The Role We Want You For
As a Project Cost Engineer, you will assist in the development and management of the project financial strategy. You will be working directly with the project management team to manage the project budget, costs, change orders, pricing requests, billings, and forecasts. You will be responsible for generating and maintaining reports that provide information to different groups, work with the management team to identify variances, risks and maintain quality control processes to improve project cost procedures and ensuring conformity with management's strategy.
The Specifics of the Role
- Works with all project disciplines to ensure understanding of total project cost budget allowances and targets.
- Review project documents and specifications to accurately identify, develop and track request of change orders (owner and subcontractor related), baseline estimates, potential risk exposures while communicating potential impacts to the financial targets, schedule, and overall project management process.
- Works closely with the accounting department to ensure the correct integration of all information needed to ensure accuracy in billings, payment applications, change orders, direct cost, labor cost, etc.
- Works closely with the project management team, executive management personnel, subcontractors, as well as occasional contact with clients.
- Responsible for cost engineering, cost estimation, cost analysis, and control activities for projects with significant non-routine requirements or for proposal estimating activities which require a moderate degree of technical skill and experience.
- Ensuring quality, accuracy, consistency, spend profile, performing change management, and transparency in all cost management deliverables.
- Take ownership of the cost control function and ensure integrity of the cost and forecast reporting.
Requirements
- Bachelor Degree in Business Administration, Engineering, or Construction Management, or related degree.
- 0-3 years of Project Cost experience.
- Preferred 1 year of experience in the construction industry.
- Knowledge of project development stages, procurement, project controls, and construction execution practices is required.
- Working knowledge of applicable computer software such as PMWeb or similar project portfolio management software, DataServ, Excel, JD Edwards, or related software programs.
- Effective problem-solving skills.

Essential Functions:
Superintendents lead water/wastewater construction projects to provide onsite field management to ensure the work is performed safely, effectively, and profitably. Superintendents are usually assigned to a single project and manage on-site safety, self-performed work, and all subcontractors and suppliers.
Responsibilities:
- Responsible for all aspects of jobsite safety, including employee safety, subcontractors, suppliers, and other individuals authorized to be on the jobsite. This requires an in-depth understanding of Filanc safety standards and requirements as well as specific subcontractor or supplier written safety plans, and all local, state and federal safety regulations.
- Contribute to the project team planning all aspects of Filanc self-performed work. This will include earthwork, concrete, carpentry, metal work, mechanical, and electrical.
- Coordinate, schedule, and manage all subcontractors and suppliers. The Superintendent is responsible for selecting construction practices and methods for accomplishing the work.
- Prepare weekly look ahead schedules, crew task lists, and labor tracking reports. Prepare daily reports.
- Responsible for receiving, inventory, and onsite management of Filanc’s material organization and tracking system.
- Responsible for care and maintenance of Filanc and rented equipment.
- Insure field crews have correct work packages.
- Responsible for ordering and renting construction material and equipment.
- Assist in creation and updating of project schedule.
- Preparation and timely delivery of timecards.
- Review of purchase receipts.
- Interpretation, distribution, and management of weekly labor reports.
- Responsible for implementing the project Quality Management Plan.
- Responsible for planning and staffing of field personnel.
- Monitor work performance and productivity of crafts to ensure project rules, procedures, and safety are maintained.
- Provide daily interface with owner and owner’s representatives.
- Advise project management of potential problems, work interferences, schedule difficulties, and assist in circumventing/resolving such problems as required.
- Maintain liaison with other departments as required to support construction schedule.
- Assumes project manager role when the project does not have one.
Skills & Qualifications:
- High School diploma required.
- Minimum 4 years of relevant experience with heavy civil construction projects. Water/Wastewater projects experience highly preferred. Pipeline experience a big plus.
- Willingness and ability to travel to different project sites as needed.
- Knowledge of earthworking, concrete form systems, concrete placement, metals works, carpentry, and mechanical work.
- Proficiency in Microsoft Office suite (such as Outlook, Word, Excel, PowerPoint, etc.) as well as the use of the internet
- Must have good communications and mathematical skills
- Must have excellent customer service and interpersonal skills
- Strong attention to detail
Working Conditions:
100% of the time is spent on the project. Project Superintendents must be able to work flexible hours and locations throughout the area and/or other cities/states.

