Role Overview:
Sky Solutions is seeking a Senior Capture Manager focused on CMS to lead end-to-end capture efforts for strategic CMS opportunities. This role will drive pursuits typically in the $10M–$50M range, with visibility into larger enterprise modernization programs.

Key Responsibilities:
Capture Strategy & Execution

- Drive disciplined capture governance, including gate reviews, competitive analysis, SWOTs, and Black Hat sessions.
- Maintain realistic pWIN assessments and execute mitigation strategies to improve win probability.
CMS Market Engagement:
- Engage CMS stakeholders and operating divisions (e.g., CPI, CCSQ, CMCS, Client, Innovation Center) to understand mission needs and shape upcoming procurements.
- Build and maintain relationships with Program Executives, CORs, Contracting Officers, and industry partners.
- Monitor CMS strategic initiatives, procurement forecasts, and policy shifts to identify growth opportunities.
Teaming & Competitive Positioning:
- Develop strategic teaming approaches (prime and subcontractor positioning).
- Identify and negotiate partnerships aligned to opportunity requirements.
- Leverage contract vehicle strategies (GWACs, BPAs, IDIQs, CMS-specific vehicles) to optimize competitive advantage.
Proposal & Solution Alignment:
- Collaborate with solution architects, pricing, proposal teams, and delivery leadership to shape compelling, compliant, and differentiated proposals.
- Ensure clear articulation of win themes and discriminators.
- Participate in and support color team reviews.
Pipeline & Growth Contribution:
- Support pipeline development and forecasting for CMS portfolio.
- Provide regular updates to leadership on strategy, risks, and growth projections.
- Contribute to strengthening Sky's CMS growth methodology and repeatable capture practices.
Required Qualifications:
- 7–10+ years of federal capture or business development experience with a strong focus on CMS.
- Demonstrated success capturing and winning federal contracts in the $10M+ range (experience supporting $20M+ pursuits preferred).
- Deep understanding of CMS procurement processes, contract vehicles, and operating divisions.
- Strong knowledge of federal acquisition lifecycle, GWACs, BPAs, and IDIQ structures.
- Proven ability to shape opportunities pre-RFP and drive disciplined capture execution.
- Excellent communication skills with ability to engage CMS program and contracting leadership.
- Ability to manage multiple concurrent pursuits in a fast-paced environment.
Preferred Qualifications:
- Experience supporting CMS modernization initiatives in Digital Transformation, AI/ML, Cloud, Data Analytics, Claims Processing, or Program Integrity.

This role is a hands-on technical leader who bridges digital design and physical fabrication.
You’ll support production by refining CAD models for manufacturability, programming CNC equipment, and performing fabrication and carpentry tasks to assemble modular components.
You’ll work closely with the Director of Operations, Production Manager, and technicians to ensure designs are translated into high-quality, buildable products.
Effective the beginning of March 2026, this role will transition from HITT to Formative 3D.
Responsibilities • Interpret CAD models and drawings for manufacturability • Create technical drawings, assembly diagrams, and SOPs for the component assembly • Collaborate with design and production teams to refine modular components • Program and operate CNC machines for precision cutting, milling, and post-processing of parts • Perform hands-on fabrication, carpentry, and assembly of modular furniture systems • Integrate 3D-printed parts with traditional materials (wood, metal, composites) • Construct prototypes and test assemblies for new product development • Support R&D initiatives by experimenting with hybrid manufacturing methods • Work closely with technicians and operators to align fabrication with production schedules • Ensure adherence to safety standards and SOPs in fabrication areas Qualifications • Bachelor’s degree in Mechanical Engineering, Manufacturing Engineering, or related field • 3+ years of experience in fabrication, CNC programming, woodworking, or mechanical engineering • Proficiency in CAD & CAM software (Fusion 360 preferred) • Hands-on experience with CNC machines, woodworking tools, and fabrication equipment • Strong understanding of materials (wood, metals, composites, polymers) • Ability to bridge digital design with physical building and assembly • Strong communication and collaboration skills Physical Demands • Regular movement between production areas, assembly stations, and shipping/receiving • Standing/walking for extended periods while working, up to 8 hours per day, 6 days a week • Regular lifting of materials/equipment (25–50 lbs.) • Exposure to noise, dust, and varying temperatures typical of industrial environments • Use of PPE (safety glasses, gloves, hearing protection) as required • Open to working weekends Compensation, Healthcare, & Benefits • Full-time, salaried position, compensation commensurate with experience • Full suite of healthcare benefits, including medical, dental, and vision • Competitive PTO plans • Competitive retirement plans HITT Contracting is an equal opportunity employer.

Ensure structured documentation, decision tracking, and clean handoffs across parties.
PMO Development, Governance & Discipline Help build and mature PMO capabilities, including governance standards, delivery frameworks, reporting cadence, and risk management processes.
Establish structured intake, prioritization, sequencing, and scope control mechanisms across initiatives.
Implement and maintain RAID management, decision logs, and executive-ready reporting.
Prepare initiatives for steering committee and executive reviews with clear risk posture and recommendations.
Ensure operational readiness, change adoption, and post-deployment stabilization to drive sustained value realization.
Qualifications: 7+ years of experience leading complex technology or digital initiatives in cross-functional enterprise environments.
Strong understanding of full-lifecycle SDLC processes (requirements, design, build, test, deploy, stabilize) across Agile, Waterfall, and hybrid delivery models.
Demonstrated ability to influence without authority, drive alignment across business and technical stakeholders, and maintain momentum in ambiguous conditions.
Experience managing system integrators (SIs), consultants, or external delivery partners and holding them accountable to scope, timeline, and quality commitments.
Proven track record of unblocking teams, managing cross-system and cross-team dependencies, and delivering results across multi-workstream initiatives.
Strong executive communication skills with the ability to translate technical complexity into clear, actionable narratives.
Working knowledge of enterprise governance practices, risk management (RAID), and structured decision tracking.
Preferred Qualifications: Bachelor’s degree or equivalent practical experience in program delivery, operations, technology, or business transformation Experience standing up or maturing PMO governance models, cadence, and delivery standards.
Experience supporting enterprise system implementations, digital transformations, or technology integrations.
Familiarity with Lean, Six Sigma, or other process improvement methodologies.
PMP, PgMP, SAFe, or related certification preferred.
