Job Title: Superintendent
Classification: Exempt
Job Summary: Responsible for assisting management in the general business operations of the company by overseeing the onsite management of projects, including the supervision and oversight of onsite personnel and subcontractors. This position will direct onsite personnel and subcontractors in the planning, coordination, and execution of work with the end result being a quality project completed safely, on schedule, within budget, and which attains or exceeds profit goals, while promoting and enhancing client relationships and the company’s image.
Essential Duties and Responsibilities:
The Superintendent will be primarily involved with performing the following duties and responsibilities.
- Use discretion and independent judgment and professional skills to perform daily duties and to resolve field operations issues.
- Effectively plan, schedule, oversee, and manage onsite activities of project to ensure project’s goals and schedules are met.
- Identify and proactively resolve field problems, issues, and conflicts to prevent project delays.
- Perform a qualitative review of all contract documents for potential conflicts or interpretation issues to mitigate risk; review design documents for compliance to specifications and contract, subcontract documents for scope completeness, and all project plans, scopes, submittals and shop drawings for specification compliance and design/constructability issues.
- Possess a strong working knowledge of all project plans, specifications, owner contract, subcontracts, purchase orders, daily correspondence, shop drawings, submittals, and all other project related documents, and maintain a complete and accurate set of as-built drawings.
- Proactively schedule and coordinate all subcontractors to ensure completion of the project in accordance with the project schedule and to ensure that no additional costs are required for completion of work.
- Plan ahead on future construction activities (e.g., 3-week look ahead schedules) to ensure efficient and productive transition from one day to the next and from one project to another.
- Monitor subcontractors’ work and ensure they deliver work competently and in accordance with all applicable construction and engineering standards and codes, contract documents, drawings, specifications, schedules, safety and environmental rules, and quality control/assurance standards.
- Assist Project Manager, Preconstruction, and client personnel during a project’s planning phase, including preparation of work sequencing, alternative solutions, and execution plans.
- Advise Project Manager of project issues, events, performance, and progress of the project.Provide overall project schedule impacts and identify root causes for project schedule delays.
- Inform and consult with General Superintendent regarding any difficulties or restrictions experienced in the ability to adequately perform required documentation, Quality Assurance and Control, execution of work, or other project responsibilities.
- Purchase necessary materials and supplies, inspect for quality and quantity, and review and approve related invoices.
- Guide project to completion to ensure proper close-out and maintain and review punch list process to ensure all items are addressed and executed in a timely manner.
- Supervise assigned Assistant Superintendent(s) and/or other field personnel.
- Hold and/or participate in project meetings (e.g., subcontractor safety preconstruction meetings, meet with client representatives to discuss construction status and activities, weekly subcontractor meetings, etc.).
This position will also require performance of the following duties:
- Handle project set-up to include obtaining trailer, equipment, required signage and postings, personal protective equipment (PPE), and other items in accordance with company procedures. Demobilize at project end.
- Through use of CMiC, complete accurate daily reports (including weather and subcontractor manpower reports), safety logs, equipment rentals, and cost coding.
- Assist the Project Manager in issuance of monthly payment applications (e.g., percent complete of each activity).
- Work with Project Manager and Project Administrator to ensure material deliveries and manpower loadings are in accordance with the project schedule.
- Through use of CMiC, provide minutes of weekly superintendent/subcontractor meetings to attendees and Project Manager.
- Create (or assist Project Manager with) Requests for Information (RFI’s) as needed.
- Participate in applicable corporate meetings and forums.
- Make recommendations for ways to improve field business operations (including processes, procedures and best operating practices), looking for ways to increase client satisfaction, improve efficiency and improve profitability.
- Advise Project Manager or VP/GM of possible new work opportunities with existing or new clients.
- Other duties as assigned.
Note: The Superintendent should not (and will not be required to) perform manual duties, such as operating equipment.
Safety:
- Comply with all safety policies, report suspected safety concerns, make recommendations for enhancements to the safety program, and visibly support and uphold the company’s strong safety culture.
- Ensure all construction activities are conducted in a safe, clean and orderly working environment and ensure job site compliance with the Injury and Illness Prevention Program (IIPP), including addressing job site issues and documentation of any IIPP events in adherence with the Company’s IIPP manual.
- Conduct weekly safety audits of the worksite and ensure that discrepant items are immediately corrected; maintain documentation of both audits and corrections made.
- Conduct and document Safe Start meetings with each subcontractor’s Project Manager and/or Foreman, regular safety orientations for new subcontractor workers, weekly safety/coordination meetings with subcontractors’ foreman, and weekly “All Hands” meetings.
- Ensure all safety documentation (Safety Program, Site Specific Safety Plan, Site Specific MSDSs, JHAs, Designated Safety Person, First Aid/CPR Certifications, etc.) is submitted before allowing a subcontractor to start work.
- In coordination with the Regional Safety Manager, manage OSHA site visits.
- Remain current in all company required safety training and certifications.
- Acknowledge and celebrate safe behaviors and actions of others.