Our client is seeking an experienced Fiber Construction Inventory Specialist for an exciting long term contract opportunity with a fast growing company in the telecommunications industry. This is a hybrid role and requires this person to sit in or near the Phoenix market or be willing to relocate at their own expense.
The Fiber Construction Inventory Specialist is responsible for reviewing national inventory management of fiber optic construction materials and equipment. This role ensures that all necessary supplies are available for construction projects, manages inventory levels, and coordinates with suppliers and field teams to maintain efficient operations. This role is the national SME support for field teams on using the systems and processes for implementing inventory process activities.
Key Responsibilities:
- Inventory Control: Monitor inventory levels across all warehouses and suggest optimization opportunities
- Supply Management: Monitor inventory levels and order supplies as needed to prevent shortages and delays in construction projects.

- Safely perform assembly and fitting of detail parts and structures and varied drilling and riveting operations; ensures parts/assembly meet requirements. Safely perform sheetmetal layout, fabrication, and installation of parts, equipment or fabricated items on aircraft .

Overview
This opportunity is with a fast-moving organization in the renewable energy / electromechanical manufacturing space that is expanding its production capabilities. Our client is seeking a Manufacturing Engineer – Controls to help scale manufacturing, improve quality and reliability, and ensure new products move smoothly from development into full production. The role works closely with both Operations and Product Development and includes a blend of factory-based engineering and field support.
Key Responsibilities
- Support and accelerate the transition from pilot builds to consistent production.
- Partner closely with Operations and Product Development to strengthen manufacturability and throughput.
- Create, refine, and maintain work instructions, build guides, and other manufacturing documentation.
- Identify cost reduction opportunities in materials and labor, and lead implementation efforts.
- Drive continuous quality improvement initiatives across production and deployed systems.
- Test electrical equipment performance using system diagrams and test parameters supplied by engineers.

Job Summary: Responsible for assisting management in the general business operations of the company by the coordination, and successful completion of the estimating phase of projects.The overall goal of the Estimator is to provide a thorough, accurate, and competitive estimate that will result in the award of a profitable project.
Essential Duties and Responsibilities:
The Estimator will be primarily involved with performing the following duties and responsibilities.
- Use discretion and independent judgment and professional skills to perform daily duties and to resolve issues in order to minimize risk to the company.
- Provide thorough, accurate and competitive cost estimates through all phases of design, from concept to construction and permit documents.
- Identify value-engineered alternatives relating to construction methods, materials, schedule, and design.
- Determine proposal specifications and the scope of work by reviewing drawings, attending and/or managing bid and preconstruction meetings, etc.
- Analyze and document cost analysis from historical projects, purchase orders, contracts, and cost reports for future use in incorporating into estimates.
- Provide design assistance and cost data regarding project feasibility to the client, design professionals, and project team.
- Prepare bid package and provide leadership and coordination on bid solicitation and RFP’s.
- Develop scopes of work for sub-trades prior to and during bid solicitation.
- Perform takeoffs of multiple trades to minimize Alston Construction’s cost risks.

- Develop and maintain strong working relationships with prospective and current clients, architects, engineers, and subcontractors.
This position will also require performance of the following duties:
- Advise Preconstruction Manager, Preconstruction Director or VP/GM of any potential projects with existing or new clients
- Maintain detailed records of working documents as a back-up for estimates figures, including assumptions made for conceptual designs.
- Update and maintain subcontractor and design consultant database.
- Participate in applicable corporate meetings and forums.
- Make recommendations for ways to improve business operations (including processes, procedures and best operating practices), looking for ways to increase client satisfaction, improve efficiency and improve profitability.
- Other duties as assigned.

Education, Experience, and Licensing/Certifications:
- Degree in Construction Management, Engineering, Architecture, or related field.
- Minimum of 3-5 years of experience successfully estimating (conceptual and hard bid) construction projects for a general contractor.
- An equivalent combination of education and experience will be considered.
- Design-build experience on relevant project types.
- Experience in value-engineering.
- Valid State-issued driver’s license and vehicle insurance which meets Alston Construction liability coverage requirements and satisfactory driving record.
- OSHA 10-hour Certification.
- First Aid/CPR Certification.
Knowledge, Skills and Abilities Required:
- Ability to estimate costs associated with technical tasks and thorough knowledge of estimating techniques, cost control systems and accounts.
- Thorough understanding of multiple project delivery types, including Design-Build, CM at Risk, CM not at Risk, General Contractor (hard bid and negotiated), etc.
- Thorough understanding of multiple contract delivery methods, including lump sum, guaranteed maximum price (GMP), cost-plus, etc.

Job Duties:
Project Assessment:
