Description

The Test Design Engineer is responsible for creating and performing test automation activities consistent with the test lead and test development goals/objectives. Under general direction of the Lineman Foreperson, perform construction and maintenance on all overhead, underground and sub‐surface electric transmission/distribution system components and equipment.

ESSENTIAL FUNCTIONS OF THE POSITION:

Construct and maintain overhead and underground distribution circuits, transmission circuits and substations.

Climbs/sets poles, towers and work at various heights above the ground installing and replacing electrical lines and associated hardware and equipment.

May perform “hot” energized work using rubber gloves or hot‐sticks.

Install and connect equipment to electrical lines such as transformers, switches, cutouts, capacitors, lightning arresters, streetlights, etc.

Install poles, anchors, crossarms, insulators, and strings wire.

Regularly operate presses, gas monitoring and ventilating equipment.

Terminate cable systems on poles, transformers, switching equipment and in vaults.

What You’ll Do:

Perform general construction and maintenance of aerial and buried fiber facilities, ensuring compliance with maps, staking sheets, and safety standards.

• Operate and maintain construction equipment, including excavation tools, to build and repair outside plant fiber networks.
• Install, splice, test, troubleshoot, and repair fiber optic facilities using specialized equipment.
• Conduct cable fault acceptance tests, locate defective fiber, and resolve issues efficiently.
• Update GIS, maps, and as-builts; set and label infrastructure like peds, vaults, and handholes.
• Restore worksites to original condition upon project completion.
• Train and mentor team members as needed and maintain construction equipment.
• Provide support to field service technicians and complete required documentation promptly.

Required Qualifications

• 1+ years of construction equipment operation utilizing various underground and aerial construction equipment such as directional drills, trencher/plow/rocksaw, backhoe, or bucket trucks -OR- current military service, or prior military service with honorable discharge.
• Must follow the TDS attendance guidelines in order to meet TDS’s business needs including but not limited to our obligations to our customers and to our customers’ needs.
• Must have and maintain a valid driver’s license and remain eligible for DOT requirements.

Other Qualifications

• Must have the ability to obtain a Class A CDL. A current CDL is preferred at hire, but TDS will train and certify eligible associates through its in-house CDL certification program after hire.
• Physical requirements may vary based on company needs: Ability to climb poles, ladders, towers, and other structures as needed. Ability to kneel, dig, lift, and pull.
• Upon hire, must successfully pass all components of the Safety Training course curriculum.
• Upon hire, must successfully complete customer-specific requirements, which may inlude a background check administered by the customer.
• Preferred 1+ years’ experience in the construction of fiber optic cable outside plant networks -OR- installation of any underground or overhead utilities will be considered.
• Horizontal directional drilling experience preferred.
• Understanding of telecommunication products and services.
• Proven organizational skills and ability to multi-task.
• May require occasional travel.
• Must be willing to work overtime as needed. May be required to work various/swing shifts as business needs dictate.

Training

As an Outside Plant Construction Technician II, you will have the opportunity to obtain a Class A CDL through our in-house training program. You will attend safety training at one of our new facilities where you will also be trained on Pole Climbing and Bucket Trucks. On-the-job training includes exposure to various construction equipment including Directional Drill Rigs, Mini Excavators, Trenchers, and Locators. Fiber optic training includes Fusion Splicing, Fault Detection, and exposure to OTDRs and other advanced testing equipment.

The duration of training varies based on the team assignment. Training for underground teams is 3 weeks, with an additional 1 week required for aerial training. Depending on factors such as market needs, prior skills, and team size, some individuals may only complete underground training, while others may undergo the full 4-week program, including aerial training.

Physical Demands and Work Environment

This role requires frequent standing, walking, kneeling, climbing, and handling equipment, with the ability to lift/move up to 50 pounds regularly and over 100 pounds occasionally. Vision requirements include close, distance, color, peripheral, depth perception, and focus.

Work conditions often include exposure to outdoor weather, attics, crawl spaces, high-risk areas (e.g., high voltage, trenches, manholes), and mechanical equipment. Occasional exposure to extreme temperatures, humidity, fumes, and loud noise is expected.

Pay Transparency

The pay for this position ranges from *$25.13 to $37.69 per hour.

• Operates Class A or B commercial vehicles in a safe, compliant, and efficient manner.
• Responsible for deliveries to both active construction sites and completed build locations; city-based deliveries and inter-state travel may be required.
• Performs thorough pre-trip and post-trip DOT inspections to ensure vehicle safety and compliance with federal regulations.
• Provides exceptional customer service by maintaining a professional demeanor, addressing client needs, representing the company positively during all interactions, and relaying messages received from customers while on job sites.
• Organizes and secures loads to ensure safe transport and verifies orders for accuracy before departure and upon delivery.
• Adheres to all regulations and safety guidelines established by the U.S. Department of Transportation (DOT) and complies with all regulations and conditions outlined in applicable permits.
• Prepares and maintains accurate DOT-compliant logs of driving hours, on-duty time, and rest periods in accordance with federal regulations.
• Delivers and unloads materials accurately and safely, ensuring customer satisfaction at the point of delivery.
• Records all merchandise returned by truck and assists in unloading materials returned for credit, ensuring proper documentation and handling.
• Safely and efficiently operates a truck-mounted forklift to load, unload, and transport materials at job sites.
• Maintains the cleanliness and organization of the truck, ensuring it is well-kept and ready for operation.
• Assist with stocking and organizing inventory in the warehouse and production areas.
• Operates specialized equipment such as articulated booms, knuckle booms, conveyors, or cable-over-sheave systems as required.
• Performs inspections of boom crane safety equipment to ensure proper function and compliance with safety standards.
• Safely maneuver and position the boom crane to load and unload materials with precision and care.
• Supervise work of associates involved in scope of operation.

• High School Diploma or GED required.

• 3+ years CDL experience preferred.
• Experience transporting and handling lumber and building materials required.
• Experience operating boom trucks and truck-mounted cranes preferred.
• Experience with load charts, rigging practices, and weight distribution for safe crane operation preferred.

• Ability to do basic math, read orders, write instructions and complete forms.
• Ability to effectively and professionally communicate with customers, other employees and supervisors using verbal and written skills.
• Ability to deal constructively with conflict and recognize potential problems.
• Maintain current operator's license and meet company driver qualification requirements.
• Knowledge and ability to use safe lifting techniques.
• Proficiency with or ability to learn current technologies (e.g. Smartphone, GPS and other necessary business applications).
• Ability to collaborate effectively with staff, dispatchers, and other drivers to ensure smooth operations and timely deliveries.
• Knowledge and understanding of federal DOT regulations, logbook requirements, and HOS compliance.
• Demonstrates comprehensive knowledge of crane and boom safety regulations and procedures, ensuring safe operation in compliance with industry standards.
• Ability to lift, secure and transport loads safely using a boom crane.

• Certified Drill Rig Operator-NCCCO Boom Certification preferred - maintain active accredited certification for equipment type (e.g. NCCCO, NCCER, CIC) preferred.
• Class A CDL License required.
• Class B CDL License required.
