General Description

Performs advanced professional and administrative work with supervisory responsibilities in the management of construction projects for the County.

Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Requires a Bachelor's degree from an accredited college or university with major coursework in architecture and/or engineering or closely related field; Master's degree preferred.

Requires six (6) years in professional architectural or engineering work, including four (4) years of experience in project management and supervision of staff appropriate to the area of assignment or closely related experience.

Registration as a professional architect or registered engineer or NCIDQ (Space Planning Only) based upon area of assignment.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Manages and monitors construction contractors and consultants; develops, administers and negotiates construction and consultant contracts, master plan studies, amendments, change orders, and work authorizations.

Coordinates stakeholders including user and County agencies: County Attorneys, Purchasing, Small Business Division, Building Departments; FDOT and other regulatory agencies.

Supervises other project managers and engineering technicians; performs reviews and oversight of projects managed by subordinates; reviews plans and specifications, engineering calculations, pay applications, invoices, and Florida Building Code.

Reviews project progress and resolves design and construction related issues; negotiates fees and scope with consultants; designs projects, signs and seals construction documents, permit applications and reports.

Assists with contract developments and bidding process; reviews bids for conformance to construction documents; administers and manages consultant and contractor contracts for adherence and performance.

Establishes a Quality Control/Quality Assurance (QC/QA) Project Program and procedures for the Project Management Section and the Division to standardize the project management process, improve quality and performance.

Carries out special assignments requested by Division Director; meets with subordinates to review the status of their assigned projects; prepares job performance evaluations for subordinates.

Conducts meetings with consultants and contractors to review progress of work and manage all aspects of the project; reviews and approves invoices and payment requests from consultants and contractors; assists in the preparation of new fiscal year budget requests.

This is a highly responsible position that supports the health, safety and welfare of Tribal members and the public. The incumbent in this position is responsible for managing the regulation and inspection of building construction, electrical, mechanical, and plumbing installations and directing compliance and enforcement of all related federal, state and local ordinances of the Seminole Tribe of Florida (STOF). Work involves technical review of all types of construction drawings, plans, and specifications to ensure compliance with applicable codes and ordinances. The incumbent provides general oversight, management, and leadership to building inspectors, plans examiners, and permit technicians as required and is responsible for the issuance of all permits and Certificates of Occupancy in accordance with the Florida Building Code and Tribal administrative policy. The person is also responsible for the administration of the Tribe’s elevator and commercial structure annual inspections programs.

The individual works closely with the Director of the Tribal Inspector’s Department to support all departmental programs and initiatives, including but not limited to the development of the departmental budget and strategic plans, development of building inspections processes and programs, evaluation and improvement of service delivery systems, and administration of the Tribe’s Unsafe Structures Ordinance Program. The incumbent may attend Tribal Council meetings or other community meetings and works with all necessary stakeholders to resolve complaints, address concerns, or solve problems as needed. Bachelor’s degree in Engineering, Building Construction, Civil Engineering, Architecture or related field is required. Master’s degree is preferred. A minimum of ten (10) years of experience as an Architect, Engineer, Building Inspector, Build Code Administrator, or Construction Superintendent with at least five (5) years being in a supervisory capacity is required; or, any equivalent combination of education, experience and training will be considered.

Prior experience with EnerGov software system is preferred. Possession and maintenance of a Building Code Administrator certification by the Florida Building Code Administrators and Inspector’s Board is required. Possession of a valid Florida Driver’s License is required. Must have excellent organizational and interpersonal skills including the ability to clearly communicate complex ideas in English both orally and in writing. Must be able to respond and commit to full duty operations during Hurricane or other emergency events. Demonstrate proficiency with Microsoft software programs. Demonstrate excellent organizational and interpersonal skills including English written and oral communication skills are required. Ability to travel and work a flexible schedule including evenings, weekends and holidays.

Primary Job Responsibilities/Tasks:

• As a “working manager” coordinate the daily direction of the team and prioritize weekly tasks, including requisitions from operations, their approval and ensure timely responsiveness.
• Delegate and lead RFQ/RFP processes, contract negotiations, and supplier performance evaluations to enhance Titan ‘s procurement strategy.
• Serve as operational liaison with aggregates & cement stakeholders on all projects related to capex, and/or outages ensuring bids tracking, communications, supplier involvement and execution
• Manage vendor selection, pricing analysis, and long-term contract negotiations to secure cost-effective, high-quality materials.
• Track backlog and overdue deliveries, ensuring compliance with supplier agreements and coordinate delivery schedules especially on outage or high priority projects
• Develop key performance indicators (KPIs) and dashboards using Power BI, SQL, and Advanced Excel techniques to provide data-driven insights
• Partner with finance teams to forecast procurement budgets, track savings, and enhance financial performance.
• Other duties as assigned by Supervisor or Management.
• Collaborate with warehouse and production teams to manage inventory levels efficiently.
• Stay updated on relevant regulations and ensure procurement activities comply with legal and compliance requirements. Leverage Avetta platform to manage supplier safety, insurance and business risk
• Provide analytics and reports with operational and management KPI’s as needed.
• Identify and mitigate potential risks associated with supplier selection and contracts on key projects serving as a liaison to the procurement and operations team in ensuring project delivery and milestone monitoring

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

· Prepare detailed cost estimates from conceptual through final design.

The Estimator is responsible for the preparation of complete and accurate estimates for each phase of the project’s design. This position works with clients, architects/engineers, and subcontractors/suppliers to plan cost factors for building projects. This position analyzes construction documents, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for projects.

Day-to-Day

• Partner with Sales, architects, engineers, and internal project teams to support project execution from pre‑sale through completion
• Provide technical and structural support during design, detailing, and drawing phases
• Develop and manage project plans, scope, schedules, budgets, and risk mitigation strategies
• Lead day‑to‑day project operations, including resource allocation, progress tracking, and issue resolution
• Serve as the primary client point of contact, managing communication, expectations, and updates
• Coordinate with supply chain partners, handle field service requests, and resolve material shortages or defects
• Ensure projects meet quality, safety, and compliance standards through inspections and quality control processes
• Maintain project documentation, reporting, and financial tracking in collaboration with finance

Must Haves
