Position Overview
The VP of Strategic Finance and Capital Management is a senior leadership role responsible for creating strong financial performance throughout the organization and optimally utilizing capital to achieve the company’s strategy. This includes being responsible for enterprise performance improvement, establishing a long-term capital strategy that aligns with the product and growth strategy, evaluating internal and external investments to achieve growth, efficiency and profits, and leading the AM Best rating process. The role influences executive decision-making through compelling data storytelling and ensures rating stability, capital adequacy, and strategic alignment across the organization.
This position will report to the Chief Financial Officer and Treasurer.

Essential Elements
Strategic & Financial Leadership
- Steer performance optimization—monitor pricing, loss ratios, operating costs, and overall product profitability; develop actionable strategies to optimize operations, creating efficiencies and implementing cost reductions where needed.
- Conduct deep dive operational cost analyses across business processes (e.g., service, underwriting, claims, product delivery), identifying key cost drivers, performance gaps, and improvement opportunities to inform strategic decisions.
- Partner with business leaders to source and evaluate new opportunities, strategic investments, and acquisitions providing financial expertise, including building end-to-end financial proformas, operational scaling models, resource/staffing models, workflow cost assessments, and ROI targets for enterprise initiatives and new product launches.
- Develop operational financial models that integrate volume forecasts, unit cost assumptions, throughput capacity, and efficiency improvements to guide scalable growth strategies.
- Serve as a key financial partner to the Business Transformation Office, validating business cases, advising on prioritization, and implementing financial benefit realization frameworks.
- Develop ROI metrics for internal business transformation initiatives and track those metrics; quickly respond when an initiative falls outside the metrics.
- Own the enterprise capital strategy—design, run, and refine capital models, stress tests, and ORSA scenario plans to protect solvency, optimize allocation and achieve product growth strategies; partner with business leaders to ensure capital strategy aligns with and supports the product and growth strategies.
- Lead strategic scenario modeling—build and stress-test multi-year dynamic models and translate results into actionable strategies.

Requirements
Education and Certifications
- Bachelor’s degree in finance, accounting, economics, or related field required
- Master’s degree in finance or accounting (MBA) preferred
- Professional credentials such as Certified Public Accountant (CPA), Certified Financial Accountant (CFA) or actuarial designation (AS/FSA) preferred
Experience and Skills
- 10+ years of progressive leadership experience in financial planning and capital strategy, insurance industry preferred.
- Communication and Influence: Experience presenting to rating agencies and executive committees, with ability to influence strategic decisions at the highest level.

Travel Required
- Up to 10% travel domestically
Calculates standard group renewals with standard plan-specific benefits, following established underwriting formulas and utilizing experience reports to achieve underwriting paid/loss targets
Provides analysis to confirm standard plan factors used in quote preparation are accurate
Examines experience reports and other client data reports to ensure integrity and accuracy of group data based on business guidelines; reports any issues found in the experience reports
Assists Underwriters with calculation of quotes and plan-specific rates, and assists in preparing relevant plan and rate documents
Supports Underwriting Analysts in providing data and reporting necessary for regulatory reporting
Monitors and prepares routine monthly reports on sold business versus underwriting rates to assess the projected financial impacts
Supports studies and projects related to the underwriting function to update accuracy of base data
Performs review of peer and automated rating tool rate calculations to ensure business guidelines are followed and data is reasonable and consistent.Collects, studies, and reviews documentation pertaining to risk cases
Prepares routine reports that outline client administrative and claim financial results
Develops understanding of underwriting systems, both automated and manual, as well as dependencies to the system. Acquires knowledge of other systems, such as product, revenue, and claims, that directly impact underwriting objectives
Participates in projects affecting the underwriting systems including user-end testing of rating tools and systems to ensure accurate rating and plan benefits display
Makes recommendations for rating tool updates or corrections

Typically has the following skills or abilities:
Bachelor's degree in Finance, Accounting, Statistics, Mathematics, or in lieu of degree 4 years functional experience
One year of underwriting experience preferred
Familiarity with SQL and Power BI preferred

3. Operational Oversight

• Coordinate closely with Recruiting, Credentialing, and Payroll teams.
• Maintain accurate staff-to-position alignment in BlueSky (or system of record).

What you'll do
You plan your day, set priorities, and work with your team to keep freight moving safely and on time. You communicate clearly, solve problems as they come up, and adapt to changes on the road or in the plan.
You handle all required paperwork and electronic logs accurately and follow all DOT, state, and company guidelines.
You safely operate your tractor-trailer, inspecting it before, during, and after each trip to keep it in top shape.

Position Summary
This classification is represented by the International Brotherhood of Electrical Workers (IBEW) local 1245, which has over 100 years of experience representing employees at PG&E.

- Moves equipment to staging area. Performs safety preparation including performing high voltage protective grounding.
- Uses power tools and hand tools to install equipment and systems, such as wire terminations, high voltage equipment, overhead and underground electrical and conduit systems, steel structures, control panels, metering and protection systems, air switches. Sets up rigging. Pulls wire.
- May operate construction equipment, if qualified, such as crane truck, man lift, boom truck, bucket truck as part of installation, excavation, and compaction. Operates forklift to move and reposition equipment.
- Uses hand and power tools, such as jackhammers, whackers, and shovels to remove and replace soil.
- Removes old high voltage equipment, structures and other impediments prior to installation using heavy equipment, rigging and other tools.
- Drives equipment on the job site (substation). May drive equipment from one job site to another. May drive a company vehicle to pick up tools or other equipment away from the job site.
- Maintains work area in a clean and safe condition. Removes trash, debris, and excess materials. Picks up and reorganizes tools.
- Overtime may be required.
