Description
The Civil Project Engineer will provide timely, innovative, and realistic engineering support to the management and operations groups for both the HB Solution Mine, North Plant and East Plant. The primary responsibilities include safe and efficient oversight of tailings operations, project management of civil engineering projects and the successful implementation of the long-range plans to achieve corporate goals.
JOB DUTIES
- Serve as the company's primary point of contact and subject matter expert for tailings management compliance
- Assist in the design and oversee tailings and mine waste facilities, water systems, and roads.
- Conduct surveying, site investigations, and construction inspections
- Build and maintain positive professional relationships with government agencies and other external stakeholders
- Ensure all data, statistics and reports required by management and regulatory bodies are accurately compiled and submitted on time
- Ensure compliance with environmental permits and lead remediation efforts
- Manage budgets and costs related to civil construction projects
- Monitor and report on key performance indicators and operating statistics as they relate to tailings management and impoundment stability
- Assist Corporate Technical Services with construction projects as they relate to impoundment design and operation
- Evaluate the stability of active tailings areas and recommend design changes when required to increase safety or optimize management of water balance
- Engage and coordinate third-party experts and contractors as needed pertaining to tails management and impoundment stability
- Assist with ROW, layout and construction activities for well pads, roads and pipelines
- Manage critical infrastructure and identify necessary improvements.
- Support operations by maintaining site infrastructure.
- Collaborate with mill and underground mine teams on engineering projects.
QUALIFICATIONS
- Bachelor's degree
- Strong project planning and construction oversight skills
- Demonstrated competency in civil engineering disciplines and project management
- Drafting skills adequate to create drawings and maps using AutoCAD, Vulcan and Carlson Suite are required.
- Experience in geotechnical design, hydraulic design, and soil mechanics a plus
- Knowledge of MSHA regulations is a plus
- Understanding of Solution Mining principles is a plus
- Understanding of advanced surveying procedures

SCHEDULE AND WORK ENVIRONMENT
9/80 schedule, Monday - Thursday, 9-hour workdays, Fridays worked, 8-hour workday, with every other Friday off. Schedule subject to change.
- Office environment with regulated temperatures
- Outside industrial environment with associated temperature extremes to match the seasons
- Exposed to louder than moderate noises (ex: vehicle noises, machinery noises, etc.)
- Employees are required to wear safety attire and personal protective equipment (PPE) at all times
PHYSICAL REQUIREMENTS
- Standing, walking, sitting over 2/3 of work time, squatting, talking or hearing, making visual inspections, making precise hand and fingers movements, twisting, stooping, crouching, kneeling, reaching or grasping.

Position Summary
The Product Development Engineer runs projects, develops, and maintains industrial processes, coordinates teams, and establishes schedules. This role oversees equipment requirements, supplier selection, procurement, and execution. Additionally, the Engineer drives testing, commissioning, and continuous improvement, supports sales, ensures safety compliance, and maintains process documentation and standards.

Responsibilities & Duties
- Serve as a Development & Application Engineer on assigned initiatives such as New Product Request (NPRs), Change Controls, and Equipment Validations.
- Draft project specifications and manage technical, financial, and documentation aspects throughout the project lifecycle.
- Establish and maintain project development schedules.
- Analyze project proposals and provide layout recommendations.
- Ensure smooth execution of projects in terms of deadlines, quality, and performance.
- Manage supplier relationships during the warranty period in case of production issues.
Process Development & Standardization
- Develop and maintain industrial processes aligned with operational needs.
- Contribute to the evolution and standardization of processes.
- Lead continuous improvement projects in collaboration with Continuous Improvement (CI) Specialist.
- Manage and update procedures and Work Instructions related to Development & Application (D&A).
Equipment & Supplier Management
- Define equipment requirements in collaboration with relevant departments.
- Participate in supplier selection and evaluation with the Quality Department.
- Identify new suppliers and monitor emerging technological trends.
- Negotiate and manage procurement of production equipment.
- Ensure the plant has the necessary resources for production launch.
Implementation & Commissioning
- Act as the interface between industrialization and plant teams for project-related matters.
- Oversee testing and commissioning by coordinating resources and tools.
- Collaborate with technical services on mold and machine specifications during commissioning.
- Provide off-site support and coordination with global teams during implementation.
Sales & Client Support
- Provide technical support to the sales team during client interactions.
- Participate in client meetings and contribute to solution validation.
Compliance & Safety
- Ensure the safety of people and assets in the context of new projects.
- Follow safety instructions and apply applicable regulations and standards.
- Adhere to GMPs (6S, Quality, Hygiene) and internal policies and procedures.

