Summary:
The Manager of Network Management and Operations plans and manages the service delivery for quality and continuous improvement of network architecture, devices and protocols while adhering to and executing best practices to maintain optimal service levels. This position is responsible for daily operations for The Guthrie Clinic’s (TGC) network infrastructure to enable delivery and high availability of standard, enterprise-wide related clinical, business and communication applications. The Manager supports the Director of Enterprise IT Infrastructure to achieve goals and priorities to define and implement policies, procedures and technical solutions that ensure interoperability, manage security risks, lower total cost of ownership and provide a platform for scalable future growth. The Manager will offer business rationale and perspective on technological problems and opportunities. This position will be a technology advocate throughout the organization for the effective application of technology to meet business needs and to support business changes and growth. Experience:
1. Preferred five to seven (5 to 7) years of experience in IT management and/or professional development in Information Technology management with experience supporting network infrastructure; healthcare experience preferred.
2. Highly experienced information systems professional with a strong technical background and proven track record of accomplishments in a large, complex multi-level organization.
3. Experience in network infrastructure, architecture and protocols (routers, switches, wireless controllers, access points, firewalls, network appliances), network automation and operations, patch management, application delivery, monitoring and cloud computing.
4. Strong knowledge of healthcare information systems (e.g., Epic, Cerner), cybersecurity and clinical operations.

Education:

Essential Functions:
- Plans and manages the activities of the Network Management and Operations department. Works in collaboration with other TGC IT departments supporting information system infrastructures to assure continuous operation of all enterprise-wide business critical systems.
- Oversee the planning and deployment of standards and technology changes for network infrastructure environments and operational IT programs (i.e., lifecycle management, service continuity, compliance).
- Participates in TGC initiatives providing leadership and guidance on technology infrastructure standards, implications, and investments.
- Perform a lead role in the development of a broad TGC network strategy.

Our client is seeking an experienced and highly detail-oriented Network Specialist/Manager to take ownership of our extensive Operations Technology (OT) LAN/WAN in collaboration with their corporate IT department. This is a critical role responsible for the design, deployment, maintenance, and security of a complex network infrastructure connecting more than 50 large building operations locations and more than 6000 devices.
The ideal candidate possesses deep technical expertise in managing large, diverse, networks and experience supervising and directing the building operations technology contractors which have devices connected.
This position is onsite 4 days a week in NYC.
Key Responsibilities
Network Oversight & Management:
- Take ownership of the integrity and security of a large-scale OT WAN encompassing more than 6,000 diverse endpoints.
- Execute the management and security policies of our CIO and expert team of cybersecurity professionals.
- Review and advise on our Meraki network infrastructure, including switches, firewalls, and access points, utilizing the Meraki dashboard for centralized configuration and monitoring.
OT Infrastructure Support:
- Provide direction and support for 50+ vendors and their devices critical to building operations as they connect to the OT network, including:
- Building Management System (BMS) controllers and servers
- Energy meters and monitoring systems
- Security cameras, recorders and access control systems
- Lighting controls
- Elevator destination dispatch systems
- User workstations and viewing stations that interact with the equipment
Cybersecurity & Compliance:
- Implement, monitor, and manage a robust security stack to protect the network and sensitive OT data.
- Deep operational knowledge of key cybersecurity and network management tools is essential, including:
- Windows Security Updates and WSUS Console
- Forescout Network Access Control (NAC)
- Blackpoint Managed Detection and Response (MDR)
- ThreatLocker Application Control/Allow Listing
- Altiris and GoverLAN IT Management/Patching tools
- Enforce network security policies and procedures through collaboration with our corporate IT teams, external technology partners and OT vendors.
Vendor and Partner Management:
- Act as the primary technical liaison for approximately 50 vendors and contractors
- Collaborate with vendors and internal teams for efficient problem resolution and the smooth rollout of new building devices and applications.
Project Management:
- Lead network-focused projects from conception through deployment, ensuring projects are completed on time and within budget.
- Develop detailed network documentation, diagrams, and Standard Operating Procedures (SOPs).
- Open and manage tasks within service tickets through to closeout.
Qualifications and Experience
- Minimum of 10 years of progressive IT experience in a diverse, complex network environment.
- Minimum of 3-5 years of focused experience managing large, independent networks connecting building operations via a WAN (OT focus).
- Deep, demonstrable expertise in Meraki network infrastructure and dashboard management is mandatory.
- Proven hands-on experience with the specified cybersecurity, Windows security and device inventory tools (WSUS, Forescout, Blackpoint, ThreatLocker, Altiris, or equivalent industry-leading platforms).
- Solid understanding of networking fundamentals (TCP/IP, routing, switching, VPNs, VLANs, QOS).
- Experience in a regulated or high-security environment is a plus.

Business Unit: Electric Operations
The workers of Electric Operations ensure the delivery of safe and reliable electric service to our customers. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration and emergency response.
This classification is represented by IBEW Local 1245, which has over 100 years of experience representing employees at PG&E. A coworker who has the qualifications of a Cable Splicer, is familiar with the underground system and has the experience and ability to analyze cable and equipment troubles quickly and to restore services promptly by replacing fuses, switching, disconnecting defective cables or apparatus, making repairs, etcetera. May be required to perform other underground work such us preparing cable racks, pulling in and racking cables, maintaining equipment in the underground system, etc. Shall install and maintain services, meters, and equipment including conduit and wiring up to the meter on customers' premises and shall handle trouble in such installations. Drives a truck and operates the associated equipment as assigned. Background of apprenticeship and experience must be such as to qualify an employee to perform these duties with skill and efficiency. This position may be subject to Joint Apprentice Training Committee (JATC) review and approval. Provisional hires will be required to participate in targeted training to achieve journey-level knowledge of electrical technician roles and responsibilities.
PG&E is providing the hourly rate that the company in good faith believes it might pay for this position at the time of the job posting. This position is subject to collectively bargained hourly wage rates and increases. The starting wage rate for this position is $67.58 per hour. Isolate Network grid secondary’s and Network Protectors (NP’s).
Install and remove Recording Volt Meters (RVM’s) for power quality research.
Drive trucks, vans, and equipment and operate the associated equipment as assigned.
May work with crew or independently. May oversee a crew and its equipment engaged in pulling underground cables and wires of all sizes, types, lengths and number of conductors into and out of pipes, conduits and duct lines and other necessary work in conjunction with pulling of cables.
Support and maintain a working relationship with other departments which include, Distribution Operators, Service Op drive erectors, Engineering, Estimating and Construction to improve processes and ensure a high level of customer service.
Working knowledge of available mobile technical software.
CA CDL Class A Permit, or equivalent, subject to 150% driver/vehicle ratio
