Reporting to the Shift Supervisor, the Security Operations Dispatcher is an essential emergency operations position responsible for receiving emergency and non-emergency calls and signals for service over the telephone, computer, and radio. Municipal Protective Services (MPS) Operations is a 24/7, 365-day operation supporting over 600 City of Boston properties and facilities - maintaining radio communications and operations for MPS Security Officers and Supervisors, and monitoring intrusion and fire alarms across all City of Boston, Boston Public Schools, and Boston Public Library locations.
The City of Boston Property Management Department's (PMD) mission is to manage, maintain, repair, and provide security for the City's municipal buildings, including City Hall and Faneuil Hall; to preserve the useful life of City facilities and reduce operating costs through effective preventative maintenance measures.
Responsibilities- Processes incoming and outgoing emergency and non-emergency signals from alarm monitoring software consistent with established protocols and procedures.
- Provides clear and relevant information to field and operations personnel in response to received alarm signals or calls.
- Communicates with Municipal officers, law enforcement, fire, and EMS units as necessary to ensure the safety of people and property.

About the Opportunity
As a Test Security Specialist focused on AP Investigations, you will lead investigations into AP test
security incidents and score validity concerns. You will manage cases end to end by reviewing and
synthesizing evidence such as statistical indicators, test day reports, plagiarism findings, AI-related
reports, and any available supporting documentation or physical evidence. You will apply Client
policies and legal requirements to reach clear, well-supported determinations, including whether
evidence supports score cancellation.
You will also communicate professionally with students, parents, and student representatives, including attorneys, counselors, and educators, to ensure timely case resolution and consistent, accurate policy explanation. This role requires strong judgment, attention to detail, and the ability to manage sensitive situations with fairness and discretion.
In this role, you will:
Case Management (65%)
• Own AP investigation cases end to end from intake through final determination and closure,
ensuring each case is handled thoroughly, consistently, and within required timelines.
• Triage and scope cases by identifying allegation type, applicable policy, key evidence needs, and
any immediate risks or deadlines.
• Collect, review, and synthesize evidence including statistical indicators, test day
documentation, proctor and coordinator reports, seating and timing details (when available),
plagiarism findings, AI-related reports, and any supporting materials submitted by stakeholders.
• Analyze patterns and irregularities using investigative reasoning and data review techniques to
determine whether observed signals are consistent with policy-defined misconduct or score
validity concerns.
• Document investigative work clearly and completely in the case management system, including
evidence summaries, rationale, decision points, and recommended outcomes, to ensure audit?ready and defensible case files.
• Develop case recommendations that align to policy and evidentiary standards, and collaborate
with team leads and peers as needed on complex or high-risk determinations.
• Coordinate cross-functional work with internal partners and external vendors to obtain
evidence, validate reports, and resolve open questions, while protecting confidentiality and
sensitive data.
• Track and report case metrics such as status, aging, throughput, and outcomes, and surface
trends, recurring issues, or process gaps to leadership.

The starting salary for this role is $86,000 to $102,000 per year, depending on experience.
About the role:
Oversees PenAir Credit Union’s fraud mitigation strategies and physical security program, ensuring effective risk reduction practices and timely deployment of loss prevention initiatives. Reviews industry and regulatory developments to identify gaps, recommends improvements, and establishes metrics to monitor fraud trends. Collaborates across departments to strengthen overall program effectiveness.
Major Duties and Responsibilities:
- Maintains and demonstrates knowledge of new & pending laws that will affect the Credit Union’s operations. Maintain a working knowledge of Credit Union services including debit and credit cards, ATM, ACH, draft, and wire processing, BillPay, account to account, person to person, etc..
- Manage the development, testing, and implementation of new fraud rules and strategies to improve program performance and mitigate loss, while monitoring, analyzing, and communicating fraud trends and losses to staff and management. Recommend procedural enhancements across departments based on dispute and case analysis to strengthen overall fraud mitigation efforts.
- Oversee all aspects of the Physical Security program & building projects. Respond to all security violations as required by regulation or credit union security policy. Coordinates with appropriate law enforcement agencies, financial institutions, vendors, & auditors.
- Assist in supporting daily operations related to fraud management. Coordinates and communicates with appropriate departments to ensure they are adequately informed and trained in fraud detection and prevention best practices.
- Hires, reviews, schedules, trains, and monitors the work of direct reports, conducts performance reviews; allocates resources to meet operational needs within the department; implements change based on departmental performance and/or internal recommendation; manages escalations and complaints.

