As the Associate Manager – Field Services Outside Plant Construction, with a primary focus on leading fiber splicing operations across the Boise market. You will bring substantial hands-on experience in fiber splicing, along with a strong understanding of fiber testing, validation, and quality control standards—critical to ensuring the integrity, performance, and reliability of our expanding fiber network.
In this role, you will be responsible for providing functional leadership and direction to non-exempt Field Service construction roles and external contractors (where applicable) in the assigned geographic areas, directly supporting capital projects and inside and outside plant maintenance.
In this position, you will emphasize a strong focus on the team’s ability to provide premier customer service and technical expertise while exhibiting a high level of professionalism in all internal and external interactions. You will be responsible for achieving all key operating metrics, including:
- Customer Service Address additions through capital project completion
- Capital project targets
- Overtime management
- Quality assurance program
- Inventory management
- Construction technician development
- Operating budget adherence
This position requires 24/7 availability and, in some markets, leads a team scheduled to work 7 days per week. This position is responsible for the management of front-line escalations from teams across TDS (e.g., Sales, Customer Repair, Network Engineering, Network OSP Construction, Service Activation, and other internal teams). This includes managing customer and community escalations in a professional manner.
Furthermore, responsibilities also include local vendor selection and management of network construction and maintenance vendors and, at times, facilities management (i.e., janitorial, snow clearing, lawn mowing, HVAC, generators, electrical, etc.)
This position must reside within 50 miles of Boise, ID and involves frequent travel within the markets for coverage. Additionally, this role reports to the office daily and is not a work-from-home (WFH) position.
Responsibilities:
- Directs activities and personnel necessary for the construction of installation and repair of TDS OSP fiber networks to ensure Network Operations project timelines are met on time and within project capital budget requirements. Facilitates meetings with Network Services to depict project timelines, ensures project closing information is submitted in a timely manner, and materials and associate time are properly allocated to projects.
- Provides leadership to the direct team and all other teams involved in OSP construction that creates and maintains a challenging and rewarding environment. Ensures team maintains proper understanding of TDS’ goals and is coached through process improvements as those needs arise.
- Assists Network Services in the planning and execution of all capital projects to ensure are completed in a timely and cost-efficient manner.
- Ensures compliance with all TDS policies, processes, and procedures.
- Maintains good working relationships with all adjacent teams.
- Serves as the management point of contact for all TDS network projects and customer related construction issues in specific market(s).

Qualifications:
Required Qualifications
- Bachelors degree (or higher) -OR- 4+ years professional work experience.
- Must have and maintain a valid driver's license.
- 3+ years' experience in the telecommunications industry.
- 2+ years’ experience in a supervisory role or equivalent leadership experience.
Other Qualifications
- Strong overhead and underground fiber construction background a plus with a focus on supervision of construction crews delivering outside plant fiber projects with superior quality and within expected timelines and budget.
- Upon hire, must successfully complete customer-specific requirements, which may include a background check administered by the customer.
- Demonstrated focus on associate safety.
- Must be able to coach a team of direct reports and team of contractors during emergency conditions such as network outages and cable breaks.
- Must be available to work off-hours when situations dictate.
- Ability to manage multiple tasks while maintaining a positive attitude is a must.
- Excellent problem-solving skills, strong leadership ability, and interpersonal skills are a must.
- Must possess a sense of urgency and a “can-do” attitude.
- Customer Focus Management and/or Total Quality Management training will be considered a plus.

- Computer proficiency required.
- Must be able to multi-task and maintain a sense of urgency related to each separate issue.

Qualifications:
Required Qualifications
- 6+ months experience in any combination of the following areas: customer service, electrical or utility construction, or TDS Telecom Field Services internship -OR-technical certification (or higher) -OR- current military service, or prior military service with honorable discharge.
- Must follow the TDS attendance guidelines in order to meet TDS’s business needs including but not limited to our obligations to our customers and to our customers’ needs.
- Must have and maintain a valid driver’s license and remain eligible for DOT requirements.
Other Qualifications
- Must have the ability to obtain a Class A CDL. A current CDL is preferred at hire, but TDS will train and certify eligible associates through its in-house CDL certification program after hire.

As the Fiber Splicer-Outside Plant Construction in Helena, MT, you will be responsible for the placement of enclosures, splicing, testing, and documentation of outside plant fiber optic facilities with relation to Outside Plant (OSP) Construction projects. You will operate the fiber fusion splicer, OTDR, and optical light testers to ensure adherence to TDS fiber splicing standards while ensuring accuracy and timely documentation of the final product for project closing. In this role, you will complete fiber splicing for projects while coordinating with OSP construction, OSP construction contractors, and internal construction teams, ensuring project timelines are met with relation to new network turnup activities.

As the Outside Plant Construction Technician III in Saint George, UT, you will assist the Senior Outside Plant Construction Tech in overseeing construction and maintenance of PON/fiber network communications facilities in TDS Telecom serving areas. This role assists with project management and coordination of internal and external resources. It also ensures the team operates according to safety protocols.
Training:
As an Outside Plant Construction Technician III, you will have the opportunity to obtain a Class A CDL through our in-house training program. You will attend safety training at one of our new facilities where you will also be trained on Pole Climbing and Bucket Trucks. - Ensure locates are performed on time and prior to team and equipment arriving at the worksite.

- Perform the placement of new aerial and buried fiber according to maps, staking sheets, and locate markings.
Construction Equipment Maintenance
- Service, clean, maintain, and repair equipment.
- Check DOT logs and review condition of trucks and trailers on job site to ensure all vehicles meet DOT standards.

- Assist Field Services technicians, as needed.

