Position Summary
An expanding telecommunications infrastructure organization is seeking a Director of OSP Engineering to oversee the planning, design, and permitting of fiber network infrastructure. This leader will guide a team responsible for developing scalable network designs that support continued broadband expansion across multiple markets.
The role requires a strategic leader who can build effective engineering processes, maintain strong relationships with municipalities and regulatory bodies, and ensure engineering activities support construction timelines and long-term network performance.
Responsibilities
- Lead all outside plant engineering functions including fiber network design, field engineering, drafting, and permitting coordination.
- Manage and develop an engineering organization consisting of internal staff and third-party design partners.
- Ensure engineering deliverables are accurate, complete, and aligned with construction schedules.
- Develop and maintain a pipeline of engineering work to support ongoing network build programs.
- Oversee planning and management of fiber capacity and network routing.
- Implement processes that maintain consistency, quality, and efficiency across engineering deliverables.
- Build relationships with municipalities, utilities, and other governing bodies to support permitting and right-of-way approvals.
- Coordinate closely with construction, operations, and vendor teams to ensure smooth project execution.
- Monitor key operational metrics related to engineering output, project readiness, and cost efficiency.
- Provide leadership, mentorship, and performance management for engineering staff.
Team Leadership
The Director will lead a growing engineering organization consisting of design engineers, permitting professionals, and administrative support personnel. The team includes both direct and indirect reports supporting the overall outside plant engineering function.
Qualifications
- 8+ years of experience in telecommunications, outside plant engineering, or fiber network construction
- Demonstrated experience managing engineering teams and supporting large-scale infrastructure deployments
- Strong understanding of fiber network architecture and outside plant design principles
- Experience working with permitting processes and municipal stakeholders
- Ability to lead multiple concurrent initiatives in a fast-paced environment
- Strong leadership, communication, and organizational skills
Preferred
- Bachelor's degree in Engineering, Business, or a related discipline

- Supports/leads teams to update risk management files for process changes. Focus team on implementing capable processes, process controls, and error-proofing measures.
- Collaborates with functional process owners to train, mentor and/or facilitate QMS requirements and continuous improvement.
- Monitoring the in-process quality check on the line.
- Reviews new Batch records and SOPs.

Education and/or Experience:
- BA or BS Degree in Engineering, Quality Control or related field.

Responsibilities
- Perform qualification of manufacturing equipment (liquid aseptic and aerosol aseptic), facility and utility systems (including CIP/SIP qualification), cleaning validation, computer system validation and process validation. Scope of responsibilities includes drafting of qualification protocols and summary reports, field execution, and data analysis
- As needed coordinate and provide directions to contract personnel performing validation activities
- Support the development and execution of FATs, SATs, DQ, IQ, OQ, PQ, and other relevant life cycle documents leveraged to support validation effort
- Support the development and update of validation master plans, validation project plans, SOPs, risk assessments, user requirements, cleaning assessments, technical assessment reports
- Support cleaning and sterilization (including CIP/SIP, manual cleaning, steam sterilization) development activities
- Support periodic requalification and revalidation effort
- Work independently and directly interface with personnel from multiple departments including Technical Development, Manufacturing, Engineering, Manufacturing Support, MAC, QC, and QA
- Support gap assessment/closure, corrective actions, and compliance remediation related to Validation
- As needed represent Validation as SME (Subject Matter Expert) during regulatory or customer inspections
- As assigned mentor and manage fulltime validation engineers/specialist and contractors
Education And/or Experience
- Minimum Bachelor's Degree in Engineering or Science discipline, advanced degree is a plus
- Minimum 5+ years of relevant validation experience in regulated industry. The engineer is expected to be proficient in at least 3 of 7 validation core expertise

