Our client, a retail chain of home improvement and agriculture stores, is seeking a Facilities Specialist for a 6+ month contract to hire position in Brentwood, TN. This role fully onsite.

Day to Day:

• This position is responsible for managing the resolution of facility related repair and maintenance issues associated with company owned or leased premises and to continuously deliver a safe, secure and comfortable environment for customers and team members.
• Manage company repair and maintenance program for all stores in your respective territory. (40%)
• Manage Landlord Maintenance issues, including any dispute resolution necessary to get Landlords to make repairs as required under the lease. (10%)
• Analyze root cause of reported facility issue, establish scope of work and required specifications, engage vendors, control bid process and recommend approval of related expense to coordinate the resolution of the repair. (10%)
• Verify invoices for accuracy, performance of contracted repairs, warranty adherence, appropriate accounting codes, required signatures and accurate data entry to ensure appropriate payment by organization. (5%)
• Collect, compile and record all email, phone and mailed documentation to maintain complete electronic archive and hard copy history of store repairs including initial requests, quotes, contracts, required approvals, warranties, completion results and invoices. (15%)
• Direct, review and communicate with appropriate Store Team Members, Field Personnel, internal departments and interact with all corporate levels to provide customer service and support to ensure satisfactory completion of repair and maintenance issues and accurate appropriation of related expenses. (10%)
• Verify competitive pricing across a wide range of service industries to ensure cost saving and value engineering through research and experience such as but not limited to HVAC, plumbing, electrical, structural, asphalt, concrete, flooring, roofing and general facility components. (5%)
• Develop and expand vendor network to improve performance and reduce cost. (5%)

Must Haves:

• Minimum 3 years’ experience in facility or building maintenance (preferably in a multiple unit retail environment) to include technical knowledge and industry trends.
• High school education required. Any suitable combination of education and experience will be considered.
• Proven problem resolution and decision making ability.
• Ability to prioritize and manage a large volume of projects and significant amount of detail in a fast paced environment.
• Available to travel as needed.

Pluses:

• Proficiency in Microsoft Office products (Word, Excel, and Outlook).
• Ability to research and implement industry best practices.

Pay Rate- $31.03- $32.14/hour

Job Description

• Evaluates for major projects, contractor proposals for fair and reasonable cost. Administers contractor activities by participating in contractor selection, contract award, contract change negotiations, constructability reviews, and cost/schedule visibility, such as management, customer and contractor reviews to ensure compliance with standard operating procedures. Provides guidance to less experienced employees. Obtains facilities design and resources commitments for major projects.
• Develops work package that can include budget/funding source, schedule, drawings, specifications, statement of work, procurement, estimates.
• Coordinates with affected parties such as customer, designers, SHEA, crafts, Security, and network infrastructure to create an agreed to implementation plan.
• Assembles and releases work package by collecting and integrating various individual documents such as facilities work order, contract service request, drawings, vendor quotes, schedule, permits. Finalized work package will provide documents to implement the project. Provides guidance to less experienced employees. Evaluates requests and meet with customer to define requirements for major projects. Identifies acceptable options with customer to clarify needs and develop the preliminary scope of work in order to meet the customer's requirements. Creates layouts and conceptual designs.
• Ensures compliance with Client and regulatory standards such as city, county, state, federal. Develops options so that facilities modifications are accomplished within project objectives.
• Works with affected parties to define functionality and constructability. Develops conceptual, budgetary, and detailed cost estimates to assist in the business case analysis. Negotiates options with customer to select the best solution for customer and company. Provides guidance to less experienced employees. On major projects, ensures completion and retention of project records by following the standard operating procedure for closure and update of appropriate documents, forms, permits, work management systems, commissioning and as-built drawings. Ensures comprehensive closeout and retention of project and contract files to provide an audit trail for Records Retention, Internal Audit, Internal Revenue Service, Property Accounting, Legal, and Facilities. Provides guidance to less experienced employees.
• On major projects, monitors and coordinate implementation activities such as relocations, construction, utility shutdowns, budget management, schedule, and project reviews. Coordinates support functions such as vendors, security, fire, SHEA, network infrastructure and verifies compliance with project documents. Ensures that project implementation meets established quality, cost, schedule targets and regulatory requirements.
• Provides guidance to less experienced employees. Receives customer requests for major facilities projects, such as construction, rearrangements, moves, and asset acquisition, via various electronic methods. Validates against acceptance criteria for new requests and acknowledges customer requests. Logs requests into work management system in order to document, track, and perform work.

