Director, People Operations
Job Description
We’re partnering with a high-growth, nationally recognized organization in the infrastructure and construction space to identify a senior People leader who will help scale the business through its next phase of growth.
This is not a traditional HR role.
This is an opportunity to step into a high-impact leadership position where you will build, shape, and elevate the People function—bringing strategy, structure, and leadership to a rapidly expanding organization.
Why This Role
The organization is experiencing significant growth, with plans to scale to multi-billion-dollar revenue in the coming years. As a result, the People function is evolving from reactive and transactional to strategic, proactive, and business-driven.
You’ll play a critical role in:
- Establishing scalable HR infrastructure
- Leading a young and developing HR team
- Driving key initiatives like HR systems implementation and process standardization
- Partnering directly with executive leadership to influence business outcomes
What You’ll Own

- Partner closely with executive leadership to assess gaps and build scalable solutions
- Lead organizational design, workforce planning, and succession strategies
Team Leadership & Development
- Mentor and elevate an early-career HR team into a high-performing function
- Create structure, accountability, and development pathways

People Operations & Infrastructure
- Oversee and modernize HR systems, processes, and data governance
- Lead HRIS and systems implementation across the organization
- Build scalable processes across onboarding, compliance, and employee lifecycle
Talent & Workforce Strategy
- Drive proactive talent acquisition strategy (not just recruiting execution)
- Partner with leadership on forecasting, pipeline building, and retention
- Develop employment branding and workforce planning strategies
Total Rewards & Compliance
- Oversee compensation, benefits, and job architecture across union and non-union populations
- Ensure compliance across a complex, multi-state environment
- Partner with Finance and Legal on risk, reporting, and audits
What We’re Looking For
- 10+ years of progressive HR leadership experience
- Experience operating at a Director or VP level in a high-growth environment
- Proven ability to build and scale People functions (not just maintain them)
- Strong leadership presence with the ability to coach and influence executives
- Experience in construction, utilities, or field-based organizations preferred
- Comfort operating in both strategic and hands-on capacities
What Makes This Role Different
- True opportunity to build—not inherit—a mature function
- Direct visibility and partnership with executive leadership
- Ability to shape the future of People Strategy at scale
- Blend of strategy, execution, and leadership development
Work Environment
- Based in Heber City, Utah (initially high in-office presence to build team alignment)
- Flexibility increases as structure and cadence are established
- Regional travel required
