Develops, implements, evaluates, and manages assigned health psychology Service programs and activities for appropriate assessment, evaluation, and treatment of patients. Provides clinical guidelines for the selection of patients. Plans and recommends allocation of staff and resources, Service priorities, procedures, and work schedules. Subspecialty areas within health psychology include, but are not limited to, primary care, psychosocial oncology, pain management, and sleep medicine. Incumbent’s duties may be exclusively in one area, or across subspecialties, based on mission requirements. Participates in assigned quality improvement and utilization management programs or initiatives. Responsible for ensuring compliance with regulatory, MTF, and Joint Commission quality inspection/peer review/utilization management requirements, applicable system applications, and representation for Service leadership team at meetings, etc.
2. CONSULTATION AND DIRECT SERVICES
Provides professional consultation to specialty medical departments within the MTF, regarding the identification and diagnosis of complex psycho-social cases, involving medical complications requiring multiple specialty care management. Performs clinical duties within the health psychology specialty, including individual/group interventions and rapid-focused assessments of newly diagnosed medical and clinical patients. Functions independently in completing evaluations, making complex diagnostic decisions and recommendations regarding medical patients, to a multi-disciplinary medical team/tumor board, consisting of physicians, social workers, nursing staff, and others, regarding continuity of care and treatment compliance. Provides consultation to health care providers from a wide range of specialties. Independently prepares reports, based on a wide range of diverse and complex data. Develops and implements specialized programs and services for medical patients and persons with traumatic life events. Identifies areas of need and conducts functional assessments to determine appropriate services to provide; implements such procedures, as appropriate. Provides behavioral science interventions to a wide range of patients, referred for treatment. Applies specialized knowledge of a variety of specialty interventions, appropriate to meet the psychosocial oncology needs of assigned tertiary care facility. Conducts clinical research and maintains up-to-date knowledge of specialized professional literature and scientific findings. Participates in Institutional Review Board (IRB) approved research protocols. Develops, implements, maintains, and monitors outcome measures for the service.
3. TRAINING
As directed, provides clinical and administrative oversight to staff and trainees. Plans and delivers presentations and lectures as part of consultation to the medical staff. In accordance with mission requirements, provides professional training in areas of established competence or expertise. Training may be provided to personnel enrolled in a variety of professional programs, sponsored by the medical center. Programs include psychology, psychiatry, and other medical specialties at the pre- and postdoctoral levels. Specific duties and time requirements depend on the goals of the training program, the extent of trainees’ skills and knowledge, the intensity of oversight required, the number of trainees enrolled, and available faculty resources.
PERFORMS OTHER DUTIES AS ASSIGNED.

Degree: Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology. (Note: You must attach a copy of your transcripts.)
Specialized Experience: One year of specialized experience which includes providing consultation and/or assessment of patients with health psychology issues; conducting individual and/or group interventions; and collaborating with healthcare professionals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
License: The Clinical Psychologist position requires a current, active, valid, unrestricted clinical license to practice Psychology independently, offered by a U.S. State, District of Columbia, commonwealth, territory or jurisdiction. This position is responsible for providing program support for the Defense Health Agency (DHA) BUILDER Sustainment Management Systems (SMS) program. This position will use to develop detailed building reports describing condition of building systems and their major components. These reports will be used to plan and prioritize the sustainment activities and funding for a large portfolio of healthcare facilities. DHA utilizes BUILDER Sustainment Management System (SMS). BUILDER SMS is a web-based software application developed to assist engineers, project planners, and facility managers in making decisions on investment strategies for repair and replacement of building equipment and systems.
Essential Functions:
- Use existing data to develop reports that inform planners of current building conditions.
- Develop broad scopes of work for replacement of existing equipment.
- Develop projects for facility rehabilitation. Projects will vary in size and scope.
- Assist in assessment of structural elements and foundations.
Duties/Responsibilities:
- Use knowledge of building systems to develop projects for repair and rehabilitation of facilities.
- Provide training for new or junior field technicians.
- Develop Recapitalization Reports for large medical facilities.
- Update and expand field reference guide as needed.
- Ensure accurate BUILDER data collection to reflect field-observed conditions.
- Attend, prepare, and present briefings as required.
- Work collaboratively with the Lead Engineering and Program Managers to manage all contractual obligations, timely deliverables, travel arrangements, and field operations. Work collaboratively within the organization to support the interests and needs of our clients.
- Ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
- Achieve BUILDER subject matter expertise.
- Perform other related duties as assigned.
- Business travel up to 25%.
Work Environment: Work is hybrid with up to three days a week in office and two days remote. Some site visits may be required at DoD medical facilities and possible off-site meetings. Education and Experience:
- A bachelor's degree in Structural Engineering from an ABET-accredited 4-year program is required.
- 3 - 5 years of technical experience with building systems, preferred.
- Previous project experience performing infrastructure and facility assessment projects for municipal, state, and Federal entities is preferred.
- Experience with DHA is a plus.
- Experience in the construction and/or facilities management fields is highly preferred.
- Experience creating comprehensive reports with engineering-based recommendations is preferred.
