Job Title: Senior Contracts & Proposals Administrator

Location: Anaheim, CA

We’re partnering with a well-established environmental and construction services firm to hire a Senior Contracts & Proposals Administrator.

This is a high-impact, high-visibility role supporting both business development and project execution. You’ll play a critical role in managing daily proposal submissions and contract administration for projects ranging from $500K to $30M+.

Responsibilities

Proposal Management:

• Lead and manage daily RFP/RFQ proposal submissions across public and private sectors
• Develop compliant, high-quality proposals including technical narratives, staffing plans, and past performance
• Coordinate inputs across estimating, project management, safety, finance, and leadership
• Manage proposal schedules, compliance matrices, and submission deadlines
• Maintain proposal templates, resumes, and qualification packages

Contract Administration:

• Oversee the full contract lifecycle (execution, tracking, and modifications)
• Manage deliverables, milestones, and compliance requirements
• Coordinate insurance certificates, bid bonds, and performance/payment bonds
• Support both public works and private client contracts

Subcontract & Business Development Support

• Prepare and administer subcontracts, purchase orders, and consulting agreements
• Ensure compliance with flow-down clauses, safety, and insurance requirements
• Support CRM tracking and opportunity management
• Assist with teaming agreements, NDAs, and proposal strategy
• Maintain databases for past performance, resumes, and project experience

Qualifications

• 7–12+ years of experience in contracts administration and proposal development
• Background in construction, environmental, or engineering services
• Strong knowledge of:
• Government and public works contracting
• Proposal compliance and submission processes
• Construction and/or environmental contract structures
• Proven ability to manage multiple proposals under tight deadlines (high volume)
• Exceptional attention to detail and strong writing/editing skills
• Proficiency with Microsoft Office, CRM systems, and contract management tools

The Role

The Construction Project Manager plays a key role in overseeing new store construction and renovation projects in the U.S. Reporting to the Senior Director, Store Development or the Senior Construction Project Manager, this position leads a project team to ensure all projects are delivered efficiently, on budget, and in compliance with company standards, landlord requirements, and local regulations. The successful candidate will be a proactive leader who can manage multiple projects simultaneously, foster collaboration among internal and external stakeholders, and contribute to the company’s ongoing expansion goals.

The role will be stationed in Brea, CA, traveling is required.

Major Responsibilities

• Provide clear direction and daily scheduling to project team members to ensure effective performance.
• Deliver timely follow-up, feedback and performance evaluations to project team members.
• Establish and implement an efficient Construction Management System to monitor and manage all active projects.
• Develop and review comprehensive project plans and specifications, including scope, schedule, and resource requirements.
• Research and recommend materials, equipment, and tools that meet operational needs and standards.
• Supervise multiple project teams to ensure quality, compliance, and adherence to timelines and budgets, keeping stakeholders informed of progress.
• Collaborate closely with internal departments to support organizational needs and initiatives.
• Work with designers, engineers, general contractors, landlords, and local authorities to ensure successful project delivery.
• Execute and, when necessary, adapt strategies to ensure projects are completed on schedule and within budget.
• Travel frequently across the U.S. to oversee new store developments and renovation projects.
• Negotiate vendor contracts and agreements, prepare and monitor budgets, and ensure proper financial tracking throughout the project lifecycle.
• Manage vendor relationships and ensure all necessary building permits are obtained and properly closed upon project completion.
• Organize, collect, and provide all contracts, agreements, and invoices to Finance & Accounting and other internal departments as required.
• Develop long-term construction strategies to support the company’s rapid expansion in the U.S.
• Perform other duties as assigned by the direct supervisor.

You Should Have/Be:

• Bachelor’s degree or above in Construction Management, Engineering, or a related field.
• Minimum of 5 years’ experience in construction project management, preferably with retail brands or supermarket chains.
• Proven experience in design, architecture, construction, maintenance, and renovations.
• Ability to interpret blueprints and strong technical and mechanical understanding.
• Demonstrated supervisory, interpersonal, and leadership skills.
• Excellent organizational and time management abilities; able to perform effectively under pressure and tight deadlines.
• Strong written and verbal communications skills in English; knowledge in Mandarin or Cantonese is an asset.
• Proficiency in construction management software and Microsoft Office Suite.

This role reports directly to the Operations Manager and collaborates daily with Production, Quality, and Design Engineering to develop, standardize, and continuously improve manufacturing processes. What You’ll Do:

• Own process development from concept to stable production (routing, work instructions, tooling/fixtures, and standard work)
• Drive NPI/ECN implementation: DFM/DFA reviews, build trials, PFMEA, control plans, and process validation
• Lead root-cause and corrective actions (8D, 5-Why) for yield, rework, and escape reduction
• Optimize cells for flow, takt, and ergonomics; apply Lean/Kaizen to cut waste and cycle time
• Partner with Quality on FAI/PPAP, SPC, and capability studies; support AS9100 and customer audits
• Translate engineering models/drawings (GD&T) into clear shop-floor documentation and traveler content
• Collaborate with Supply Chain on make/buy, special processes, and vendor qualification
• Champion safety and mistake-proofing (poka-yoke), ensuring robust, repeatable builds

What We’re Looking For:

• 3–7 years in manufacturing/process engineering (aerospace preferred; precision machining, assembly, composites, or metallics a plus)
• Strong proficiency with GD&T, PFMEA, control plans, and statistical methods (SPC, Cp/Cpk)
• Hands-on experience creating work instructions, fixtures/tooling, and routings in an ERP/MES
• Proven track record running Kaizens and delivering measurable improvements (yield, cycle time, cost)
• Excellent communicator who thrives on the shop floor and in cross-functional problem solving
• Bachelor’s in Mechanical, Manufacturing, or Industrial Engineering (or related)
