The Vice President / Senior Director of Construction will oversee all aspects of design, development, and construction for a large-scale ($300MM+), complex mixed-use development project in New York City. Harlem Hospital is the largest hospital in Central Harlem and the only Safety Net Hospital in Northern Manhattan. Opportunity Details:


  • Design, implement and manage policies, systems, and processes within the Department to ensure the efficient and effective achievement of established goals.
  • Assist PAGNY in recruiting and retaining sufficient staff to meet the needs of our patients including 24 x 7 x 365 coverage.
  • Participate as requested in setting the strategic direction for NYC Health + Hospitals and promoting the interests of their respective health care facility, community, and patients.
  • Translate strategic direction into a clear set of clinical performance goals and priorities for the Department.
  • The Chief of Service collaborates with nursing leaders to develop and accomplish specific objectives designed to achieve excellence in quality and safety.
  • Participate in system-wide NYC Health + Hospitals specialty leadership.
  • Promote and maintain high quality student, graduate, and continuing medical education programs within the Department. Provide supervision and oversight of all medical training and where necessary, promotes linkages with graduate medical education programs at other institutions.
  • Assure appropriate support and mentorship for Psychiatry Attending Physicians new to the Department and/or new to clinical practice.
  • Provide direct clinical care to patients, as designated by the Chief Medical Officer.
  • Function as role model to Departmental staff in the implementation of TeamSTEPPS to foster teamwork.
  • Create and foster a culture of patient safety.


Qualifications:

  • Active New York State medical license.
  • Board Certification in Psychiatry.
  • At least 5 years of Psychiatry leadership experience.


Wages and Benefits include:


Annual Base Salary: $375,000* - $450,000* based on 40-hour work week.


The annual total value of the compensation package is estimated at $451,000** - $526,000**, which includes the baseline salary, 401(k) contribution, and other factors as set forth below:

  • Projected bonus of up to $40,000 (based on previous year’s average), contingent upon meeting quality and productivity targets.
  • 401(k) Company Contribution (subject to IRS contribution limits):
  • Employees are immediately vested in a 3% company contribution of base earnings. No employee match is required.
  • After one year of service, employees receive an additional 7% company contribution of base earnings. No employee match is required.
  • Annual Continuing Medical Education (CME) Reimbursement.
  • Generous Annual Paid Time Off (PTO): Vacation, Sick, Holiday, and CME days.

Key Responsibilities

Portfolio & Client Relations

  • Serve as the primary point of contact for boards, residents, attorneys, architects, engineers, and staff.
  • Maintain strong, responsive communication to ensure client satisfaction.
  • Provide guidance to building committees and enforce house rules and governing documents.

Regulatory Compliance

  • Ensure adherence to all NYC housing laws, building codes, and regulatory requirements.
  • Address and resolve building violations promptly; attend administrative hearings when necessary.

Staff Management

  • Recruit, hire, train, and supervise building staff.
  • Oversee weekly payroll approval, review overtime usage against budget, and manage performance evaluations (mid-year and year-end).
  • Administer disciplinary actions in coordination with 32BJ union protocols and attend labor hearings/arbitrations as needed.

Capital Projects & Maintenance

  • Manage capital improvement projects and significant repairs, ensuring quality, budget adherence, and timely completion.

  • Conduct site visits weekly to assess conditions and monitor progress.

Procurement & Vendor Management

  • Collaborate with the Purchasing Department to acquire goods and services.
  • Negotiate and review service contracts, monitor performance, and approve invoices.
  • Maintain positive vendor relationships to ensure service quality.

Financial Oversight

  • Develop and manage annual operating budgets; attend budget and mid-year review meetings with the board and Finance team.
  • Approve invoices, assign chargebacks, and monitor arrears in accordance with board policy.
  • Review monthly financials with the Financial Analyst, investigate major variances, and recommend reclassifications as necessary.
  • Assist with annual audits.

Unit Alterations

  • Review and approve alteration applications, verify insurance coverage, and coordinate with architects if required.
  • Communicate project details to the board, superintendent, and neighboring residents.

Board & Annual Meetings

  • Prepare agendas with board input; distribute at least three days prior to meetings.
  • Lead board meetings, present operational and financial updates, and take minutes.
  • Manage follow-up on action items via the Argo HUB system.
  • Coordinate annual meetings, including venue, catering, and attendance by attorneys/accountants.

Internal Argo Responsibilities

  • Complete weekly Argo HUB updates and maintain active communication with internal departments.
  • Participate in weekly PM meetings, town halls, and one-on-one meetings with your Director of Client Services.
  • Mentor and guide assigned PMAs (Property Management Assistants), ensuring regular property visits and professional development.


Qualifications

  • Education: Bachelor’s degree preferred.
  • Experience: Minimum 4–6 years of NYC residential co-op and condo management experience (required).
  • Knowledge:
