Summary/Objective:

ACI's MEP Project Managers oversee all aspects of planning and implementing the delivery of our commercial construction projects, including Mechanical, Plumbing, Sheet Metal, HVAC, Electrical, Fire Protection (sprinkler), and our respective subcontractors. PM's are knowledgeable in the design and construction of MEP systems and will be responsible for reviewing plans and specifications for design and constructability issues.

Essential Functions:

• Build and maintain a positive relationship with internal project teams, our customers, subcontractors, and key vendors
• Build positive morale on the project site
• Coordinate with various internal departments such as pre-construction, sales, safety, purchasing, CAD/BIM, and fabrication shops as well as client personnel and others to: Develop and maintain a construction plan and schedule
• Scope out vendor quotes and purchase equipment and material
• Scope out subcontractors and issue subcontracts
• Provide guidance for the fabrication schedule
• Daily monitoring of key metrics daily (manpower, material/equipment deliveries, etc.) and mentors site leadership to support the timely execution and completion of the work within budget with no defects or accidents
• Prepare, monitor, and maintain project budgets, and reports to senior management on key metrics
• Create Revenue Forecasts, Schedule of Values, Cash Flow analysis, and other financial analysis
• Identify changes in scope, prepares pricing, and submits potential change orders to customer
• When necessary, develop recovery plans to bring a project that is experiencing issues, such as issues with safety, quality, or production back on trac

• Preferred bachelor's degree in Mechanical Engineering OR related field, and/or 8+ years of experience; or equivalent combination of education and experience

By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. Upon completion, it is estimated to be over $2B.

The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year-long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.

POSITION SUMMARY

The Construction Quality Inspection (CQIS) supports the execution of the Quality Control Plan by performing daily inspections, coordinating with the Contractor’s QC Testing team, and ensuring that work conforms to project specifications, contract documents, and regulatory standards. Reporting directly to the Project Manager (PM) and QC Coordinator, the CQIS operates independently of construction operations and collaborates closely with the Contractor QC (CQC) for inspection scheduling, reporting, and coordination. This position includes oversight of subcontractor QC activities and testing processes. Third-party inspectors may supplement staffing based on seasonal workload.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Perform inspections to monitor the quality of workmanship and ensure materials meet specified requirements in accordance with project plans, standards, and technical provisions.
• Witness sampling and testing performed by subcontractors and Contractor QC personnel; verify compliance with required specifications.
• Generate and/or update daily, weekly, and monthly inspection reports, standard forms, and checklists as outlined in the Construction Quality Management Plan (CQMP).
• Coordinate with Contractor QC Testing staff to support timely inspection and testing activities.
• Track and document field inspections, test results, material approvals, and any observed nonconforming work or deficiencies.
• Assist with planning and scheduling inspections, including contributing to weekly and three-week rolling inspection and acceptance testing schedules.
• Maintain oversight of subcontractor QC inspection and testing activities; ensure their work aligns with contract and quality standards.
• Serve as a daily point of contact for Department personnel and IQF staff regarding quality control issues, testing notices, and inspection coordination.
• Support implementation of corrective actions for nonconforming work and coordinate with the QC Coordinator and PM as necessary.
• Operate independently from construction operations, providing unbiased quality assurance oversight in accordance with CQMP protocols.
• Ensure compliance with documentation procedures and maintain all required inspection records in an auditable format.

EDUCATION, SKILLS & QUALIFICATIONS

• Associate or bachelor’s degree preferred, or equivalent technical education in construction management, engineering, or a related field.
• Minimum 3+ years of field experience in heavy-civil or transportation construction with emphasis on quality control and inspection.
• Basic knowledge of Quality Control inspection standards, procedures, and applicable codes required.
• Experience with and knowledge of PennDOT construction specification PUB 408, PUB 19, BC and RC standard drawing, Field and Laboratory Testing manual.
• NICET Level III in Highway Construction Inspection, ACI, and NECEPT Concrete certification.
• Experience in at least one PennDOT job as an inspector, QC, OR engineer, or similar qualifications is strongly preferred.
• Knowledge and application of workplace safety principles, use of personal protective equipment, and basic prevention standards for the use of machinery in construction activities.

Job Summary: The Carpenter is responsible for on-site execution of all assigned tasks. Through daily coordination with the Carpenter Foreman and/or Superintendent, the carpenter will track and complete tasks in order to facilitate the needs of the project team and schedule. They will assist the project team in the field to maintain layout control as well as JHL's safety and quality programs. The Carpenter will be a key player in training and instructing JHL apprentice carpenters and laborers for efficient and quality work in addition to the development of skills. He/she will have direct authority over on-site JHL craft in the absence of a foreman. The Carpenter will coordinate with the Carpenter Foreman and/or Superintendent on prioritization of craft task, and on all decisions related to or direction regarding subcontractors.

Primary responsibilities will include but not be limited to:

• Reviewing and approving all civil/structural deliverables.
• Validating professional service and construction estimates at the beginning of a project, and then tracking changes as the project progresses.
• Producing professional service estimates in accordance with the department standards for project deliverables, project studies and estimates, change notices and for the development of new work through proposal efforts.
• Establishing the design criteria, incorporating client requirements, estimate and/or scope basis and design basis meeting applicable state, local and federal standards and codes. Ensuring that any requirements for permitting have been established and communicated to the project team.
• Knowing project scope and deliverables. Initiating timely change notices when deviation is made from project scope, affecting schedule, deliverables or cost of the work.
• Planning and organizing the work of your team. Communicating the plan to your team, the project leadership team and the client.
• Maintaining control of the project by tracking and maintaining discipline performance budget progress, schedule commitments, and quality standards. Understanding and utilizing the project tools that are in place for project control.
• Delegating work to engineers and designers in proportion to their technical skills and experience, then following up for support to ensure efficient progress and quality.
• Consulting with design leaders from other disciplines in proportion to their technical skills and experience, then following up for support to ensure efficient progress and quality.
• Producing estimate level preliminary designs and material take-off suitable for the level of estimate being performed on a project.
• Developing conceptual layouts and cost studies as necessary to determine the simplest, most efficient approach to solving engineering tasks at hand.
• Familiarity with and utilizing department design and drafting standards.
• Producing detail design calculations and sketches for materials of construction associated with the project. Calculations produced will be neatly prepared and organized for efficient checking by others and efficient use by drafters/designers for preparing drawings and as a deliverable when required.
• Producing project designs with efficient use of construction materials with an overall emphasis on ease of construction and completed product meeting the expectations of the client.
• Checking calculations made by other engineers to ensure accuracy, conformance to codes, specifications, design criteria and conformance to good engineering practice.
• Producing construction specifications.
• Monitoring drawings in progress to ensure conformance to design calculations and specifications.
• Assisting the drafting group in resolving routine layout and detailing problems. Ensuring that sufficient sketches and details are provided for completion of engineering drawings.
• Reviewing and checking vendor drawings and other discipline drawings for civil/structural input.
• Producing bid packages enabling civil/structural purchase inquiries to be issued for procurement of materials or subcontract pricing.
• Participating in the planning of training programs, continuous education opportunities and professional development of staff.
• Ability to lead small to large size teams in coordinating civil/structural efforts and keeping the team focused on scope, schedule and budget.
• Ability to identify and develop work sharing packages for interoffice execution support. Provide leadership to ensure communication and execution of work within scope, schedule and budget.

Ideal Background

Education: Bachelor or Master of Science degree in Civil Engineering from an accredited university is required. Structural coursework is required for structural engineering positions.

Registration: Professional SE registration is highly preferred.

Experience: This position requires 15 or more years of relevant industrial experience in civil/structural engineering

• Complete understanding of the skills and experience required to perform engineering and design functions.
• Knowledge and application of company engineering design and CAD drafting standards.
• Working knowledge of CAD software, either AutoCAD, Microstation or both.
• Ability to lead teams to deliver on commitments.
• Ability to deliver convincing presentations of Hargrove Engineers & Constructors services.
• Proficient in the use of Microsoft Word, Excel and Outlook.
• Excellent communication skills, both verbal and written.
• Excellent virtual team skills and cross divisional relationships. Leader and promoter of work sharing through interoffice execution.
