About The Job

We are seeking a Proposal Lead to support and enhance our proposal efforts from our home office in Bohemia, NY. This is a hands-on, individual contributor role and serves as Citnalta’s primary proposal resource, working closely with the Business Development and Strategy Manager and technical staff across the company.

You will work closely with procurement, estimating and marketing to develop clear, polished written content, including proofreading and copywriting, for proposals, presentations, and company-wide communications. In this role, your primary focus is to help position Citnalta as a premier general contractor and design-builder by producing compelling qualification packages, proposals, and supporting materials that reflect our expertise and commitment to quality.


Responsibilities

  • Develop, execute, and produce competitive proposals, statements of qualifications (SOQ), and pre-qualification submissions in alignment with the pursuit plan and in full compliance with best practices.
  • Review RFQ/RFP documents and translate requirements into practical tools such as outlines, compliance checklists, and responsibility trackers to guide contributors and keep all elements organized.
  • Plan and monitor the day-to-day schedule for reach assigned pursuit, tracking progress against internal deadlines and escalating timing or information issues to the Business Development & Strategy Manager as needed.
  • Draft and refine non-technical proposal content and shape technical input from project managers, estimators, and other technical staff into clear, well-structured narratives.
  • Ensure that all proposal components (narrative text, forms, attachments, resumes, project histories, and certifications) are complete, accurate, and formatted according to client instructions and Citnalta’s standards.
  • Maintain and regularly update proposal content libraries, including outlines, cover letters, executive summaries, project sheets, personnel resumes, and supporting narratives.
  • Draft and proofread presentations, award submissions and other collateral company materials as needed.
  • Prepare and assemble standard proposal forms and qualification documents, including government and agency specific forms, in coordination with internal stakeholders.
  • Coordinate with designers, subconsultants, and subcontractors to collect information and forms for qualifications and proposal submissions.
  • Work closely with internal project managers, technical staff, and marketing staff across the firm to gather content for proposals.
  • Keep basic pursuit and outcome records (e.g., proposal log, shortlists, wins/losses) and share relevant information with the Business Development & Strategy Manager to support reporting and decision-making.
  • Identify opportunities to standardize and improve proposal templates, tools, and processes, and help implement best practices.


Qualifications

  • 3-5+ years of proposal development experience with an architecture/engineering/construction (AEC) firm
  • Bachelor’s degree in Communications, Journalism, Marketing, English or related field; relevant communications and proposal experience will be accepted in lieu of a degree.
  • Demonstrated ownership of proposal pursuits and comfort leading cross-functional teams through deadlines.
  • Excellent writing, editing, and communication skills with a strong attention to detail and consistency.

Position Summary 

The Commercial Construction Project Manager is fully responsible for the successful delivery of projects ranging from $10M–$100M, across multiple delivery methods and market sectors. Key Responsibilities 

Building Effective Relationships 

  • Partner with Estimating to ensure a seamless handoff from preconstruction to operations. 
  • Prioritize a strong working relationship with the Lead Superintendent and actively support field operations. 
  • Build and maintain productive relationships with subcontractor Project Managers; proactively manage underperforming subcontractors. 
  • Maintain strong relationships with Design Team Leads and support proactive business development efforts. 
  • Act as the primary point of contact with the Owner’s Representative, building trust and positioning Matukat for repeat work. 
  • Confidently manage principals’ meetings, subcontractor defaults, supplements, and replacements. 
  • Keep business development and networking top of mind throughout the project lifecycle.

Contracts & Preconstruction 

  • Maintain 100% responsibility for project buyout, including creation and execution of a Buyout Matrix (“90 in 90”). 
  • Have a detailed working understanding of subcontractor scopes and be able to draft subcontractor contract agreements. 
  • Review, understand, and communicate Owner (Prime) Contract requirements to the full project team. 
  • Collaborate with Estimators during preconstruction to manage design phases, establish the GMP, and define General Conditions.

Cost Control & Financial Management 

  • Maintain full responsibility for cost control and forecasting, submitting accurate monthly cost reports. 
  • Maintain accurate and current PCI logs (internal and external) and identify cost risks during monthly reconciliations. 
  • Ensure General Requirements (GRs) and General Conditions (GCs) are fully captured in all applicable change orders. 
  • Resolve the majority of external PCIs through clear documentation and timely Owner Change Orders. 
  • Oversee all pay applications and invoicing in coordination with Project Administration. 
  • Maintain positive project cash flow and leverage financial tools to support subcontractor negotiations. 

 


Risk, Schedule, Quality & Safety Management 

  • Recognize schedule as the project’s primary risk and provide proactive, meaningful scheduling input. 
  • Ensure weekly and monthly schedule updates are accurate and issued on time. 
  • Lead procurement meetings to align material deliveries with the project schedule. 
  • Negotiate, prepare, and defend the majority of potential project claims. 
  • Identify and address problematic subcontractors early and effectively. 
  • Ensure QA/QC plans are implemented and actively participate in quality oversight. 
  • Participate in safety planning and execution; uphold and enforce jobsite safety standards. 
  • Work closely with Superintendents and field teams to maintain compliance with site safety plans. 
  • Foster a positive, professional, and collaborative project team environment. 

 


Staff Management & Leadership 

  • Develop and maintain the project responsibility matrix and organizational chart.

General Description

The Estimator is responsible for the preparation and review of assigned roadway construction and/or asphalt paving estimate packages; implementing department standards and procedures while ensuring the accuracy and completeness of estimate packages.   • Prepare accurate estimates from conceptual and schematic drawings.

Education and/or Experience

  • Requires a minimum of 5 years of experience as an Estimator bidding asphalt paving and/or roadway construction projects.
  • A degree in Construction Management, Civil Engineering or equivalent experience, is required.
  • Experience working for a General Contractor as an estimator bidding on Department of Transportation or other roadway projects between $1M and $25M required.

  • Established network of Developers, Architects and Owners within the construction industry, primarily the life science, industrial, healthcare and technology
