5. Write and continually update all collateral marketing materials, including project data sheets, project photos, and resumes.

6. Update potential project forecast information from various military agencies and industry sources. Conducts annual research and summarization of future project opportunities for the Department of Defense (DoD), and other agencies/organizations when identified, primarily from the published Fiscal Year MILCON budget to identify projects in three key niche markets of Fuel, Marine and Utilities or unique (other) contracts.

7. Provides writing and editing support to various company written materials on an as-needed basis as time permits. Updates, and maintains presentation materials for outreach events. Creates and provides creative assistance on PowerPoint presentations for the firm as needed. Gathers articles from departments and supports the review of the company quarterly newsletter, when needed. Contributes to award submission materials and monitors award submission requirements and deadlines and ensures that all award submission requirements are met.

8. Reviews and provides updated material for the company website, for newly awarded projects and current progress photos and new/updated project descriptions on a semi-regular basis.

9.Collaborates with the VP and Chief Estimator on the communication with the owner on potential opportunities and submitting technical clarifications. Responsible for the exchange of obtaining bid documents and sharing the files including any updated data through addendums with the estimating team and via BOX access to external partners.

The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45’ diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the beginning of 2027.


Responsibilities:

As the Tunnel Interior Structure Construction Manager for the $3.3BN Hampton Roads Bridge Tunnel Expansion Project (HRBT) in Virginia, you will lead and carry out construction processes in accordance with the direction, policies, and objectives set by the Tunnel Construction Manager.

The primary responsibility of this position is to lead Superintendents in construction activities on the site – including planning, preparation, and execution. Secondary duties of this position are to assist the Tunnel Construction Manager in the completion of all construction activities of the affiliate.

Position Overview

Underwater Construction Corporation is seeking an experienced Payroll Specialist to manage and execute all aspects of payroll processing in a dynamic marine construction environment. This role requires a highly detail-oriented professional with strong technical expertise in payroll systems, tax compliance, and retirement reporting.


The ideal candidate will have 5+ years of direct payroll processing experience and strong knowledge of certified payroll reporting, prevailing wage compliance, and multi-state payroll processing.


Key Responsibilities

  • Process weekly and/or bi-weekly payroll accurately and on schedule
  • Maintain and audit payroll records including hours worked, wage rates, deductions, and garnishments
  • Administer payroll using Sage 300 and ADP systems
  • Prepare and submit certified payroll reports (Davis-Bacon and prevailing wage) in compliance with federal, state, and local requirements
  • Ensure compliance with prevailing wage laws and government contract payroll requirements
  • Manage multi-state payroll processing, including tax registrations and filings
  • Handle payroll tax reporting and filings (federal, state, and local)
  • Prepare quarterly and annual payroll reports including W-2s and 941 filings
  • Oversee 401(k) contributions, reporting, and reconciliation
  • Manage employee benefit deductions and related reporting
  • Reconcile payroll accounts and related general ledger entries
  • Maintain payroll documentation and records in compliance with company policies and regulatory requirements
  • Assist with payroll-related audits as needed


Qualifications

  • 5+ years of direct payroll processing experience
  • Experience with certified payroll reporting, Davis-Bacon, and prevailing wage compliance
  • Experience processing multi-state payroll
  • Proficiency with Sage 300, ADP, and Microsoft Excel
  • Strong understanding of payroll tax regulations and compliance requirements
  • Experience with 401(k) administration and reporting
  • Excellent attention to detail and ability to maintain confidentiality
  • Strong organizational and communication skills
  • Construction or government contract payroll experience preferred

GENERAL DESCRIPTION

Terra Engineering & Construction Corporation, an employee-owned company, has an opportunity for a Project Manager/Estimator based out of Madison, WI. This position will provide project management for all aspects of civil and foundation construction. This position will have some local and regional travel.


DUTIES & RESPONSIBLITIES

The specific responsibilities of the Project Manager/Estimator include, but are not limited to, the following:

  • Understand the terms and scope of the construction contract
  • Coordinate subcontractor activities
  • Track material, production, and project costs
  • Quality control and adherence to specifications.
  • Corresponding and negotiating with the Owner and Fed/Local Agencies
  • Maintain project schedule
  • Attend construction related meetings to support project related functions
  • Leading, mentoring and managing staff
  • Material and Subcontract negotiations and purchasing
  • Estimating, take‐offs, solicit quotes
  • Promote safety – assist with the implementation of all applicable HSE programs, policies and procedures
  • Other duties as needed


QUALIFICATIONS

·        B.S in Civil Engineering with 5+ years of experience

·        P.E. and/or project management experience in civil and foundations construction preferred

·        Ability to handle multiple projects at one time and manage tight deadlines

·        Ability to successfully negotiate terms and conditions

·        Excellent verbal and written communication to collaborate with internal and external stakeholders

·        Strong attention to detail

·        Computer software proficient, specifically with estimating and job cost tracking software


SALARY RANGE

Terra offers a competitive salary range from $105,000 to $140,000 annual salary.
