Job Title : Oceanography Category / Component: Officer • Both Overview Oceanography (OCEANO) Officers, also called METOC, are the Navy's geophysical experts who understand and apply all facets of meteorology, oceanography, hydrography, bathymetry, geophysics, and precise time and astrometry.

Their mission is to define and apply the physical environment, from the bottom of the ocean to the stars, to ensure the U.S.

Navy has the freedom of action to deter aggression, maintain freedom of the seas, and win wars.

Key Responsibilities Provide timely and relevant support to fleet and joint operations by leading the collection, processing, prediction, exploitation, and dissemination of environmental data.

Ensure safety of navigation, access to denied waters, freedom to maneuver at will, and increase the lethality of Navy forces.

Lead teams ranging from small 3-4 person deployable units to large commands of over 400 personnel.

Serve as the one-of-one geophysical expert at an operational command.

What to Expect Serve in a variety of challenging operational billets with increasing scope and responsibility, both at sea and ashore.

The career path interweaves sea, shore, and educational tours.

Sea duty may include leading small team detachments on U.S.

and foreign vessels, serving as the embarked OCEANO Officer on an aircraft carrier or amphibious ship, or serving on a Strike Group or Joint Task Force staff.

Shore tours include assignments at major production commands, forecast centers, headquarters, Joint commands, the Navy Data Center, and Naval Research Labs.

Work Environment Assignments are worldwide, including Europe, Hawaii, Asia, and the Middle East.

Work environments range from being at sea on surface combatants, survey vessels, aircraft carriers, and amphibious ships to being ashore at major production commands, forecast centers, headquarters, and research facilities.

Pathways, Training & Advancement Initial training includes the 3-week Information Warfare Basic Course (IWBC) and the 7-week Basic Oceanography Accession Training (BOAT).

Officers may also attend Division Officer Leadership Course (DIVOLC).

Postgraduate education at the Naval Postgraduate School is required for officers at the LCDR level and senior, typically as mid-grade Lieutenants.

Promotions to LTJG and LT occur at 2 and 4 years of service, with competitive promotion opportunities to LCDR, CDR, CAPT, and Flag Officer ranks.

Requires a Baccalaureate degree, preferably in a technical field, with a cumulative GPA of 2.8 or greater.

Must have completed a full college calculus series (I and II) with a minimum 'C' average, and a college-level calculus-based physics series (I and II) with a minimum 'B' average.

A desired degree is in physics, physics-based oceanography, meteorology, hydrography, earth science, engineering, or mathematics.

What You Will Do:

Qualifications You Must Have:

  • Relevant experience is providing engineering support in a precision optics manufacturing environment.
• Work history in optical manufacturing processes, including grinding, pitch polishing, and/or pad polishing techniques.
• Hands-on experience operating planetary and spindle polishing machines for optical fabrication.
• Proficiency in measuring and evaluating optical components using optical interferometry.

We are seeking a Principal Platform Architect to lead the design and evolution of our Internal Developer Portal and Developer Experience ecosystem. This role focuses on building intuitive, self-service workflows that enable development teams to onboard, deploy, and operate software efficiently across secure environments.

You will operate at the intersection of product, platform, and users — translating developer needs into usable platform capabilities. The role requires strong frontend engineering instincts, backed by solid backend and cloud-native platform knowledge.

You will help define how engineers interact with the platform — not just build services but design the experience. This position involves architecting UI workflows, integrating APIs, enabling self-service automation, and shaping platform standards used across multiple programs and security domains.

What Makes This Role Unique

This is not a traditional backend platform engineering role. You will design how developers interact with the platform itself — shaping onboarding, automation, and daily workflows across a large engineering organization. Success in this role is measured by developer adoption, efficiency, and satisfaction. You will be the person who turns infrastructure into a usable product.

What You Will Do

• Architect and implement an Internal Developer Portal (IDP)
• Design user-focused workflows for onboarding, resource provisioning, and lifecycle management
• Develop frontend experiences using modern web frameworks (React/TypeScript)
• Implement backend services and APIs supporting the portal (Python/FastAPI)
• Integrate platform systems (Kubernetes, CI/CD, identity, secrets, cost services, and infrastructure automation)
• Partner with platform teams to convert infrastructure capabilities into self-service products
• Improve usability, adoption, and developer satisfaction across the platform
• Define and evolve developer experience standards and patterns
• Gather feedback from engineering teams and translate it into product improvements
• Create documentation and enablement materials
• Communicate technical concepts to both engineers and leadership