Minimum Qualifications
- Bachelor's degree with Engineering major required.
- Minimum of 3 years of manufacturing engineering experience required with experience in industries such as plastics, pharmaceuticals, packaging, or medical-grade plastics strongly preferred.
- Strong knowledge of project management methodologies, including Stage-Gate processes.
- Project Manager certification (PMP) preferred.
- Familiarity with industrial manufacturing technologies such as fillers, cappers, conveyance systems, packers, packets, palletizers, control systems, and visual inspection systems.
- Experience with equipment qualification processes.
- Knowledge of Lean Manufacturing and Total Productive Maintenance Systems (TPMS).
- Understanding of Quality Assurance systems, hygiene, cleanliness (GMP), and safety regulations.
- Proficiency in MS Office Suite (Excel is necessary).
- Experience with project management software.
- Working knowledge of AutoCAD.
- Familiarity with statistical tools like Minitab.
- Ability to comprehend detailed written instructions and procedures required; with fluency in English required.
Working Location
- This position is based on-site at Clients Belen, New Mexico Manufacturing Site.
- Up to 10% annual domestic and global travel may be required.
SUMMARY
Using fundamental technical skills, analytical abilities, and up-to-date regulatory knowledge, provide complete customer oriented, air quality permitting, modeling, and compliance solutions, to assist clients in areas of permitting and regulatory compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Technical Responsibilities:
· Conduct air dispersion modeling analysis in accordance with project requirements and/or published guidelines.
· Calculate air emissions, determine required control technologies, and document process information to ensure client operations, and work practices are in accordance with all applicable regulations.
· Remain current regarding the latest developments in air pollution control technologies.
2. Regulatory Knowledge:
· Assemble permit applications, permit amendment applications, standard exemptions, source inventories, and emission fee calculations for submittal to state regulatory agencies for industrial clients.
· Understand existing regulations and continually review new and proposed regulations as they relate to industrial clients.
3. Maintain relationships with existing clients solicit new project work as appropriate; communicate results of analyses internally and externally in verbal and written form.
4. Assist new project engineers with projects and participate in internal training.
5. Update client information in internal database in a timely manner.

Lead preparation and maintenance of the Cost Breakdown Structure (CBS), the Original Control Budget (OCB), Current Control Budget (CCB) and Project Master Schedule, and Budget (Planning & Budgeting (P&B), and the overall cost and progress control system
- Coordinate the collecting, analyzing, and reporting of project cost and schedule control information, to ensure overall project status is assessed and potential problem areas identified; prepares overall cost and schedule forecasts
- Facilitate Capital Efficiency / Opportunities and Vulnerabilities process
- Interface with Controllers regarding AFEs/budgets and invoices and development of Work-In-Place

- Perform quality assurance at the project level by monitoring and appraising the performance of Contractors in the areas of cost control, progress measurement and schedule control. Responsible for ensuring that proper and effective project control measures are executed by the Contractor; including the Contractor's cost and schedule control organization, plans and procedures
- Review and, where appropriate, endorse schedule, progress and cost baselines and forecast prepared by contractors. Review progress measures reported by the Contractor
- Review cost and schedule bases of Contractor's Change Proposals / Orders; including progress trends developed by Contractor
- Assist site management in developing/reviewing cost and schedule corrective actions and recovery plans, and making sure needed actions/plans are implemented
- Manage the Cost and Schedule organization including the Contractor sites and serve as the central link from the Project to the organization
- Coordinates development of Project Controls Implementation Plan tailored to the specific project
- Ensure Functional alignment for support and approval of key deliverables (i.e. Estimate Confidence Package, Estimate Development Plan, etc.)

Site EHS Lead - Rio Rancho (NM)
The Site EHS Lead will serve as the primary Environmental, Health, and Safety (EHS) expert for the Rio Rancho, New Mexico facility, which will support solid rocket motor manufacturing, integration, and test activities. This role will have full ownership of site-level EHS operations and will play a critical role in facility startup, commissioning, and ramp-up to steady-state operations in a fast-paced, high-hazard manufacturing environment.
The ideal candidate will be responsible for ensuring the safety and environmental compliance of manufacturing and test processes while driving continuous improvement in EHS performance. This position requires a strong understanding of process safety management, hazard analysis, regulatory compliance, and industrial safety best practices applicable to energetics-related operations.

Responsibilities
Site EHS Leadership & Ownership

Regulatory & Environmental Compliance
