The Vice President of Program Operations is a senior operational leader and trusted partner to the CEO, responsible for ensuring SRM’s programs operate as a cohesive, disciplined system that meets people at their point of need and moves them forward toward stability and independence beyond SRM’s services. This role carries the operational weight of a complex, 24/7, donor-funded mission—bringing clarity, flow, and accountability across shelters, recovery pathways, housing navigation, workforce development, safety, hospitality, and daily campus operations. The ideal person in this role brings structure without rigidity, accountability toward outcomes, and a deeply human approach to leadership, integrating teams so SRM delivers humane, fundable, and sustainable impact that is scalable.
DUTIES & RESPONSIBILITIES:
SRM has a clear mission, values, shelter strategy, and outcome goals. What is being strengthened are the systems, rhythms, and handoffs that allow this work to operate consistently and effectively across a large, always-on campus. This role exists to translate vision into execution—ensuring people are served well, teams are supported, and outcomes are real. This position is ideal for a leader who can bring order to complexity, build trust through clarity, and understands how operational excellence serves vulnerable people—not the other way around. The VP of Program Operations will own the operational integrity, flow, and execution of SRM’s program system, so guests experience clear pathways, staff experience clarity and support, and outcomes are consistently produced. This role provides leadership to the majority of SRM’s program staff and holds day-to-day responsibility for effective integration, effective execution, and continuous improvement across the organization’s core mission.
Program Operations & System Leadership
- Provide senior operational leadership across all program areas, ensuring SRM operates as an integrated system of care that invites and supports transformation.
- Serve as the primary operational leader aligning shelter, recovery, housing navigation, workforce development, safety, and hospitality.
- Translate strategic direction from the CEO into executable plans, priorities, and operational rhythms.
- Identify and resolve bottlenecks, friction points, and breakdowns in guest flow.
- Oversee the daily operational realities of a 24/7 campus—including shelter flow, meals, safety, facilities coordination, and hospitality—ensuring these functions support dignity, stability, and forward movement.
Shelter System Oversight
- Oversee execution of SRM’s shelter strategy, ensuring access remains humane and low-barrier while actively inviting movement and progress.
- Ensure consistent decision-making around transitions, resets, and progression across shelter levels.
- Protect against stagnation and long-term “parking” while maintaining dignity, safety, and trust.
Outcome Accountability
- Lead and support program Directors and hold them accountable for measurable outcomes aligned with SRM’s goals (housing, employment, recovery, engagement).
- Ensure outcomes are owned, tracked, discussed, and improved—without reducing people to numbers.
- Use data as a decision-support tool to strengthen care, throughput, and results.
Leadership & Culture
- Coach and develop Directors and managers toward clarity, collaboration, and ownership.
- Model emotionally steady, relational, Christ-centered leadership—especially in high-stress environments.
- Strengthen leadership capacity across the system, reducing dependency on the CEO for day-to-day operational integration
Stewardship & Collaboration
- Partner with Finance, Advancement, HR, Data, Communications, and Volunteer teams to ensure alignment between mission, funding, compliance, and execution.
- Work closely with the CFO on complex annual budgets, staffing models, and seasonal planning.
- Support donor confidence by ensuring SRM’s operations reflect clarity, stewardship, and results.
- Represent SRM operationally with city partners and community collaborators as needed.

EDUCATION/EXPERIENCE:
- Bachelor’s degree from an accredited university preferred.
- Minimum of 8–12 years of senior operational leadership in nonprofit, human services, recovery, housing, behavioral health, or similarly complex environments. A like combination of education and experience may be considered.
- Proven experience leading leaders and managing large departments.
- Demonstrated success creating and managing complex annual budgets.
- Experience in donor-funded or mixed-funding nonprofit environments is strongly preferred.

In this role, you may be required to drive on behalf of Springs Rescue Mission utilizing SRM company vehicle and/or your personal vehicle. In accordance with that, a valid driver’s license, current proof of insurance and/or clean driving record for a minimum of 3 years is required. To ensure the safety of our employees and compliance with state and federal law, SRM utilizes ongoing Motor Vehicle Record (MVR) monitoring where MVR reports may be run randomly to ensure you have a valid driver’s license and clean driving record if utilized as driver.

Role Overview
The Director of Operations owns Operational Contribution Margin (OCM) through disciplined execution of production, purchasing, labor efficiency, scrap control, supplier accountability, and on-time delivery performance.
This is a hands-on leadership role in a growing manufacturing company. The Director of Operations is directly responsible for protecting and improving margin by eliminating operational waste, enforcing purchasing discipline, improving production flow, and holding suppliers and internal teams accountable.
This position holds full authority over production scheduling, purchasing strategy, supplier performance, incoming quality enforcement, inventory discipline, and backlog management.
Success in this role is measured by Operational Contribution Margin, quality control, and reliable on-time delivery.

