Overview

Position Purpose:

Oversees the high-level professional and supervisory work involved in advising the Executive Director on legal matters and managing all activities of the legal department; represents the Commission in litigation and administrative matters.

Essential Functions:

  • Oversees compliance with the Consent Decree (Commission wide) and represents the Commission in environmental compliance matters against outside parties, EPA, and DOJ.
  • Manages ongoing programs related to the Consent Decree, Lead and Copper Rule, and any other water, sewer or stormwater programs related to compliance, in conjunction with other Commission Departments.
  • Attends public meetings, presents testimony or other projects.
  • Communicates with internal parties (employees, management, directors, etc.) and with external parties (outside counsel, adverse parties, customers, claimants and general public).
  • Represents the Commission in litigation (various courts and administrative proceedings).
  • Coordinates work activities with other Commission departments or outside agencies to prevent delays in actions required to improve services to the public.
  • Ensures adherence to collective bargaining agreements and other Commission policies and initiates staff actions such as promotions, transfers, discharges and disciplinary measures. Evaluates staff performance and recommends training where required.
  • Maintains involvement in the resolution of all grievances.
  • Interviews job applicants from eligibility lists and prepares individual recommendations. Performs similar or related work as required, directed or as situation dictates.
Qualifications

Recommended Minimum Qualifications:

Education Training and Experience:

Juris Doctor J.D. degree from an accredited law school required. Admission to the Massachusetts Bar of Twenty-five (25) years standing; at least Fifteen (15) years of which were in a supervisory capacity, preferably in the public sector, working with local, state and federal government. Required civil and federal litigation experience. Must have experience in the municipal and utility service sector, water, wastewater and/or construction industry, with five (5) years' experience in the public sector, working with local government preferred; Experience with the management of large contractual annual budgetary priorities; Experience with internal and external communication working with marketing strategies governing construction projects. Must be a licensed attorney in Massachusetts and a member in good standing of the State Bar Association. Additional admission to the Federal US District of Massachusetts, 1st Circuit Court of Appeals is helpful. Any equivalent combination of education, training, and experience.

Knowledge, Ability and Skill:

Knowledge: Advanced working knowledge of municipal law, environmental law, real property, torts, intergovernmental relations, public employment, and litigation; knowledge of legal procedures and departmental policies and procedures; knowledge of supervising supervisors; working knowledge of litigation procedures; knowledge of collective bargaining agreements and other Commission employment policies.

The opportunity

The AI Finance Senior Manager is a crucial role responsible for supporting the Finance Applications Data Lead in executing the overall data management strategy for finance applications. The base salary range for this job in all geographic locations in the US is $171,600 to $392,100. The base salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $205,900 to $445,700. Procurement Category Lead - Boston, MA

We are seeking candidates for a Procurement Category Lead position with a highly successful financial services firm located just South of Boston, MA. The Procurement Category Lead will join the Global Professional Services Procurement team. This role combines hands-on strategic sourcing leadership with category strategy development across key professional services areas including Consulting, Marketing, HR, and Legal. This individual will bring deep sourcing expertise and best-in-class procurement practices to manage end-to-end sourcing, negotiations, and supplier engagement, while also contributing to the development and execution of category strategies that deliver cost savings and operational efficiency. The ideal candidate will have 8+ years of strategic sourcing experience, preferably within professional services procurement. 

This is a 6-month contract position that will pay $64-74/hr (depending on experience) within a 40-hour workweek. This position is required to be onsite 4 days per week in their office.

Responsibilities:

  • Lead end-to-end sourcing for Professional Services (Consulting, Marketing, HR, Legal).

  • Manage RFx processes, competitive bidding, and complex contract negotiations.

  • Partner with legal to ensure contract compliance and execute preferred supplier programs, pricing, and rate cards.

  • Drive cost savings, P&L impact, and operational efficiencies through strategic sourcing and demand management.

  • Negotiate complex commercial agreements with large professional service providers.

  • Conduct spend analysis, supplier performance reviews, and multi-year category strategy development.

  • Manage multiple sourcing projects, cross-functional teams, and internal client relationships.

  • Oversee supplier onboarding, preferred supplier relationships, and procurement issue resolution.

  • Maintain compliance with regulatory, procurement policies, and internal processes; identify process improvements.

  • Support development and mentorship of team members.

  • Contribute significantly to P&L savings and cost avoidance initiatives.

Qualifications:

  • Bachelor’s degree in a related field preferred.

  • 8-10+ years of strategic sourcing experience, specifically within Professional Services procurement.

  • Experience sourcing across one or more of the following categories: Consulting, HR, Marketing, or Legal services.

  • Demonstrated success delivering cost savings and P&L impact through strategic sourcing initiatives.

  • Strong commercial negotiation skills with the ability to influence cross-functional stakeholders.

  • Proven experience negotiating with large professional services providers.

  • Experience developing and executing category strategies.

  • Ability to work independently while managing multiple priorities in a fast-paced environment.

  • Strong understanding of procurement best practices, risk management, information security, and payables processes.
