We are seeking a highly qualified Project Manager (PM) to join our Project Management Team. The Project Manager will report to the Vice President of Programs and is responsible for the management and execution of commercial and military ship repair contracts ranging from $1M and up to $100M in value. The ideal candidate will thrive in a dynamic and fast-paced environment with full responsibility for the successful outcome of his/her project.


The PM must be an excellent communicator and leader to establish and maintain working relationships with different stakeholders, including owners, managers, estimators, engineers, subcontractors, supervisors, and production workers. The PM must have experience and knowledge of government contracts, estimating methods, project scheduling, and be comfortable negotiating contract changes with the customer. Additionally, the PM should have experience onboard ships as well as experience with traditional marine engineering and shipboard equipment. The PM will need to read and understand complex work specifications, diagrams, blueprints, technical manuals, test procedures, and NAVSEA Standard Items.


The Project Manager must be knowledgeable of Project Management principles such as scheduling and work sequencing, risk management, performance management, and change management. The PM must be effective in scheduling and coordinating multiple resources such as labor, equipment, material, and subcontract support.


The PM must be capable of conducting daily and weekly meetings with all stakeholders ranging from executive management to customers. These meetings may include production meetings, weekly progress meetings, conferences, and formal reviews.


Essential Duties & Responsibilities

  • The focal point for customer interaction to manage ship repair contracts
  • Supervises project management staff
  • Coordinates changes to contract to ensure timely implementation and completion
  • Interfaces with vessel’s stakeholders on day-to-day matters


Education/Training/Skills:

  • Bachelor of Science in engineering or related field or equivalent work experience
  • Minimum requirement of 10 years of ship repair or marine industry experience
  • Minimum requirement of 5 years of project management experience
  • Knowledge of managing federal contracts
  • Knowledge of shipboard tag-out procedures and Navy Work Authorization (WAF) controls
  • Previous experience or training in work sequencing and scheduling
  • Excellent written and verbal communication skills
  • Proficient with Microsoft Word, Excel, and Project or similar scheduling software


Qualification/Requirements:

  • Must show proof of legal right to work in the United States and US Citizenship due to security clearance required for base access
  • Must be able to obtain a Transportation Worker Identification Credential (TWIC) and a Defense Biometric Identification System (DBIDS) Credential to gain access to Navy base.
  • All candidates must submit to and pass a post-offer drug screening and background check.
  • Valid State of Hawaii REAL ID-Compliant Drivers’ License in good standing or a valid U.S. Passport in addition to a valid Hawaii Driver’s License, if you do not have a REAL ID-Compliant Driver’s License, class 3 or higher

The Estimator/Planner is responsible for developing cost estimates to support our ongoing ship repair contracts with DoD and commercial customers. The Estimator/Planner works closely with all departments to identify the amount of material and manpower needed to perform ship repair availabilities. The ideal candidate will thrive in a dynamic and fast-paced environment.


Essential Duties & Responsibilities

  • Prepare comprehensive cost estimates and technical proposals.
  • Ability to read detailed drawings, specifications, and technical manuals.
  • Engage in PSI’s collaborative estimating process and bid reviews.
  • Attend ship checks.
  • Participate in business development.
  • Strong team player with on-site work hours required.


Education/Training/Skills:

  • Minimum 3-5 years of professional experience, preferably in marine or industrial industry.
  • Shipyard experience preferred.
  • High school diploma required; Bachelor of Science highly recommended.
  • Knowledge of Navy ships is beneficial.
  • Former Navy military personnel highly beneficial.