About the Role

The Strategic Sourcing Manager will lead strategic Industrial Construction and Facilities Engineering sourcing projects for new and existing sites across Ross' supply chain network. Their primary goals will be to help Ross mitigate risks, procure materials, equipment and services at the best value and be a strategic advisor to internal stakeholders.

Responsibilities

• Drive Strategic Sourcing and Sourcing Process Execution
• Develop and implement sourcing strategies for Industrial Construction categories (e.g., steel structures, concrete, MEP systems, site services, etc.) and Facilities Maintenance categories (e.g., conveyor systems, fork trucks, racking, etc.). Analyze historical data to determine the highest risk and cost categories.
• Partner with Property Development, Engineering, Project Management, Legal, Risk Management and Finance teams to understand project needs. Manage expectations and set achievable milestones to arrive at the agreed upon goal.
• Develop and manage sourcing project timelines and lead socialization meetings. Update stakeholders regularly on project progress, risks and mitigation strategies.
• Identify, evaluate, and onboard qualified suppliers and contractors. Build and maintain strong supplier relationships to ensure performance and compliance. Develop and monitor supplier KPIs, coordinate regular QBRs and Top to Top meetings.
• Support the budgeting process and develop bottoms-up (quantity based) estimates.
• Develop RFPs and vendor response comparison tools (quantitative and qualitative). Work with Property Development, Engineering, Loss Prevention, IT and Legal stakeholders to understand requirements to be included in the RFP packages.
• Manage competitive events or sourcing process end to end with minimal supervision. This would include market research, RFP development, internal and external communication management, stakeholder alignment, etc.
• Conduct detailed market and vendor research to communicate findings through research summaries. Evaluate vendor core competencies and competitive positioning using open-source data and industry benchmarks.
• Proactively identify alternate sourcing opportunities across multiple Construction and Facilities Engineering material, equipment, parts and service categories. Analyze market trends and cost drivers to inform sourcing decisions.
• Drive cost savings initiatives through value engineering, competitive bidding, and strategic negotiations.
• Create presentations to communicate findings and vendor recommendations to stakeholders, to help with decision making.
• Serve as an escalation channel for internal stakeholders, to improve vendor service levels. Maximize Ross' position of leverage in any negotiation scenario.
• Support the Facilities Engineering team with sourcing requirements for Material Handling Equipment (MHE) repair, refurbishment and replacement.

Qualifications

• BA/BS in Supply Chain, Construction Management, Business, Economics, Finance or Engineering (MBA or advanced degree preferred).
• Minimum of 5 years category management / strategic sourcing experience in Industrial Construction and Facilities Engineering. Multiple Construction and Engineering sourcing category experience preferred.
• Minimum of 5 years of program or project management experience in a cross functional environment (technical and non-technical teams).
• Strong knowledge of corporate finance - budgeting, cash flow, P/L statements, balance sheets.
• Strong experience with construction cost estimating and budgeting as well as working with raw material / market indices and determining fair purchase prices.
• Proficient in reading and interpreting construction drawings and specifications.
• Experience with Construction Management Software such as Procore, as well as Sourcing / Contract Management Software such as Coupa.
• Familiarity with LEED, OSHA, and other regulatory frameworks.
• Certifications preferred - CCPS, CCM, CPSM.
• Consulting experience strongly preferred; experience in retail is a plus.
• Proficiency with contract writing and management strongly preferred.
• Knowledge of DC Operations (e.g. Receiving, Sorting, VAS, Pick/Pack, Shipping).
• Strong Excel (Pivots, VLookups, Data Tables) and PowerPoint skills.
• Experience in working with raw material / market indices and determining fair purchase prices.
• Must have a data driven approach to solving problems.
• Must be inquisitive to learn the business and "ways of working" before recommending improvements.
• Requires very strong quantitative skills and experience structuring ambiguous problems.
• Must have very close attention to detail and the drive to achieve accurate results with minimal supervision. Must evaluate all vendor material and contracts with a critical eye to identify risks to Ross.

Pay range and compensation package

The base salary range for this role is $108,800 - $165,950. The base salary range is dependent on factors including, but not limited to, experience, skills, qualifications, relevant education, certifications, seniority, and location. The range listed is just one component of the total compensation package for employees. Other rewards vary by position and location.
