Job Responsibilities

Project Construction Safety Manager
Responsibilities:
- Implement, promote, and maintain the site-specific Safety Plan
- Conduct safety inductions for all site employees and subcontracted staff
- Coordinate and ensure all site personnel are properly inducted into the customer’s safety program
- Execute daily and weekly safety inspections; report and correct findings
- Verify subcontractors have all required permits to work and assist in obtaining necessary documentation
- Ensure daily toolbox talks are conducted, signed by workers, and properly filed
- Organize and lead weekly safety meetings for the site team

The Safety Manager (SM) is responsible for implementing the company’s efforts in the following areas: Safety Management Systems, Risk Management and Loss Reductions, Safety Audits, and Safety Training. The SM would assist with task pertaining to Fleet Operations.
Reports to: Director of Corporate Safety, the Director of Field Operations, Superintendents, Project Executives and Project Managers to assure that the company’s safety policies and procedures are implemented.
Responsibilities and Duties
Safety Management Systems
- Participate as a member of the MTG Safety and Accident Committee
- Provide field observations and suggestions regarding the corporate safety policies and Corporate Safety Plan
- Assist project superintendents and project managers in the development of Job Specific Safety Plans
- Develop Activity Hazard Analyses (AHA’s) based on the intended work
Risk Management and Loss Reduction
- Provide field observations and suggestions regarding opportunities to prevent injuries and accidents, improve safety performance and lower insurance costs
- Assist with: claims handling and their resolution; injuries and perform accident investigations and development of related reports
- Assist in returning and monitoring the progress of injured employees as they perform modified duty on our projects
- Implement record keeping requirements
- Review and confirm current insurance certificates for Subcontractors intended to and/or currently working on our projects to assure compliance
Safety Audits
- Conduct assigned safety audits
- Provide immediate input, advice and direction to resolve and mitigate potential hazardous conditions and assure compliance with OSHA and other regulatory requirements
- Provide daily Predictive Solutions (PS) reports of field audit observations after completion of the audit and provide the appropriate corrective action information to those included in the PS distribution lists
- Assist the project supervisory team to review upcoming work areas to preplan and determine if unidentified safety concerns need to be addressed before work begins
- Follow-up with subcontractor safety representatives to assure that all mitigating actions have been taken, issues have been addressed and resolved, and closed out on the PS audit program
- Assist in OSHA project inspections
- Assure that project safety files & logs are maintained and kept up to date
- Supervise the implementation of SDS communications program
- Assure that all safety signs and safety equipment are adequately supplied to assigned project sites
- Provide support and technical advice to project supervisory team on all safety matters
- Assist with the annual respiratory protection program needs and duties
Safety Training
- Provide Safety-Training program
- Assist in scheduling and logistics for specific training programs
- Perform jobsite employee training as needed
- Attend and assist during weekly Contractor and Subcontractor Foreman meetings, scheduled safety meetings, and preparatory meetings as needed and/or as requested
- Participate in and conduct specific training programs and maintain required certifications
- Assist with the system in place to maintain accurate records of employee Safety-Training and certifications
Required Education
- HS Diploma
Preferred Education
- A degree in Safety and Health or related field is preferred.
Required Experience
- Minimum of five (5) years of experience in applying safety standards, regulations and procedures as it relates to manuals, audits, reports, checklists, etc. for a general contractor, subcontractor, or related engineering or environmental health and safety consulting firm.
- Previous experience working within the Occupational Safety and Health Administration (OSHA) regulations, USACE EM385-1-1 Safety & Health Standards, and other federal, state, local or special customer regulations that govern building construction and safety requirements.

- Contacts are made with others both internally and externally. The most common internal contacts are with project managers, superintendents, and field crews. The most frequent external contacts are with project owners and architects. Internal interactions tend to be face to face and external interactions are most frequently face to face with occasional video conferencing. There is some exchange of confidential/sensitive information necessitating discretion.
In-Person Attendance - In-person, regular and reliable full-time attendance at a Walsh office with travel to and from construction jobsites and off-site meetings.

Project Overview:
As part of the Hampton Roads Connector Partners (HRCP) Joint Venture (JV) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project – the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).
The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45’ diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the beginning of 2027.
Responsibilities:
As the Tunnel Interior Structure Construction Manager for the $3.3BN Hampton Roads Bridge Tunnel Expansion Project (HRBT) in Virginia, you will lead and carry out construction processes in accordance with the direction, policies, and objectives set by the Tunnel Construction Manager.
The primary responsibility of this position is to lead Superintendents in construction activities on the site – including planning, preparation, and execution. Secondary duties of this position are to assist the Tunnel Construction Manager in the completion of all construction activities of the affiliate.

Summary of Duties:
The Construction Compliance and Contract Specialist supports Jostin Construction’s enterprise risk management process through proactive administration of construction contracts, insurance documentation, compliance programs, and risk mitigation systems. Reporting to the Chief Business Officer, this role ensures that contracts, certifications, and insurance materials are accurate, compliant, and aligned with company and client standards. The position provides administrative and technical support across Accounting, General Contracting, Concrete, and Brewster Pumping divisions and plays a critical role in maintaining company-wide risk integrity and documentation consistency.
Primary Duties and Responsibilities:
Contract & Insurance Management
· Manage and process all new and existing contracts and subcontracts to meet deadlines.
· Review and track Certificates of Insurance (COI’s) for compliance.
· Maintain insurance policy and renewal documentation for all clients, subcontractors, and vendors.
· Assist with Contractor Controlled Insurance Programs (CCIP) and Builder’s Risk administration.
· Track stored materials and project warranties for compliance.
Claims & Potential Claims
· Identify and track potential claims including liens, bonds, and other contract risks.
· Coordinate with internal teams to ensure timely notice, documentation, and resolution.
Contracts & Subcontracts
· Review and process contracts for clients, leases, software, and subcontracts.
· Track standard contract edits and maintain a record of non-negotiable clauses.
· Support Project Managers with contract addendums and bid riders related to contract acceptance terms.
· Conduct annual review and update of subcontract templates and bonding thresholds (over $500,000).
Pre-Qualifications & Compliance
· Manage pre-qualification processes for clients and subcontractors, ensuring all required documentation, certifications, and financial information are up to date.
· Assist with compliance reporting and documentation for audits.
Technology & Systems
· Utilize technology platforms (such as GC Pay, contract management, and COI tracking tools) to enhance workflow automation, document control, and vendor compliance.
· Support system integrations for risk management software to improve contract lifecycle visibility and data accuracy.
· Maintain and manage digital risk tracking dashboards and reporting tools.
Cross Departmental & Administrative Support
· Support accounting, safety, and operations with insurance and compliance materials.
· Assist in policy development.
· Recruit, train, and coordinate volunteers for designated Jostin events and community participation as assigned.
· Perform other duties as assigned.

Experience and Other Requirements:
· Bachelor’s degree preferred with 6+ years of relevant experience in contract administration, insurance, or risk management.
· Experience in construction industry required.
· Knowledge of insurance certificates, COI tracking systems, and contract review processes.
· Ability to work effectively with internal teams, clients, and subcontractors.
· Proficient in Microsoft Office and workflow management tools.
