General purpose: The Utility Equipment Operator I, II and III operate a variety of vehicles, heavy and light equipment, specialized equipment and various hand and power tools in the construction, maintenance, and repair of water, wastewater, and reclaimed water systems and utility work site restoration for the assigned division. This work is performed under intermediate supervision the incumbent performs a variety of routine work within established procedures and receives detailed instructions on new projects and assignments; work is reviewed periodically through observation, adherence to policies and procedures, and review of results achieved.
Water Distribution: Installation, replacement, repair and maintenance of potable water mains/services, valves, hydrants, and other appurtenances.
Wastewater Collection: Installation, replacement, repair and maintenance of sanitary sewer mains/laterals, manholes, valves, and other appurtenances; operation of CCTV vehicles and equipment; operation of vacuum trucks and equipment.
Construction Services: Construction for the installation or modification of water, wastewater and reclaimed water infrastructure including excavations, horizontal directional drilling, pipe bursting, utility locating/tracking equipment.
Utility Patch Crew: Restore roads, sidewalks, curbs, excavations, etc. for Water and Wastewater Department and Electric Department utility site work.
Essential functions: Operate and maintain a variety of heavy equipment that may include, but not limited to, backhoes, excavators, front-end loaders, horizontal directional drill rigs, tapping/line stop equipment, skid steers, asphalt paver/screed, CCTV truck/equipment and vacuum trucks/equipment. Operate a variety of equipment and power and hand tools that may include, but not limited to, forklifts, chain saws, cement cutters, jackhammers, plate compactors, tampers, dewatering pumps/well points, etc. Assist in installation, maintenance, and repair of water, wastewater, and reclaimed water infrastructure or utility work site restoration. Transport personnel, equipment, and materials to and from job sites; hauls refuse, brush, rock, materials, and equipment. Operate various pieces of equipment on a daily basis in a proficient manner while complying with safety rules and regulations. Inspect and maintain assigned equipment; check oil and perform basic service tasks; report malfunctions for repair; prepare equipment and refuel daily as required; perform safety inspections of assigned equipment. Oversee and implement temporary traffic control. Duties may require manual labor in support of the construction, repair, installation, maintenance, etc. Perform supervisory duties in the absence of the division supervisor or foreman. Assist in construction support for other divisions and departments as needed. May be required to work nights, weekends, or take on-call duty on rotating basis for after hour's emergencies and services. Perform other work as assigned.
Knowledge, skills, and abilities: Working knowledge of departmental and municipal rules, regulations, policies, and procedures. Working knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates. Working knowledge of operation and routine maintenance of light weight equipment. Working knowledge of methods and materials utilized in the installation and maintenance of water distribution, wastewater collection, reclaimed water systems, and/or utility work site restoration; skilled in the use of heavy and light equipment and hand and power tools. Skill in the operation and maintenance of all the conventional and specialized equipment used within the division including ability to safely load and unload equipment on/off trailers. Ability to understand and read water and wastewater utility GIS/atlases and construction plans. Ability to perform a variety of semi-skilled manual tasks. Ability to detect required repairs and make minor adjustments to equipment. Ability to safely operate a variety of vehicles, light and heavy equipment, various hand and power tools. Ability to remain on call, 24 hours a day, seven days a week for after-hours repairs, emergencies, and other related concerns. Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public. Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public. Ability to demonstrate proficiency in the City of Winter Park Core Competencies. Ability to understand and follow oral and written instructions and keep accurate records. Ability to obtain and maintain FDOT Temporary Traffic Control Intermediate Certification within 1 year of hire. Possess and maintain a valid State of Florida CDL Class A. Air brake restrictions (L and Z) and non-fifth wheel restriction (O) are not accepted. Tank vehicle endorsement (N) required. Ability to obtain and maintain FDOT Temporary Traffic Control Intermediate Certification within 1 year of hire. Ability to obtain and maintain the following based on Department Division within 1.5 years of hire: Water Distribution: Water Distribution Operator Level 3 license per Chapter 62-602 F.A.C. Wastewater Collection: Florida Water & Pollution Control Operators Association Wastewater Collection C Level Certification. Construction Services: Either a Water Distribution Operator license per Chapter 62-602 F.A.C. or Florida Water & Pollution Control Operators Association Wastewater Collection C Level Certification. An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered. All required certifications must be current at the time of application and maintained in an active state as a condition of continued employment.

