Position Summary
The Chief Financial Officer (CFO) serves as a key member of the executive leadership team and the principal steward of Twin Lakes Community’s financial strength and long-term sustainability. Reporting directly to the President & CEO, the CFO provides strategic financial leadership in support of the organization’s mission, growth, and operational excellence.
As the senior financial executive of a nationally recognized Continuing Care Retirement Community/Life Plan Community with investment-grade bond rating and a complex regulatory environment, the CFO ensures the integrity, transparency, and strategic alignment of all financial operations. This role provides executive oversight of financial planning and analysis, capital strategy, debt management, regulatory compliance, enterprise risk management, and business operations—ensuring that the organization remains financially strong while continuing to serve residents with top quality.
The CFO works in close partnership with the CEO, Senior Management Team, and Board of Directors—particularly the Finance and Audit Committees—to guide long-term planning, inform strategic decisions, and translate financial data into meaningful insight. Beyond technical expertise, this role requires exceptional communication skills and executive presence, as the CFO is a visible leader within the Twin Lakes community, engaging residents, board members, and team members in clear, transparent financial dialogue.

Position Duties and Responsibilities
Financial Strategy & Stewardship
- Lead the overall financial strategy to ensure long-term sustainability and strength.
- Work with department heads to develop the annual operating budget.
- Oversee the development of a rolling five-year financial forecast, including capital planning.
- Provide financial insight into expansion planning, construction financing, and capital investments.
- Present annual operating budget for Board approval, and manage operations within budgetary goals and constraints.
- Serve as focal point for financial information release and interpretation.
Accounting, Reporting & Compliance
- Oversee all accounting functions and financial record management in accordance with GAAP.
- Ensure timely and accurate preparation of financial statements, including Statement of Operations, Balance Sheet, Cash Flow, Endowment reporting, and KPI dashboards.
- Oversee production and filing of all regulatory and compliance reports, including:
- Form 990
- Medicare and Medicaid Cost Reports
- Bond financing disclosures
- Rating agency reporting
- Payroll, tax, retirement, and employee benefits filings.
- Manage relationships with external auditors and provide all required documentation for the annual audit.
- Ensure compliance with the North Carolina Department of Insurance and other regulatory agencies.
Bond Financing & Investment Oversight
- Oversee publicly traded bond obligations and related disclosures.
- Partner with the Finance Committee on investment oversight and risk management.
- Provide financial leadership related to bond refinancing, capital structure planning, and investment performance.
Insurance & Risk Management
- Oversee property, liability, workers compensation, health, disability, and other insurance programs.
- Lead oversight of self-insurance programs and captive insurance arrangements.
- Develop and maintain robust internal control systems to safeguard organizational assets.
Operational & Business Office Leadership
- Supervise and develop the accounting and business office team, including the Controller, payroll, billing, accounts payable, and related staff.
- Support rollout and optimization of financial systems, including PointClickCare and UKG payroll implementation.
- Strengthen structure and process discipline where appropriate while maintaining organizational culture.
Executive & Board Partnership
- Present financial reports at Board meetings and Finance/Audit Committee meetings.
- Serve as a key advisor to the CEO, collaborating on admissions financial reviews and actuarial modeling decisions.
- Facilitate resident financial communications, including:
- Quarterly reporting discussions
- Budget presentations
- Participation in town halls and Resident Advisory Committee meetings
Culture & Leadership

We are seeking an SAP SD Freight Billing Consultant with strong experience in rail freight processes to support a RISE with SAP transformation. The consultant will help design and deploy standardized freight rating, billing, and settlement processes using SAP S/4HANA best practices. The ideal candidate has hands-on freight billing experience in the railroad industry and understands how these processes are implemented in a cloud environment using SAP Activate methodology.
Description
- Lead SAP SD freight billing design within a RISE with SAP S/4HANA implementation
- Configure freight rating, pricing procedures, and rail-specific charges (line haul, fuel surcharge, demurrage, detention, switching, and accessorials)
- Support migration from legacy ECC or third-party rail billing systems to S/4HANA Cloud
- Facilitate fit-to-standard workshops and document gaps with cloud-compliant solutions
- Collaborate with logistics and operations teams to align billing with railroad business models (bulk rail, intermodal, carload)
- Configure integrations between SD, TM/LE-TRA, MM, and FI/CO for freight settlement
- Support data migration for rate tables, pricing conditions, railcar data, and contracts
- Lead testing cycles (unit, SIT, UAT) and support cutover readiness
- Provide post-go-live hypercare and continuous improvement support
Requirements
- 5+ years of SAP SD configuration experience with freight billing focus
- Strong knowledge of railroad freight processes and rate structures
- Experience with SAP S/4HANA, preferably in a RISE environment
- Solid understanding of SAP pricing, condition techniques, and integrations
- Familiarity with SAP Activate and fit-to-standard methodology
- Experience with rail-related EDI/IDoc messages is a plus
- Strong communication and stakeholder management skills
- Bachelor’s degree in Information Systems, Supply Chain, Engineering, or related field (or equivalent experience)
- SAP certification preferred

1. District Relationship Management
• Serve as the primary point of contact for assigned school districts.
• Maintain regular communication with district leadership (HR, SPED, Principals, Business Office).
• Proactively address service concerns, performance issues, and staffing gaps.
• Identify expansion opportunities within existing contracts.
2. Vendor Coordination & Oversight
• Serve as primary liaison for approved vendor agencies supporting assigned districts.
• Ensure vendor-submitted candidates meet district and Q360 credentialing standards.
• Monitor vendor performance, responsiveness, and compliance.
• Review vendor bill rates to ensure margin alignment and contract compliance.
• Coordinate resolution of vendor-related performance or billing disputes.
• Ensure vendor placements are properly tracked in system of record.
• Maintain documentation related to vendor agreements, buy-out terms, and compliance certifications.
• Escalate underperformance or contract violations to senior leadership.
3. Operational Oversight
• Ensure all open roles are actively recruited and filled in a timely manner (direct and vendor-sourced).
• Monitor onboarding progress and credential compliance.
• Coordinate closely with Recruiting, Credentialing, and Payroll teams.
• Maintain accurate staff-to-position alignment in BlueSky (or system of record).
• Ensure time approval workflows are functioning properly for both direct and vendor staff.
4. Compliance & Risk Management
• Ensure all staff (direct and vendor) meet state and district credentialing requirements.
• Monitor background check, TB, fingerprinting, and required compliance documentation.
• Address employee or vendor misconduct promptly.
• Conduct investigations when required.
• Escalate risk issues to senior leadership immediately.
5. Financial Accountability
• Monitor bill rates, pay rates, vendor rates, and gross margin per placement.
• Review and validate invoices prior to submission to districts.
• Reconcile vendor invoices against approved time and contracted rates.
• Address billing disputes with districts or vendors.
• Support collections efforts when necessary.
• Ensure buy-out fee compliance and documentation.
6. Team Leadership & Development
• Supervise assigned Account Managers or Coordinators (if applicable).
• Provide performance feedback to field-based staff.
• Support employee engagement and retention efforts.
• Assist with corrective action and performance improvement plans when needed.
