Key/Essential Functions & Responsibilities
β’ Maintains an active caseload of up to 20 β 25 individuals referred for START Services and provides systemic consultation based on assessment and outreach findings, using ecomaps and providing consultation to systems/teams as needed using best practices, escalating concerns accordingly to supervisor and/or Clinical or Medical Director.
β’ Conducts regular outreach visits to each individualβs home, day and/or vocational settings as applicable to complete evaluations and assessments on an as needed or regular basis though in-person and/or telehealth visits, as required based on level of support needed, activity level and/or project scope (e.g. tier).
β’ Assists with referrals for consultation and treatment as needed, including screening for enrollment in START, completion of intake assessments across assigned region(s) consistent with applicable timelines and/or referrals to clinical team, Medical or Clinical Director or Resource Center, as appropriate.
β’ Ensures the coordination of support meetings and crisis plan development for individuals served through START, using the START Action Plan for planning and strategizing; provides information and results to and coordinates responses with Medical and/or Clinical Director, as needed, appropriately escalating concerns to START clinical team.
β’ Develops Comprehensive Service Evaluations, Cross-Systems Crisis Prevention and Intervention Plans, intake/assessments, intervention and outcome plans for START Therapeutic Coaching Program, Resource Center admissions/discharges and any other applicable documentation of services provided.
β’ Participates in recurring consultation, staff and other meetings with START leadership, clinical team and START Therapeutic Coaching program.
β’ Provides on-call support on a regularly scheduled, rotational basis as part of START team.
β’ Completes and maintains all applicable documentation, paperwork and/or records on a timely basis including resolution of concerns and reporting of incidents.
β’ Accurately enters all required data into START Information Reporting System and other appropriate systems, as required by
state, on a timely and contemporaneous basis.
β’ Conducts regular outreach with community partners to maintain linkages and relationships.
β’ Develops materials and presents at Clinical Education Team Meetings as assigned by the director or designee.
β’ Participates in the Center for START Services National Network, which brings together projects from across North America through an online resource center, conference calls, select study groups and a meeting at an annual conference and/or other START events, as recommended.
β’ Completes and maintains all necessary trainings based on assigned program/region to ensure compliance with YAI policies, NCSS and applicable state regulatory agency (e.g. OPWDD, DDS) requirements, including obtaining and maintaining START Coordinator certification.
β’ Complies with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA).
β’ Performs all other duties as assigned.
Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g., lifting, assisting lifting, standing, etc.)
β’ Masterβs degree in Mental Health, Psychology, Counseling, Social Work or other Human Service field; and
β’ At least two (2) years of experience working with the I/DD population and/or behavioral health needs; or
β’ Satisfactory combination of education, experience and/or training as authorized by START/NCSS and/or appropriate State regulatory agency (e.g. OPWDD, etc.); however, all START Coordinators must have at least a bachelorβs degree in human services discipline.
β’ Successful completion of START Coordinator Certification training within 12 months of appointment, including demonstration of competencies in all associated areas.
β’ Ability to provide on-call coverage for crisis services on a regularly recurring basis, as designated by START leadership in assigned region beyond regular work hours including weekdays, weekends, evenings and/or overnight on a 24/7 basis, as required.
β’ Ability to travel regularly across assigned region(s) to conduct in-person assessments, evaluations and visits as required by caseload and to occasionally travel across other regions within state of operations and/or to other states as needed for NCSS meetings or events.
β’ Ability to meet essential physical demands of position including having the physical capacity to implement supports which includes using hands to handle, finger or feel objects, tools or controls; walking, sitting, standing, bending, twisting, stooping, kneeling, crouching, pushing, pulling and reaching with hands and arms; ability to lift, carry and transport items needed for therapeutic interventions performed in a variety of environmental settings, weighing up to 25 pounds to/from sessions, as needed and ability to implement crisis intervention plan if/as needed, which may include running.

Under the direction of the Chief Financial Officer (CFO), the Director of Revenue Management will lead all program and medical billing within the organization to establish departmental strategic objectives, ensure adherence to quality standards and billing metrics to improve operational efficiency and overall cash flow.
This role will have accountability for projects impacting eligibility, service capture, billing and collections. This position requires a thorough understanding of the accounts receivables process and specifically, the ability to develop a solid understanding of the billing and collection process for YAI programs and medical clinic services, and to identify and implement enhancements and improvements. This role will require substantial organization and attention to detail backed by solid analytical skills.
Key/Essential Functions & Responsibilities
- Responsible for overseeing all revenue from residential, day and clinical programs for YAI in New York, New Jersey and California.
- Oversees the day-to-day operations of the revenue cycle, ensuring adherence to policies and procedures.
- Ensures the operating effectiveness of the revenue cycle from the point of service capture through cash collections.
- Ability to analyze, review and ensure automation of billing and collections processes in the billing systems (e.g. Digital Agency [DA] and NextGen).
- Ensures claims are submitted within required deadlines and that payments are received and posted appropriately.
- Directs and supervises billing and eligibility staff, providing guidance and monitoring staff productivity and performance using established metrics.
- Monitors accounts receivable activity to ensure metrics are within benchmarks and initiates appropriate corrective measures, as needed.
- Oversees and provides input to ensure all billing systems are functional in categories such as dictionary files, data elements, interface and mapping, payor specificity, claims file transmission and electronic remittance posting.
- Oversees payment posting and reconciliation to bank statements with accounting.
- Responsible for management of monthly claims adjustments and bad debt assignments.
- Stays abreast of relevant Federal and State regulations and government and commercial payor regulations for I/DD program billing across all states of operation, as well as medical services provided in clinic.
- Ensures handling of protected health information in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and maintains knowledge of related requirements.
- Performs all other duties, as assigned.
Minimum Qualification Requirements
- Bachelorβs degree in Business, Accounting, Healthcare Administration or related field; and
- Five (5) years of experience managing the revenue cycle of a healthcare organization similar in size; and
- Ten (10) years of progressively responsible industry experience; or
- Satisfactory equivalent combination of education, experience and/or training. Satisfactory equivalent combination of education, experience and/or training. However, all incumbents must have a college level degree.
- Knowledge of receivables software, billing platforms and Electronic Health Record (EHR) systems.
- Strong written and oral communication skills, with the ability to influence at all levels across the organization.
- Detail oriented and highly organized with strong critical thinking and analytical skills.
- Advanced skills with Microsoft Office applications including Word, Excel and Outlook.
- Ability to report on-site to our Manhattan office at least three (3) days per week in accordance with the Agencyβs Return to Office Policy.
Preferred Qualification Requirement
- Experience with Evero Digital Agency (DA) or similar electronic medical record system.