The Chief Risk Officer (CRO) is a key member of the executive leadership team responsible for the overall management of risk across the credit union. This includes enterprise risk management, compliance, internal audit, vendor management, corporate insurance, business continuity management, records retention, and fraud risk management. The CRO will ensure that the credit union operates within its risk appetite, adheres to regulatory requirements, and protects its members' assets while supporting sustainable growth and innovation.

- Business Continuity Management

What We Look For In You:
EDUCATION: A bachelor's degree in business administration, accounting or finance is required. A Master of Business Administration and Certified Internal Auditor is preferred.
EXPERIENCE: Minimum of 15 years of progressively responsible management experience in a financial institution setting. A strong background in risk management, including direct experience in developing, assessing, and performing enterprise risk assessments are required. Must also be familiar with risk management concepts and leading practices such as the COSO framework.
SKILLS & COMPENTENCIES:
- Extensive experience in a senior risk management role, preferably within a credit union, financial institution, or similarly regulated industry.
- Proven track record of developing and implementing risk management and internal audit strategies.

Salary
This compensation range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. At SFFCU, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for the San Francisco Market is an annual salary of $200,000 to $285,000.

About the Role
We are hiring our first dedicated Executive Recruiter — an elite, high-impact hire who will own all C-suite, EVP/SVP, and Board-level searches in-house. This is not a volume or generalist recruiting role. You will function as our internal retained search partner, proactively hunting for passive, best-in-class leaders. Key Responsibilities
- Lead PCR kit manufacturing, including scaling production of multiplex dPCR and qPCR panels incorporating our proprietary chemistry (enzymes, formulations, and reagents); manage supply chain/vendor relationships, inventory, lot-to-lot consistency, and quality to meet demand from CLIA labs, academics, municipalities, and public health partners.
- Optimize operations for microbiology and high-risk testing services, with emphasis on routine wastewater surveillance for pathogens and small molecules (e.g., illicit drugs) using our ultrasensitive dPCR platform and proprietary chemistry in CLIA/high-complexity labs; drive high-throughput workflow efficiency, capacity planning during volume surges, 24–48 hour turnaround, chain-of-custody, and biosafety (BSL-2+) compliance.
- Drive technology transfer from R&D to Operations (including new dPCR assays and chemistry enhancements) and oversee implementation of LIMS systems to enhance throughput, data management, and process automation.
- Collaborate closely with the part-time CLIA consultant (serving as Laboratory Director) and lab teams to integrate lab ops with company-wide processes—focusing on throughput, cost control, resource allocation, and non-technical scaling during growth phases.
- Oversee quality systems and regulatory compliance (CLIA, CAP, ISO 13485, FDA EUA/IVD pathways, or similar highly regulated environments a strong plus), risk management, and continuous improvement across manufacturing and services, ensuring proprietary chemistry integrity and assay performance.
- Drive cross-functional alignment (e.g., quality, facilities, IT, automation, project management) with R&D, sales, bioinformatics, and finance to support revenue growth, forecast needs, and enable new service lines (e.g., deep sequencing and PFAS/environmental testing).
- Build and mentor a growing operations team (production, lab ops, logistics, quality) with experience scaling high-throughput operations preferred.
- Implement tools to eliminate bottlenecks, drive cost/efficiency gains, and manage budgets effectively.
Qualifications
- 8–12+ years of progressive operations leadership in life sciences, ideally in molecular diagnostics, genomics, PCR/NGS manufacturing, clinical/reference labs, or biotech services.
- Leadership of high-throughput core facilities (e.g., NGS, mass spectrometry, proteomics, or molecular diagnostics cores) is a plus, with hands-on experience NGS, PCR multiplex assays, proprietary enzyme/chemistry platforms, pathogen/small molecule detection, technology transfer, and LIMS implementation also valued.
- At least a Bachelor's degree in a relevant field (Biological sciences, Chemistry); PhD, HCLD certification, or MBA preferred.
- Direct experience with validating and introducing molecular assays into a production environment.
- Strong knowledge of regulated workflows and quality/regulatory standards (CLIA/CAP, ISO 15189/13485, FDA oversight, or multi-site lab management a plus).
- Proven ability to deliver fast turnaround in service labs and scale production without compromising quality.
- Excellent leadership, communication, and collaboration skills; comfortable working with scientific founders/CEOs and empowering technical teams.