Qualifications You Must Have

• Typically requires BS/BA Degree in Science, Technology Engineering Math (STEM) in Computer Science, Computer Engineering, Information Technology or Physics and a minimum 8 years of related work experience
• Experience with Windows and Linux operating systems (RHEL 8+ preferred)
• Experience in one or more of the following
  • Programming: Python, Java, TypeScript, Golang, Rust, Shell
  • Frameworks: React/Next.js, Flask, Spring Boot, Svelte
  • Infrastructure as Code: Terraform, Ansible or equivalent
  • Data formats: JSON, XML, YAML, SQL
• Experience in one or more of the following
  • Cloud platforms: AWS, Azure, or similar on-prem/self-hosted infrastructure
  • Containerization: Docker, Podman
  • Orchestration: Kubernetes, Rancher
  • Databases: PostgreSQL, MongoDB
  • Product tooling: Jira / Atlassian ecosystem
  • Observability platforms
  • Generative AI developer tooling
• Ability to obtain a TS/SCI security clearance is required after day 1. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Role Overview

The Vice President of Engineering is a senior technology leader responsible for driving J.Hilburn’s digital product architecture, engineering strategy, and execution. This role combines strategic vision, people leadership, and delivery discipline to ensure technology is a growth enabler across all business functions.

The VP partners closely with the Product Management organization to translate business strategy into scalable, secure, and high-performing technology solutions - including the next-generation Stylist iOS App, eCommerce platform, and enterprise systems.

Core Accountabilities and Responsibilities

Strategic Leadership & Vision

• Define and execute J.Hilburn’s technology strategy aligned with corporate goals and long-term growth initiatives.
• Collaborate with the CTO and executive leadership team on system modernization, scalability, and security.
• Provide architectural oversight across all digital systems to ensure reliability, maintainability, and integration.
• Set measurable OKRs that link engineering delivery to business outcomes.
• Build a culture of innovation, technical excellence, and accountability across all engineering disciplines.

Stylist App Vision & Execution

• Partner with the Product Manager to define and execute the roadmap for the Stylist App, ensuring it supports Stylist productivity, order management, and client engagement.
• Lead engineering execution to deliver scalable, performant, and feature-rich App experiences aligned with stylist needs and company goals.
• Mentor the UI/UX Designer to ensure success in creating creative, guided, and intuitive user experiences that reflect the Stylist journey from client onboarding to order completion.
• Collaborate with the Product Manager and Designer to ensure every release balance creativity, usability, and technical feasibility.
• Drive data-informed iteration — incorporating Stylist feedback, analytics, and usability insights to continuously refine the experience.
• Oversee technical architecture to ensure App reliability, security, and scalability for future features and integrations.
• Partner with the Product Manager to monitor key performance indicators (adoption rate, order efficiency, and Stylist engagement).
• Champion cross-functional collaboration between Product, Design, and Engineering to deliver seamless and Stylist-first digital solutions.

Product Partnership & Sprint Management

• Partner with the Product Owner to lead IT sprint planning, backlog prioritization, and iterative delivery.
• Ensure Agile ceremonies and sprint cycles are data-driven and outcome-focused, improving velocity and delivery consistency.
• Balance the development of new features with technical debt reduction and infrastructure improvements.
• Maintain alignment between product priorities and engineering capacity to ensure predictable delivery.
• Lead sprint performance reviews to evaluate velocity, defect rates, and completion metrics (targeting 90%+ sprint completion).
• Drive cross-functional communication to manage risks, dependencies, and changes proactively.

Engineering Management & Organizational Leadership

• Lead and scale a multidisciplinary team including software engineers, DevOps, QA, IT operations, and UI/UX design.
• Mentor engineering leaders to strengthen their management, planning, and technical leadership capabilities.
• Implement frameworks for performance reviews, growth planning, and technical development.
• Build a culture of continuous learning, ownership, and cross-team collaboration.
• Oversee IT resource planning, budgeting, and vendor management to support delivery excellence.

Operational Performance

• Define and enforce coding standards, documentation practices, and architectural frameworks.

Required Knowledge, Skills and Abilities

Required Education and Experience

• Proven experience managing Agile/Scrum teams and collaborating closely with Product Owners and Designers.
• Expertise in .NET / .NET Core, Swift, RESTful APIs, SQL Server, and cloud-based infrastructure.
• Experience leading mobile-first and eCommerce platform development at scale.
• Demonstrated success in building and maturing high-performing engineering organizations.

Travel

• Minimal; occasional travel for leadership meetings, conferences, or vendor visits.
