Purpose: The Senior Director of Labor Relations supports the VP of Labor Relations by developing and implementing labor strategies, managing labor relations processes, ensuring compliance with labor laws, and effectively managing union relationships.
Essential Functions:
- Collaborates with senior leadership to develop and implement labor strategies and programs that address workplace disputes and promote a supportive work environment
- Develops and applies policies and procedures, supporting the implementation of best practices for various labor relations issues
- Administers the company’s labor strategy at both company and local levels and ensures systems and processes are in place for compliance; provides guidance on dispute resolution, including negotiations, grievances, and arbitration

Education and Experience: The combination of education and professional experience must exceed 10 years:

The Labor and Employment Counsel will serve as the primary legal advisor on all employment and labor matters for Relay Resources. This role will lead employee and union relations strategy and compliance with federal and state employment laws. The role will partner with Relay Resources HR leadership to foster a disability-centric, inclusive, and legally compliant workplace. The Counsel will act as a trusted advisor to executives and managers on labor negotiations, grievance handling, workforce policies, and internal investigations of employee complaints.
Key Responsibilities
Labor Relations Leadership
- Serve as the lead strategist promoting collaborative labor relations and the lead negotiator for collective bargaining agreements.
- Manage union relationships with SEIU (Service Employees International Union) and LIUNA (Laborers’ International Union of North America), and ensure compliance with labor contracts.
- Advise on contract administration, grievance handling, and arbitration processes, including strategy, resolution, and prevention.
- Maintain effective relationships with union leadership and industry labor relations contacts, and monitor trends related to wages, hours, working conditions, and benefits.
- Ensure Relay Resources team leaders have the tools and training required to effectively create a disability-inclusive work environment, consistent with customer requirements and in compliance with the applicable collective bargaining agreement.
Employment Law Compliance

Required Qualifications:
- 7+ years of successful sales and/or sales management experience in Health Insurance
- 7+ years of successful sales experience in large and complex sales negotiations
- Consistent track record meeting/exceeding Sales Goals
- ASO / Self-Funded Insurance Plans and Sales
- Demonstrated success with Pipeline Opportunity Development and Management
- Experience with CRM / Sales Tools and Methodology (i.e., SalesForce)
- Experience with successful Negotiations skills and techniques
- Extensive experience in advanced Health Insurance solutions sales with large Payer organizations
- Knowledge of Taft-Hartley Multi-Employer Trust Funds; both Labor & Management Side
- Successful consultative sales experience calling on Trustees, Fund Professionals, Consultants
- Leadership in both hierarchical and team situations, within a highly matrixed organization
- Clearly demonstrated strengths in persuasion, oral/written communications, analytical skills and sales production

The Associate & Labor Relations Partner is a key member of the Associate and Labor Relations Center of Excellence (COE), reporting directly to the Manager of Associate & Labor Relations. This role is instrumental in cultivating a positive, compliant, and inclusive workplace by leading complex employee relations investigations, supporting labor relations strategy, and ensuring consistent application of policies and procedures. The Partner plays a critical role in resolving workplace concerns, managing union relationships, and supporting organizational compliance with employment laws and collective bargaining agreements.
Key Responsibilities:
- Associate Relations:
- Serve as the primary investigator for complex employee relations matters, including allegations of misconduct, harassment, discrimination, and retaliation.
- Conduct thorough, impartial investigations and prepare detailed documentation and recommendations.
- Provide coaching and guidance to managers on performance management, corrective action, and conflict resolution.
- Support the resolution of EEOC claims and other regulatory complaints in collaboration with legal and compliance teams.
- Labor Relations:
- Lead or support the negotiation of collective bargaining agreements (CBAs), ensuring alignment with organizational goals.
- Serve as a liaison with union representatives to maintain positive labor-management relationships.
- Manage grievance and arbitration processes, ensuring timely and fair resolution in accordance with CBAs and policies.
- Provide guidance to leaders on contract interpretation and labor-related matters.
- Policy & Compliance:
- Ensure consistent application of HR policies and procedures across all employee and labor relations matters.
- Monitor trends in associate relations and labor activity to identify risks and recommend proactive solutions.
- Support compliance with federal, state, and local employment laws, including Title VII, ADA, FMLA, and NLRA.
- Training & Development:
- Assist in the development and delivery of training for leaders on topics such as investigations, documentation, conflict resolution, and labor relations fundamentals.
- Promote awareness and understanding of policies, procedures, and best practices across the organization.
- Organizational & Operational Support
- Partner with HR Business Partners and leaders to support a positive workplace culture and address emerging concerns.
- Complete special projects and other duties as assigned to support the goals of the Associate & Labor Relations COE.
Job Qualifications:
- Education & Experience:
- Bachelor’s degree in Human Resources, Industrial Relations, Business, or a related field preferred.
- Advanced HR certifications (PHR, SPHR, SHRM-CP) preferred.
- Minimum of 5 years of progressive HR experience, including at least 2 years of direct labor relations experience.
- Demonstrated experience conducting workplace investigations and managing complex associate relations issues.
- Experience with union negotiations and grievance handling required.
- Experience in a COE environment or within a complex, regulated industry is a plus.

Role Description
This is a fully remote attorney position in labor and employment law including directly conducting workplace investigations, and related legal areas. The Attorney conducts workplace investigations and prepares related reports with support from the firm's experienced investigations report writing team. This role also involves staying informed on changing labor laws and providing strategic guidance to both public and private clients.

Qualifications
- Experience advising public and private sector employers with management-side labor and employment law, including: leave rights, accommodations, wage and hour, worker classification, union rights, unfair labor practice charges, performance management, high risk disciplinary action and terminations, offers of severance, and discrimination/harassment response
- Experience with advising on and/or directly conducting workplace investigations for public and private employers (experience with school districts, community colleges, and higher education preferred)

- Juris Doctor (JD) degree from an accredited law school and license to practice law in California
