General Description
The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport and the North Perry Airport is seeking qualified applicants for the position of Risk Manager for the Risk Management section within the Administration Division. The Risk Manager will serve as the cornerstone of BCAD's risk management program, ensuring the airport is protected from liability by evaluating risk exposures, reviewing and negotiating complex contracts, and establishing and enforcing insurance requirements and renewals for all vendors and third parties. It provides critical oversight of procurement activities, analyzes bid documents, and safeguards compliance through the monitoring of Certificates of Insurance. The role also represents the airport's risk management interests in high-stakes meetings with airlines and key vendors, supports County departments with insurance guidance and trains staff across multiple divisions. With its blend of technical insurance expertise, legal interpretation, contact analysis, and staff leadership, this position is integral to minimizing financial exposure and maintaining continuity in BCAD operations. The employee will function as the Safety Management System Coordinator for Landside Operations in conjunction with the Operations Division. This position will supervise a loss and safety team on our construction sites and will ensure Occupational safety and health training and education program tracking.
Plans, develops, implements and maintenance of an airport Safety Management System (SMS), which includes - SMS anonymous reporting, tracking, investigation, and audits; facilitation of the safety risk management (SRM) process; conducting safety assurance meetings and inspections; and providing safety promotion initiatives and incentives; as well as Gap Analysis, Data Collection Review and Synthesis, Updates, Committee Meetings, Safety Assurance Evaluations, and SMS manual and related policies and procedures updates.
This position will work closely with the Operations Division and Maintenance Division regarding employee safety issues and the general risk and safety conditions of the airport. Walk job sites, review reports, and meet with contractors and PMs to resolve safety hazards and OSHA non-compliance. Another important function is to establish and maintain relationships across lines of business as well as with BCAD's partners, including but not limited to BSO, Concessions, Airlines, Ground Handlers, Fuel Farm, Fire and Rescue.
Manages insurance renewals for BCAD and vendor insurance review; mediate claims between attorneys, claimants, and insurance companies; investigate backup for claims and secure additional documentation as needed; liability and subrogation claims. public records request process and review of video requests.
Reviews Loss Control and collaborates with all BCAD divisions and various partners to ensure risk is reduced.
Training and educating expanding community (700+) BCAD employees on compliance and safety standards.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration, risk management, construction project management, occupational safety, or closely related field
One year of relevant experience may be substituted for each year of required education.)
Requires three (3) years of experience in an administrative capacity reviewing and evaluating safety programs, conducting worksite safety evaluations for loss prevention, performing risk management analysis and claims oversight and review.

SCOPE OF WORK
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Oversee the safety program's continued growth implementation review. To be the liaison with all departments for safety. Will also be responsible for reviewing and categorizing incoming issues through maximo (NON 139 SMS items).Implements and maintains automated Certificate of Insurance (COI) tracking system. Trains other Departments on utilization of the COI tracking system. Performs audits on certificates of insurance to determine compliance with insurance requirements.
Coordinates with Emergency Services and Communications, local, state and federal officials regarding FEMA guidelines and regulations.
Maintain information on BCAD's insurance policy and support the renewal process yearly. Utilize information and safety data collected to identify safety issues and help to mitigate claims, focus in on reoccurring issues and potential necessary projects training or other avenue to support the removal, mitigation or support for the identified safety risks.
Oversee the implementation of the new software (CTrax), when up and running, which is meant to track certificates of insurance and contractors.
Coordination with Director on regular basis to create strategies to support the forward movement in the areas of safety and insurance.
Exposure to Safety Management System (SMS) concepts or a readiness to learn and apply SMS practices in an airport environment.
Handle liability and subrogation claims; respond to public records requests and save and view video requests; training and educating expanding community (650+) BCAD employees on compliance and safety standards.