Minimum Qualifications:
Experience
- Eight years to 10 years of similar or related experience, including preparatory experience.
Education/Certifications/Licenses

Position Summary:
The Security Manager leads the organization’s enterprise-wide physical security, investigations, loss prevention, incident response, and protective services programs across a complex operating footprint.
This role is accountable for safeguarding people, property, product, and operations—designing and executing modern security programs that integrate cutting-edge electronic surveillance and AI-assisted interpretation of surveillance outputs to prevent, detect, and respond to theft, intrusion, sabotage, threats, and other security risks. The Security Manager is a hands-on leader with deep investigative capability and demonstrated experience leading professional security teams in multi-site environments.
Key Responsibilities
Enterprise Security Strategy & Governance: Develop and implement a risk-based security strategy for all operational sites, establish enterprise-wide standards for physical security and access controls, and lead security risk assessments to prioritize mitigation efforts and capital needs.
Investigations, Loss Prevention & Anti-Theft Operations: Lead internal investigations into theft, fraud, misconduct, and threats; coordinate targeted operations; oversee suspect interviews and proper evidence handling; and develop intelligence on loss trends to implement effective countermeasures.
Security Technology, Electronic Surveillance & AI-Enabled Analytics: Oversee the roadmap for modern security technologies—including CCTV, access control, intrusion detection, and AI-enabled surveillance—while implementing advanced analytics for improved prevention and response. Establish governance for surveillance review, retention, chain of custody, and escalation to ensure systems support investigative and compliance requirements.
Operational Site Security (Multi-Site): Oversee security operations across all sites, including guard force management, patrol protocols, and response readiness. Partner with site leaders to mitigate high risk vulnerabilities—such as fuel, equipment, spare parts, metal theft, product diversion, and afterhours access—and provide security support for logistics and product distribution, addressing risks tied to a large, dispersed driver workforce
Incident Response, Emergency Management & Law Enforcement Coordination: Lead incident response for major security events, serve as primary security liaison with local/state/federal law enforcement and relevant community partners.
Lead the security team across multiple locations; set performance expectations, training requirements, and professional standards.
Manage security vendors and contracts, including guard services and technology integrators.
Metrics, Reporting & Budget: Build executive-ready dashboards and reporting: incident trends, loss metrics, case outcomes, response times, compliance status, and technology performance. Manage security budgets for the operation.
Qualifications
- Bachelor's degree in criminal justice or related fields such as Security Management, Homeland Security, Law Enforcement Management, Criminology, or Industrial Technology (preferred).
- 10+ years of progressive leadership experience within law enforcement and large multistate manufacturing organizations operating in complex risk environments.
- Extensive background in industrial, manufacturing, construction, and multisite operational settings.
- Industry experience in mining, cement, and ready-mix concrete sectors (strong plus).
- Proven expertise in securing industrial facilities and dispersed distribution networks, including the design and deployment of advanced security programs integrating electronic surveillance, AI enabled monitoring, and analytics to strengthen loss prevention outcomes.
- Preferred professional certifications: CPP, PSP, PCI, CFE (or equivalent).
- Demonstrated success operating in environments with high value mobile assets, fuel theft exposure, organized theft risks, and large remote/perimeter heavy sites.
- Strong operational judgment with the ability to perform effectively under pressure while maintaining discretion, professionalism, and sound decision making.
- Excellent written and verbal communication skills, including experience briefing executive leadership and influencing cross functional partners.

What You'll Do:

Responsibilities:
- Provide customer service to our clients by carrying out security-related procedures, site-specific policies and when appropriate, emergency response activities.