QUALIFICATIONS

The Senior Director of Federal Programs provides strategic leadership and rigorous oversight of the district supplemental funding streams. This role is responsible for the entire life cycle of state and federal grants, from application and strategic alignment of funds to strict monitoring of allowability, compliance, and audit readiness. The Senior Director ensures that resources are deployed to maximize student achievement, particularly for emergent bilingual (EB) students and Title I populations, while maintaining a culture of fiscal integrity.
Qualifications
Education and Experience
- Masters degree in education, educational leadership, public administration, finance, or related field, preferred.
- Minimum of 5 to 7 years of progressive leadership experience in a public school district.
- Proven track record of managing Title I-IV programs at central office level in a mid to large size district.
Required Skills
- Expert level understanding of education department, general administration regulations (EDGAR) and ESSA statutes.
- Ability to interpret complex, financial data and apply strict “allowability” tests to spending requests.
- Knowledge of Title III supplement/supplant rules and the interplay between state, bilingual allotment and federal funding.

Primary Duties

Strategic Leadership
- Advise Executive Director of Strategic Initiatives on the alignment and blending of federal funds to support large scale district goals (MTSS, literacy initiatives, and EB program expansion).
- Lead the comprehensive needs assessment (CNA) and district improvement plan (DIP) process to ensure spending is directly tied to identified data driven needs.
Programmatic Supervision
- Supervise the Director of Bilingual Education, providing high-level oversight of Title III and allotment funds to ensure legal compliance with state and federal mandates for EB students.
- Supervise the Director of Federal Programs to ensure the 100+ school portfolio remains compliant with schoolwide and/or targeted assistance requirements.
- Work with the training department to ensure Title II funds are aligned to brand-specific improvement goals.
- Ensure that parent and family engagement requirements are met with high-quality and measurable impact.
Compliance and Reporting
- Serve as the primary point of contact for Texas Education Agency (TEA), agency monitors, and independent auditors.
- Oversee the timely accurate submission of the consolidated federal grant application and all required compliance report reports.

