Summary
We are seeking a Superintendent to join our Project Team during 2nd shift (2p-12a) on a large Federal Project that includes new construction and renovation, with full tenant interiors buildout, and high level of finishes. The Superintendent is responsible for all field operations, including the coordination of subcontractors’ work. Responsible for all field activities associated with the project, including ultimate responsibility for implementation of Safety/Zero Harm program for the job site, supervision of all field construction work by subcontractors and self-performed work. Shares responsibility with the project manager for developing the project budget, actively participating in the preconstruction phase, and ensuring that the project is built on time, within budget, and according to company policies and procedures. Manages and mentors assistant superintendents and other field personnel.

Position Overview
The Development Associate will report to the Director of Affordable Housing and play a lead role in the execution of affordable focused multifamily developments across the full real estate development lifecycle. This role requires direct experience managing transactions from site control through stabilization.
The Associate will be responsible for underwriting, application preparation, financial closing coordination, consultant management, construction oversight, and permanent conversion for affordable multifamily projects. Strong familiarity with state Qualified Allocation Plans (QAPs), investor and lender requirements, and public financing sources a plus.
Specific Duties and Responsibilities
- Lead and execute LIHTC applications, including financial modeling, narrative preparation, scoring strategy, and coordination with consultants.
- Manage the development process from site acquisition through lease-up and stabilization.
- Coordinate and close equity, construction debt, permanent financing, soft funds, and bond issuances (as applicable).
- Prepare and maintain detailed development budgets, sources and uses statements, and multi-year operating pro formas.
- Oversee due diligence including zoning analysis, environmental review, title and survey review, and utility coordination.
- Manage architect, engineer, legal, cost consultant, and other third-party consultants through design and permitting phases.
- Represent ownership in construction meetings; monitor schedule, budget, change orders, and draw process.
- Coordinate with state housing finance agencies and ensure compliance with QAP requirements and regulatory agreements.
- Lead preparation and submission of funding applications, including local, state, and federal gap financing.
- Support investor reporting, cost certification, and placed-in-service documentation.
- Represent the company at public hearings, neighborhood meetings, and governmental proceedings.
- Facilitate project turnover to asset management and property management teams.
Qualifications
- Bachelor’s degree in finance, real estate, urban planning, engineering, construction management, or related field.
- Minimum three (3) years of direct development experience, including full-cycle execution of at least one completed transaction - LIHTC experience a plus.
- Exposure to 9% and/or 4% LIHTC structures, bond financing, and layered capital stacks a plus.
- Strong financial modeling and underwriting skills.
- Working knowledge of construction budgeting, scheduling, and cost control.
- Familiarity with state housing agency processes and regulatory compliance requirements.

Core Responsibilities Include:
- Develop and foster long-term relationships with professionals in the design and building industries, assisting them with their career development.
- Provide personalized career coaching sessions for professionals within the Architecture, Interiors, Engineering, Development and Construction fields.
- Assist with the development and execution of workforce strategy initiatives, including 360-performance reviews, strategic planning, benefits benchmarking, compensation analysis, and employee engagement surveys.
- Partner strategically with organizational leaders and hiring managers to proactively assess talent needs, providing expert guidance to shape workforce planning and ensure alignment with both immediate and long-term business objectives.
- Source talent and continue to build and enhance an active National network through various channels like LinkedIn, social media, and industry networking events.
- Aid in the development and facilitation of high impact learning and development workshops.
- Research and write industry-specific blog articles to promote DesignForce and personal brand.
Preferred Qualifications Include:
- Hold a BA or BS in Communications, Human Resources, Psychology, Architecture, Interior Design, Civil Engineering, or a related field.
- 1+ professional years of experience in talent acquisition, recruiting, career coaching, design, engineering consulting, or a related field.
- Display exemplary communication capabilities, effectively communicating verbally and through writing.
- Demonstrate strong ownership of your workload by proactively managing client and internal team relationships, independently establishing realistic deadlines, and consistently delivering results that meet or exceed the highest standards of excellence.
- Be able to pivot quickly and adapt to change in a fast-paced, high-energy environment.
- Love food. Seriously. We like to eat. (Specific knowledge about the DC food scene is a plus but not a requirement).

Support Services is seeking a Technical Lead Developer to support U.S. Coast Guard (USCG) mission support programs by designing and maintaining applications and automated workflows that improve how engineering, facilities, and capital planning work gets done. This role will lead development of digital tools that connect data from multiple systems, reduce manual processes, and provide reliable information to support daily operations and leadership decisions.
Role and Responsibilities:
- Provide technical leadership for the design, development, and sustainment of digital solutions supporting civil engineering and mission support processes.
- Design, develop, and maintain Power Platform applications, workflows, dashboards, and automation tools, including mobile and chatbot solutions.
- Develop and maintain system architecture, technical standards, security controls, and governance processes, including permissions and data access.
- Maintain databases, APIs, and system integrations, and document system designs, workflows, and lessons learned.
- Recommend and implement process improvements to streamline and integrate business workflows where appropriate.
- Support modernization of capital project prioritization tools through application development, system integration, and user enablement.
- Collaborate with engineering, cybersecurity, and data teams to ensure systems meet mission needs, data requirements, and security standards.
Requirements
- Bachelor’s degree (BA or BS) in Management, Engineering, or Business/Financial/IT related field.
- CompTIA or equivalent industry-recognized technical certification (e.g., Security+, Network+, Cloud+, or similar).
- Project Management Professional (PMP) certification.
- Minimum 10 years of experience in application development and database management
- Minimum 5 years of experience in automation and dashboard development; this experience may overlap with application and database experience.
- Proficient in Microsoft Windows (including the Office 365/One Drive/Teams, Microsoft Project, and SharePoint).
Eligibility Requirements
- Able to obtain a public trust clearance and Common Access Card (CAC).
Location: USCG Headquarters, Washington, D.C. (Hybrid, on site 3 days/wk)