Education, Experience, and Licensing/Certifications:
- Degree in Construction Management, Engineering or related field.
- Minimum of 5 years of experience as a Superintendent with a construction general contractor.
- An equivalent combination of education and experience will be considered.
- Design-build experience on relevant project types.
- Valid State-issued driver’s license and satisfactory driving record and vehicle insurance which meets Alston Construction liability coverage requirements.
- OSHA 30-hour Safety Certification.
- First Aid/CPR Certification.
Knowledge, Skills and Abilities Required:

The Role
The Senior Project Manager is responsible for planning, executing, and delivering complex construction projects with significant environmental, remediation, and heavy civil/sitework components. This role requires deep experience managing projects under uncertain site conditions, coordinating environmental requirements alongside cost, schedule, and field operations, and leading teams through regulatory-driven construction constraints.
The Senior Project Manager serves as a key leader in ensuring environmental compliance, safety excellence, and successful project delivery while maintaining strong relationships with owners, consultants, subcontractors, and regulators.
Financial & Cost Management
- Lead comprehensive project financial management, including accurate Cost-to-Complete forecasting, exposure identification, and cash flow optimization.
- Integrate Oracle and Expedition to track costs, changes, field directives, back charges, allowances, and unit price exposures.
- Enforce adherence to forecasting calendars, SOPs, and detailed line-item analysis to prevent budget overruns and financial surprises.
- Develop, maintain, and communicate cash models, percent-complete projections, and Schedule of Values that support strong project liquidity.
- Review subcontractor schedules of values and requisitions to prevent overpayment and unfunded change exposure.
Change Order & Contract Management
- Direct end-to-end Change Order management, ensuring full utilization of Expedition to track PCOs, OCOs, allowances, and CORs.
- Provide timely, transparent change status reporting to Owners and drive monthly OCO execution to prevent aging issues.
- Recover all legitimate GC costs related to Owner changes and ensure timely processing and closure with subcontractors.
- Maintain accurate contract, change, and compliance logs, and lead monthly reviews to identify risks and exposures.
Schedule & Risk Management
- Lead the development, maintenance, and monthly updating of the baseline Contract Schedule in accordance with SOPs.
- Monitor critical path activities, manage schedule impacts, and take decisive action with non-performing subcontractors.
- Oversee buy-out, procurement, and submittal schedules to support uninterrupted workflow and mitigate risk.
- Issue timely notices, secure required authorizations prior to changes, and proactively address risks affecting cost, schedule, or quality.
Procurement & Purchasing
- Lead the Exhibit B purchasing and buy-out process, ensuring clear scopes of work, timely procurement, and alignment with the buy schedule.
- Coordinate with superintendents, estimators, and project teams to prevent “just-in-time” purchasing and material delays.
- Ensure contracts, bonds, insurance, and execution requirements are completed without impacting project delivery.
Owner, Subcontractor & Stakeholder Relations
- Build and maintain trusted, professional relationships with Owners through proactive communication and transparency.
- Establish a “firm but fair” subcontractor management approach focused on accountability, professionalism, and performance.
- Address subcontractor performance issues promptly to protect the project from delays, cost impacts, and quality risks.
- Strive to secure strong Owner satisfaction and positive project recommendations.
Quality & Closeout Management
- Provide leadership in executing the Quality Management Program, including benchmarks, mock-ups, inspections, and nonconformance tracking.
- Establish and implement an early, structured project closeout plan, including documentation, work lists, compliance tracking, and CCQ processes.
- Enforce the use of Noncompliance Reporting Systems and Work List tools to drive timely and compliant project completion.
Meeting & Communication Management
- Establish and lead a disciplined meeting structure that promotes efficient communication, accountability, and problem-solving.
- Manage meetings with clear agendas, time discipline, and alignment to SOPs for all project forums (OAC, PM/PE, subcontractors, coordination, etc.).

Qualifications

SNI has an immediate need for a Paving Superintendent to join a successful commercial site development firm headquartered in Baltimore County, MD!
The successful Paving Superintendent candidate will supervise, provide direction and guidance to job site Foremen on day-to-day field operations relating to asphalt placement activities at various sites.
Responsibilities:
- Perform job site quality control checks; ensure quality assurance on all phases of work; visit assigned job sites on a continuous basis to assess the productivity, quality, safety, and scheduling of manpower and equipment and report to the appropriate person(s); ensure efficiency and quality work relating to the placement of asphalt; ensure the punch list for job cleanup is completed and a documented follow up walk-through done to ensure all punch list items have been addressed.
- Provide overall leadership and direct the activities of several Foremen; fill in for Foremen when needed; work with Foremen to coordinate forces when possible to increase productivity; coach/mentor Foremen to adopt a more collaborative approach to leadership and on improving communications on the job site; accountable for timely and accurate completion of employee paperwork/forms to include but not limited to Employee Status Change (i.e. pay rate, address/name change, termination, promotion, benefits enrollment, etc.), Performance Appraisal, Attendance Reports, Warning Notices, First Report of Injury, Accident Reports, etc.
- Review all projects to focus on equipment and manpower among divisions to maximize efficiency; review job costs, manpower, and equipment utilization reports; attend all in-house preplanning/preconstruction meetings; ensure “essential information” for running a more efficient and productive jobsite is filtered down to the Foremen after every preplanning/preconstruction meeting (to ensure continuity and accuracy of the information this should be provided in a standardized report format so all foreman receive the same type of information); plan and review projects with Estimators and Foremen to provide input on job site organization and resource allocation; assist Estimators when requested with bid preparation.
- Monitor all job site operations for compliance with contract requirements for noise and dust control, non-interruption of Government activities, and utility shutdown procedures; promote and enforce safety policies; have a solid understanding of site safety, health, and substance abuse programs to ensure the safety and well-being of all personnel at the job site, address basic questions from employees, and/or know where to direct job site personnel to get their questions answered.
- Check equipment to monitor for abuse, neglect, repairs and utilization; work with Equipment Manager to make recommendations on new and additional equipment needs.
- Interface with Owner’s representatives and other parties external to the company to ensure overall progress on the jobs meets their expectations and demands.
Qualifications:
- High School education is required. Some college work in Construction, Engineering, and Business courses preferred.