The Airport's Maintenance Division operates on a 24/7 schedule with three eight-hour shifts, unless otherwise determined by operational needs. The purpose of this class within the organization is to perform a variety of advanced journey level industrial electrician working maintaining County facilities and industrial equipment. The Aviation Department, Maintenance Division Staff are all essential positions. At any given time, staff may be required to be on the Airfield, in the Terminals, or in a work environment which conditions may expose them to weather, humid conditions; smoke, fumes or dust; tight or confined spaces; hazardous materials; or shaking, rocking and or vibrating equipment, loud noise, stairs and ramps, and large moving equipment.
SCOPE OF WORK
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
- Installs, repairs, and maintains electrical components of high voltage industrial equipment.- Install and troubleshoot high voltage electrical apparatus that may include motors, breakers pumps, control panels, disconnect switches, generators, variable frequency drives, soft starts, programmable logic controllers and motors up to 1000 HP.
- Perform work on work on high voltage and operate on live circuits with higher levels of voltage 4160
- Perform daily work and maintenance on live circuits with 3-phase 480 volts as a standard; includes working on230 volts and 115 volts.
- Installs branch circuits, lighting fixtures, sound systems, generators, motors and transformers; repairs relays, switches, control boxes and equipment such as fans and communication equipment; replaces defective ballasts, circuit breakers, control transformers, receptacles and fuses; may supervise helpers assigned to various jobs.
- Troubleshoots a variety of electrical equipment/system problems in order to identify the nature and extent of the maintenance/repair problem, identifies the type of repair/preventive measure needed, identify potential safety issues, etc.
- Estimates/determines materials, supplies, equipment, and time needed to complete assigned electrical work and orders/projects in order to facilitate scheduling, identify approximate costs and staffing needs, identify type/amount of materials needed, and/or ensure materials, supplies, and equipment needed are available.
- Performs a variety of routine electrical maintenance/repairs in order to maintain facility/equipment in operating condition, ensure safe work environment, and/or ensure electrical service is not interrupted.
- Performs scheduled preventive maintenance on a variety of electrical equipment/services in order to identify potential problems, minimize need for emergency repairs, and/or maximize the useful life of the equipment.

Duty Station Manager
Job Purpose: To guarantee (in the absence of the Station Manager (aka “KK”) the proper performance of Ground Handling operations for all flights operated by ITA Airways, supervising daily operations provided by third parties (ex. handling agent) while contributing to the protection of the Company's image, and providing maximum customer satisfaction. The role will be carried out in coordination with the appropriate business line in headquarters assuring compliance with the operational programs and procedures including customs legislation.
Main Tasks
- To protect the image and reputation of ITA Airways, leading the resources with whom they collaborate and supervising the operational activities, ensuring compliance with service and safety standards by pursuing the objective of maximum customer satisfaction.
- To ensure the protection of company assets.
- To guarantee optimal ground handling operations by supervising the services provided by third-party suppliers and overseeing the local airport operations for all flights operated by companies in the group, as required
- To assure compliance with company quality procedures and standards.
- To manage inefficiencies related to passengers and baggage through the third-party supplier.
- To promptly report critical issues to the station manager, the business line in headquarters, the Operation Control Center (OCC) and the Aircraft Control Manager (ACM) providing details on sudden and developing, situations related to how the issue is being delt with and/or any possible threat to the integrity of the operation (ex. strikes, social unrest, security and safety issues, in coordination with Central Security; lack of resources ex. - To support the Station Manager in certifying quality and quantity standards of the services provided by third-party services and goods vendors (e.g. handling agent, caterer, line maintenance, crew transport, hotac, etc.) according to the contract stipulated in collaboration with the Ground Administration dept.
- To maintain a constant relationship with the local Airport Authorities and participation in local committees, assuring the correct performance of airport activities, in close collaboration with the Station Manager and guaranteeing the necessary flow of information to headquarters.
- To send daily operational reports to the Station Manager and to the business line in headquarters.
Education and Professional Background:
- Legal US Resident
- A minimum of 5 years of relevant experience within the travel industry, ideally within Aviation.
- Extensive knowledge of the local aviation environment is a must.
- Systematic and logical approach to problem solving and a capability of working around problems.
- Good creative and lateral thinking skills. A strong team player, capable of seeing and understanding the bigger picture.
- Knowledge of airline / airport systems, Microsoft and company DCS knowledge
