve as a surrogate are:
- Emotionally stable
- Responsible
- In good physical health
- Non-smoker
- Has had at least one successful pregnancy
- Is capable of carrying a child to full term

In Texas, there is a judicial process for validating the Gestational Contract (the contract between the intended parents and the surrogate). Included within the various requirements for having a Gestational Contract validated by a Texas court is that the intended parents must be married and the surrogate must have previously carried a child to term. Additionally, there are residency requirements that apply to either the surrogate or the intended parents, but not both.
Compensation for a surrogate services generally starts in the range of $35,000 - $40,000, for base compensation with over all fees up to 70k, in many cases. The amount of compensation is dependent upon a variety of factors, including, but not limited to, whether the surrogate carries twins, what procedures a surrogate is required to undergo and whether the delivery is vaginally or by cesarean section.