Under the direction of the Manager of Payroll, the Technical Assistant, Payroll is responsible for performing a variety of highly responsible and complex tasks related to processing employee payroll. The Technical Assistant is responsible for processing large-volume transactions rapidly and accurately completing computations for payroll including leave balance adjustments, sick leave bank reconciliation, manual time sheet entries, salary vouchers, payroll payables, and direct payments; specific assigned tasks may be distributed among several Technical Assistants for efficient processing.
Minimum qualifications include a combination of education and experience. Education: High school diploma or GED equivalent. Experience: Five (5) years of experience with payroll, budget, accounting, or human resources. One (1) year of experience utilizing spreadsheets to organize, manipulate, and analyze data.
Preferred qualifications include one (1) year of experience utilizing Workday or a similar Human Capital Management system. Proficiency in using Microsoft Word and Excel. Previous work experience in a PreK-12 school setting. Fundamental Payroll Certification (FPC).
Essential position responsibilities include entering leave of absence transactions or serving as backup for assigned groups of employees in accordance with applicable negotiated agreements and HCPSS policies. Processes sick leave bank awards to eligible employees, monitors usage, balances, and reconciles sick leave bank donations. Reconciles time off events in the system of record and absences in the absence management system to ensure leaves are entered and are accurately used. Receives and reviews timesheets, salary vouchers, and other pay related documents to ensure proper usage, tracking, and entry of time worked and leave taken and/or available. Reconciles and audits payroll input for accuracy prior to payroll processing deadlines. Completes requests for wage verifications. Provides customer service to all HCPSS employees and external stakeholders via written and oral communications. Responds to a high volume of payroll inquiries regarding pay and leave questions and concerns. Participates in the onboarding process for new employees by providing information and answering questions about payroll. Compensation for this 12-month per year position is Grade 2 1 on the Technical Central Office and School Based salary scale, $48,649 - $96,667. MELE is seeking a Program Manager (PM) to support the Mobile Detection Deployment Program (MDDP)/Mobile Detection Deployment Unit (MDDU) program. MDDUs are assets designed to supplement Federal and State partners' and first responders' existing CBRN detection and reporting capabilities in support of national and other special security events. The program is growing into the full spectrum of CBRN detection, however the emphasis of this support is focused on radiological/nuclear detection operations and instrumentation. The nature of the MDDU force will be voluntary and managed on a rotational basis for scheduled events and short notice requested to deploy. The Program Manager is responsible for providing operational and program support. This position will be the lead personnel for their specific location and responsible for successful completion of all tasks. This position will be an asset designed to supplement Federal and State partners' and first responders' existing CBRN detection and reporting capabilities in support of national and other special security events. Deployment without advance notification may be required. This position must have experience with radiological/nuclear detection instrumentation.
Responsibilities: Duties will include but are not limited to the following:
- Supervise regional mobile detection deployment units (MDDU) in delivering critical assistance to chemical, biological, radiological and nuclear (CBRN) detection and interdiction capabilities during domestic law enforcement counterterrorism operations.
- Provide program management, field operations, logistics and inventory, and fleet management support to a national CBRN support capability that assists CWMD's law enforcement and other public safety partners at all levels of government with detecting, reporting, and interdicting WMD threats.
- Develop and deploy to field detection surge deployments to expand operational agencies' threat detection posture and capacity.
- Augment existing capability structures with detection technologies and technical support subject matter experts, and deploy CWMD assets in parallel with existing anti- and counter-terrorism security plans, tactics and procedures.
- Support the management and use of regional screening support teams and equipment trailers to augment partner agency detection and protection efforts that focus on transportation pathways, critical infrastructure, and large-scale events.
- Deploy advanced next generation CBRN detection equipment to enhance existing detection capabilities to meet evolving threats and public safety requirements.
- Supplement public safety agencies at all levels of government with advanced CBRN detection equipment that includes hand-held, man-portable, stationary, mobile, and wide area units for use in diverse deployment tactics and environments.
- Enhance Federal, State, local, tribal and international agencies' (FSLTI) existing CBRN detection capabilities, customize their operation plans and tactics, and enhance their WMD threat detection footprint and posture based on user experience, needs, and requirements for special event, enhanced steady-state, or steady-state detection activities.
- Maintain and provide an extensive suite of CBRN state-of-the-art detection technology and expert training and technical support in equipment operation, deployment tactics, primary and secondary screening, alert/alarm adjudication, and reachback for immediate scientific analysis.
- Strategically locate detection equipment caches and technical support personnel throughout CONUS for immediate short- and long-term support deployments that include national special security events, significant state and local special events, special operations, and multi-agency training and exercise activities.
- Coordinate and integrate with multi-agency operational planning and threat detection activities.
Requirements:
- Experienced in chemical, biological, radiological and nuclear CBRN detection with emphasis on R/N detection.
- 12 years relevant experience in R/N detection training and supporting preventive R/N detection mission operations at special events or during steady state operations where R/N detection is regularly employed.
- Knowledgeable in using the following the equipment: Personal Radiation Detectors PRD Spectroscopic/Non-Spectroscopic; Human Portable Radiation Detection Backpacks; Radiological Isotope Identification Device RIID High-Res/Low-Res; Mobile Radiation Detection Systems. Auxiliary Equipment: Radios, Radioactive Material Sources.
- Able to lift and carry up to 50 pounds of equipment repetitively.
- Excellent verbal and communications skills to include completing daily situation reports, after-action reports, monthly report.
- Proficient in the use of computers, A/V equipment, Microsoft Office products, Word, Excel, PowerPoint.
- Radiation Worker training and experience working with radioactive materials.
- Experience with agency fleet requirements
- This position requires travel between 50 to 75 percent of the month within the contiguous United States and US territories to support program needs. This may include mission deployments over 10-days with back-to-back travel to another mission.
- Must have valid driver's license and able to drive a dually pick-up truck with fifth wheel trailer
- Active CDL license or ability to obtain one immediately upon hire
- Must possess or be able to obtain and maintain a SECRET level security clearance and DHS Suitability.

Salary: Salaries are determined based on several factors including external market data, internal equity, and the candidate's related knowledge, skills, and abilities for the position. The expected salary range for this position is $140K-$180K.
