JOB SUMMARY
- ESSENTIAL FUNCTIONS/DUTIES Coordinate airspace and range resources to meet test and training objectives and requirements with scheduling authorities, range resource manager, project manager, test director and/or designated representative.

Eliminate conflicts between air/ground range operations and range resources.

Responsibilities include supporting customers who are directly involved in various test and training programs for air operations, logistics, mission planning, scheduling, and coordination efforts at multiple work locations.

Oversee and assist in the development, prioritization, and implementation of daily, weekly, and monthly airspace and resource schedules.

De-conflict airspace, ground space, unique assets, and other range resources to best meet objectives to support day and night operations.

Schedule airspace for personnel, visiting personnel travel, and staff transporting material in preparation for test operations.

Coordinate availability of range resources and forecast specific mission requirements.

Align, de-conflict, and schedule mission activity and associated range resources by designated priority and time constraints.

Operate computer to input air and ground operations and resource data to produce daily range operations schedule, range resource schedule, and selected mission reports.

Extract airspace and resource utilization data for trend analysis to monitor/improve operational efficiency.

Ensure established safety and security parameters are maintained.

Provide work direction to work unit subordinate personnel.

Performs other related duties as directed.

REQUIREMENTS
- EDUCATION, TECHNICAL, AND WORK EXPERIENCE The incumbent must have obtained training from a military school or equivalent on-the-job training specific to functions of the work unit.

Must have 7 years' experience in the local work unit operations and a minimum of 10 years' experience in air operations, airspace management, or associated activities.

In addition, the Mission Ops Scheduler III must possess the following qualifications: Working knowledge of overall mission, priority assignments, scheduling procedures, and requirements of range users.

Detailed knowledge of range capabilities and limiting factors, operational security constraints, mandatory safety parameters, and support system capability.

Good verbal and written communication skills, be experienced in the use of computer terminals, and proficient in the use of word processing and integrated software applications.

Ability to work duty days in excess of eight hours, shift work, overnight stays, and weekend work to meet required schedule demands.

Incumbent is required to obtain and maintain a government security clearance and must possess a valid state issued driver's license SALARY The expected salary range for this position is $77,000 to $99,000 annually.

The Scheduler is responsible for collection of update data from multiple sources, including the Project Manager, Superintendent, and Owners Representatives and subcontractors. All update data shall be approved by the Project Manager prior to incorporation into the schedule.

Maintenance of Project Schedule Baselines. Maintains Project Schedule Baselines in accordance with Clayco's policy regarding Baselines and any additional requirements the Owner's contracts may include.

Periodic Performance Report Generation. Generation of project specific Performance Reports as well as Clayco Standard reports, including but not limited to: Critical Activities Report, Baseline Deviation Report, Earned Value Performance Index Report and Project Cash Flow Report.

Cost and Resource Loading of Schedules. Required at a minimum on all Clayco projects to include the Clayco Metrics Resource Set for project staff and General Conditions. As required by the project, updating cost and resource actuals may be required as part of the periodic progress update process.

Network Logic Analysis and Validation. On-going analysis of the network logic and validation that it complies with the intent of the project team and that it complies with the Clayco Standard Guidelines for network logic. The network logic on-going analysis shall also include removal of extraneous and superfluous dependencies that may cause errors in calculating total float and criticality.

Assist in preparation of Monthly Schedule Reporting. Preparation of the required reports for the project and shall include assisting with the draft of the Monthly Schedule Narrative.

Schedule Development. Developing schedules from the ground up for both proposals and construction projects. Development of both types of schedules shall be a team effort.

Northrop Grumman Armament Systems is seeking a Program Planning and Scheduling Manager (Manager Level 1) to support our Plymouth, MN site. This manager must be capable of creating and maintaining a resource-loaded schedule network that is the core of a schedule-driven EVMS implementation.

Job duties and responsibilities will include, but are not limited to, the following:

  • Manage scheduling personnel. Mentor and develop professional talent within the business unit.
  • Provide program schedulers with day-to-day support, guidance, troubleshooting, and satisfying programmatic requirements
  • Prepare, develop and coordinate the integrated master plan and integrated master schedule to meet all program objectives.
  • Track plans and schedules, perform risk analysis, identify and resolve critical path and network logic conflicts.
  • Provide program planning and scheduling support to internal and external customers. This includes gathering of source planning data, logical sequencing of activities, establishing activity durations and loading of resources in an Integrated Master Schedule Network for the purpose of providing status reporting and earned value analysis of work performed against the approved baseline plan.
  • Implement automated planning software to perform schedule analysis and reporting, including critical path analysis and assessment, schedule risk assessments, schedule health metrics analysis.
  • Analyze variances/trends and develop new methods and process techniques.
  • Able to assist in the creation and presentation of content to various levels of leadership, efficiently work with multiple functional teams, supplier teams, and Program/Project Managers and exert some influence on peers and internal customers.
  • Support/coordinate internal and external surveillance audits and DCMA surveillance reviews, and integrated baseline reviews
  • Ensure full compliance with corporate policies, with particular focus on implementation of the NG Earned Value Management System

Basic Qualifications:

  • 9+ years of experience in Business Management with Bachelor's degree OR - 7+ years of experience with a Master's
  • Experience with Microsoft Project and the development of an Integrated Master Schedule
  • Proficiency with MS Office applications
  • Full understanding Earned Value Management (EVM) practices and the ability to support implementation on programs with varying contract types
  • Experience in supporting Integrated Product Teams (IPTs), Integrated Baseline Reviews (IBRs) and DCMA Joint Surveillance Reviews (JSRs)

  • Experience with Deltek Open Plan and Acumen Fuse
  • Experience with SSI Tools

Primary Level Salary Range: $112,600.00 - $169,000.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. POSITION SUMMARY

The Project Scheduler is responsible for developing, maintaining, and monitoring project schedules to ensure construction projects are delivered on time and within budget. This role collaborates closely with project managers, preconstruction managers, estimators, superintendents, subcontractors, and clients to coordinate timelines, monitor progress, identify risks, and recommend corrective actions when necessary.

Schedule Development & Planning

Reporting & Communication

Education

Experience

Technical Skills

  • Advanced proficiency in Primavera P6 and Microsoft Project.