About the Role
What you will do
- Own the process for building payer relationships, identifying payer requirements for connection, translating requirements into user stories for the development team, coordinating implementation and testing, and ensuring the payer connection is successful in production.
- Fill the role of subject matter expert in relation to prior authorizations and notice of admission both in terms of payer requirements and overall business requirements to successfully manage prior authorizations between providers and payers.
- Identify and document the correct method of submission and status for prior authorizations to payers based on the payer requirement for specific service or CPT code including EDI 278 215/217, UMO payer portal, or Fax.
- Document payer portal prior authorization workflows for robotic process automation and work with the RPA development team to build and test new payer portal prior auth automations.
- Define and monitor key metrics for prior authorization connectivity, including transaction turnaround time, error rates, and customer satisfaction
- Maintain up-to-date knowledge of regulatory requirements impacting prior authorization processes and ensure compliance in all payer connections
- Become an expert in the upcoming Da Vinci FHIR prior authorization standards and work with development and business teams to ensure successful transition to FHIR
- Work with payers and providers to establish FHIR connections for Prior Auth
- Collaborate with the development team and clearinghouse team to establish EDI connections to payers
- Collaborate closely with development, QA, UX, and other cross-functional teams to ensure deliverables meet customer and business expectations.
- Engage directly with customers and internal stakeholders to elicit and understand business needs, pain points, and desired outcomes.
- Triage errors and issues that arise and work and collaborate with other teams to resolve as needed to resolve the issues.
- Prioritize the payer connection backlog based on business value, customer impact, and development capacity, ensuring alignment with strategic goals.

- The Business Systems Analyst (BSA) will support client's enterprise Identity & Access Management (IAM) transformation. This includes:
- WIAM migration activities (metadata and certificate updating, coordination with client applications, etc)
- PingFederate to PingOne Advanced Identity Cloud (AIC) modernization
- Access governance improvements (who has access to what, and why)
- Cross?platform identity initiatives spanning Security Services
- This role bridges business needs and engineering delivery by ensuring work is clearly defined, well documented, properly tracked, and delivered with strong testing and governance.
Support identity initiatives that commonly require:
- SAML certificate lifecycle coordination
- SAML = Security Assertion Markup Language (a standard for single sign-on)
- Coordinating certificate rotation across multiple applications, environments, and vendors
- Tracking owners, dates, dependencies, and cut over steps in structured trackers (e.g., Excel)
- SAML connection migration planning and execution support
- Helping move Identity Provider (IdP) connections from legacy federation to modern platforms
- IdP = Identity Provider (system that authenticates users)
- Migration readiness and execution tracking
- Requirements capture, integration mapping, status reporting, and risk/dependency management

- Maintaining living runbooks and migration guidance in Confluence

Key Responsibilities
- IAM Program & WIAM Migration Support
- Support engineering teams migrating PingFederate connections to PingOne Advanced Identity Cloud (AIC) and Microsoft Entra ID
- Entra ID = Microsoft's cloud identity service (formerly Azure AD)
- Track milestones and deliverables across workstreams, including:
- Certificate updates and expirations
- RBAC updates
- RBAC = Role-Based Access Control (access is granted by role)
- Compliance-driven tasks and evidence
- Coordinate dependencies across multiple IAM workstreams to prevent bottlenecks
- Conduct impact analysis of technology changes on business processes and IAM systems
- Provide system and business process support across multiple IAM program engagements
- Business Analysis & Delivery Coordination
- Plan, elicit, capture, analyze, and validate requirements for IAM initiatives:
- Business requirements (what is needed)
- Functional requirements (what the solution must do)
- Technical requirements (how it integrates and operates)
- Document and assess current-state IAM processes, integrations, and access models
- Maintain rigorous Jira notes including:
- Ownership, due dates, constraints, risks, dependencies, and decisions
- Maintain accurate, iterative Confluence documentation for all IAM projects
- Assist with data models and interface specifications where needed for IAM systems
- Log system and process changes using approved change management tools (e.g., FastTrack)
- Ensure IAM changes are properly tested before deployment
- Coordinate UAT and functional testing

About the Role
What you will do
- Own the process for building payer relationships, identifying payer requirements for connection, translating requirements into user stories for the development team, coordinating implementation and testing, and ensuring the payer connection is successful in production.
- Fill the role of subject matter expert in relation to prior authorizations and notice of admission both in terms of payer requirements and overall business requirements to successfully manage prior authorizations between providers and payers.
- Identify and document the correct method of submission and status for prior authorizations to payers based on the payer requirement for specific service or CPT code including EDI 278 215/217, UMO payer portal, or Fax.
- Document payer portal prior authorization workflows for robotic process automation and work with the RPA development team to build and test new payer portal prior auth automations.
- Define and monitor key metrics for prior authorization connectivity, including transaction turnaround time, error rates, and customer satisfaction
- Maintain up-to-date knowledge of regulatory requirements impacting prior authorization processes and ensure compliance in all payer connections
- Become an expert in the upcoming Da Vinci FHIR prior authorization standards and work with development and business teams to ensure successful transition to FHIR
- Work with payers and providers to establish FHIR connections for Prior Auth
- Collaborate with the development team and clearinghouse team to establish EDI connections to payers
- Collaborate closely with development, QA, UX, and other cross-functional teams to ensure deliverables meet customer and business expectations.
- Engage directly with customers and internal stakeholders to elicit and understand business needs, pain points, and desired outcomes.
- Triage errors and issues that arise and work and collaborate with other teams to resolve as needed to resolve the issues.
- Prioritize the payer connection backlog based on business value, customer impact, and development capacity, ensuring alignment with strategic goals.
- Apply critical thinking to streamline processes and work towards continual improvement and efficiency
- Maintain and prioritize the user story backlog and work with development and stakeholder teams to refine user stories to meet the Definition of Ready for development
- Work with the scrum team to ensure all tasks are completed and the committed objectives are achieved