The Role We Want You ForThe Scheduling And Planning Manager builds and maintains the project schedule and the different baselines in accordance with Clayco's policies, owner requirements, and the on-going analysis of the network logic and validation as it complies with the intent of the project team. Cost and resource loading including the Clayco metrics and general conditions is required on all project schedules so, all report generation and cash flows will be a critical element of the role.
The Specifics Of The RolePeriodic progress updates of in-progress schedules. Collection of all pertinent data required to update the schedule. The Scheduler is responsible for collection of update data from multiple sources, including the Project Manager, Superintendent, and Owners Representatives and subcontractors. All update data shall be approved by the Project Manager prior to incorporation into the schedule.
Maintenance of Project Schedule Baselines. Maintains Project Schedule Baselines in accordance with Clayco's policy regarding Baselines and any additional requirements the Owner's contracts may include.
Periodic Performance Report Generation. Generation of project specific Performance Reports as well as Clayco Standard reports, including but not limited to: Critical Activities Report, Baseline Deviation Report, Earned Value Performance Index Report and Project Cash Flow Report.
Cost and Resource Loading of Schedules. Required at a minimum on all Clayco projects to include the Clayco Metrics Resource Set for project staff and General Conditions. As required by the project, updating cost and resource actuals may be required as part of the periodic progress update process.
Network Logic Analysis and Validation. On-going analysis of the network logic and validation that it complies with the intent of the project team and that it complies with the Clayco Standard Guidelines for network logic. The network logic on-going analysis shall also include removal of extraneous and superfluous dependencies that may cause errors in calculating total float and criticality.
Assist in preparation of Monthly Schedule Reporting. Preparation of the required reports for the project and shall include assisting with the draft of the Monthly Schedule Narrative.
Schedule Development. Developing schedules from the ground up for both proposals and construction projects. Development of both types of schedules shall be a team effort.
RequirementsBachelor's Degree in Engineering, Construction, or related major is required.
6-10 years of scheduling experience.
Data Center experience.
Recent expertise and a proven knowledge of Primavera P-6 scheduling management system.
Project Management experience working for general contractor preferred.
Strong computer skills, including proficiency in Microsoft Project, Word, Excel, and Outlook and willingness to regularly update skills.
Knowledge in BIM and how it relates to scheduling and sequencing is preferred.

- 8+ years of construction scheduling experience, with proven expertise in mission-critical projects (data centers strongly preferred).
- Advanced proficiency in Primavera P6 and other scheduling tools.
- Deep understanding of construction sequencing, methodologies, and resource planning.

The Role We Want You For
The Scheduling and Planning Manager builds and maintains the project schedule and the different baselines in accordance with Clayco's policies, owner requirements, and the on-going analysis of the network logic and validation as it complies with the intent of the project team. Cost and resource loading including the Clayco metrics and general conditions is required on all project schedules so, all report generation and cash flows will be a critical element of the role.
The Specifics of the Role
- Periodic progress updates of in-progress schedules. Collection of all pertinent data required to update the schedule. The Scheduler is responsible for collection of update data from multiple sources, including the Project Manager, Superintendent, and Owners Representatives and subcontractors. All update data shall be approved by the Project Manager prior to incorporation into the schedule.
- Maintenance of Project Schedule Baselines. Maintains Project Schedule Baselines in accordance with Clayco's policy regarding Baselines and any additional requirements the Owner's contracts may include.
- Periodic Performance Report Generation. Generation of project specific Performance Reports as well as Clayco Standard reports, including but not limited to: Critical Activities Report, Baseline Deviation Report, Earned Value Performance Index Report and Project Cash Flow Report.
- Cost and Resource Loading of Schedules. Required at a minimum on all Clayco projects to include the Clayco Metrics Resource Set for project staff and General Conditions. As required by the project, updating cost and resource actuals may be required as part of the periodic progress update process.
- Network Logic Analysis and Validation. On-going analysis of the network logic and validation that it complies with the intent of the project team and that it complies with the Clayco Standard Guidelines for network logic. The network logic on-going analysis shall also include removal of extraneous and superfluous dependencies that may cause errors in calculating total float and criticality.
- Assist in preparation of Monthly Schedule Reporting. Preparation of the required reports for the project and shall include assisting with the draft of the Monthly Schedule Narrative.
- Schedule Development. Developing schedules from the ground up for both proposals and construction projects. Development of both types of schedules shall be a team effort.
Requirements
- Bachelor's Degree in Engineering, Construction, or related major is required.
- 6-10 years of scheduling experience.
- Data Center experience.
- Recent expertise and a proven knowledge of Primavera P-6 scheduling management system.
- Project Management experience working for general contractor preferred.
- Strong computer skills, including proficiency in Microsoft Project, Word, Excel, and Outlook and willingness to regularly update skills.
- Knowledge in BIM and how it relates to scheduling and sequencing is preferred.
- Ability to travel and move depending on project locations.
- Excellent communication skills, both oral and written.
- Excellent listening skills with attention to detail.
- Excellent and efficient quality of work.
- Highly entrepreneurial, hardworking, and self-motivated, with the ability to work equally well on own as well as in a team environment.
