SUMMARY

California Farm Bureau is seeking a skilled and mission driven Natural Resources Staff Attorney to support our work securing the best farm/ranch future for Farm Bureau members. RESPONSIBILITIES

Legal & Regulatory Compliance

  • Advise Farm Bureau staff and members on federal, state, and local laws governing natural resources, including land use, water rights, endangered species, forestry, and energy development.
  • Interpret and apply environmental statutes such as the National Environmental Policy Act (NEPA), Clean Water Act, Endangered Species Act, California Environmental Quality Act (CEQA), and other relevant regulations.
  • Assist Farm Bureau and it's members with the knowledge to obtaining permits, approvals, and licenses related to agricultural or conservation activities.
  • Provide legal analysis on regulatory proposals impacting agricultural operations.

Litigation & Dispute Resolution

  • Represent the organization and its members in administrative proceedings, agency actions, and litigation involving natural resource and environmental issues.
  • Draft pleadings, briefs, motions, comment letters, and other legal documents.
  • Support or lead negotiation of settlements, consent agreements, and compliance resolutions.

Policy & Advocacy Support

  • Partner closely with the policy advocacy team to evaluate proposed legislation, rulemakings, and regulatory changes.
  • Prepare legal analysis that informs Farm Bureau advocacy positions.
  • Offer strategic guidance on issues affecting water management, land use planning, wildlife impacts, energy development, air quality, and environmental protection.
  • Contribute to public comment letters, legislative analyses, and Farm Bureau policy development.
  • Awareness and understanding of current needs of the member(s) and the opportunity to advance solutions offered by Farm Bureau.

Client & Project Management

  • Serve as a primary legal advisor Farm Bureau and it's members on natural resource matters.

  • Maintain organized documentation of legal research, regulatory interpretations, case activities, and member consultations.

REQUIRED QUALIFICATIONS

The Role

As an Electrical Engineer, you will be responsible for providing engineering inputs integral to both small and large-scale hydro and dam projects. You will lead and mentor teams, support management of production and coordinate delivery of engineering work products often with multi-disciplinary project team members and external stakeholders. You will not only support and help grow the broader engineering team capabilities, but your particular focus will be on continuing the development of our hydropower capabilities and working with key staff in growing the business.

You'll also be involved in supporting project management duties, coordinating with internal and external clients as well as assisting with guiding and mentoring other engineers within the team. In this role you will lead teams conducting technical work for feasibility studies, engineering designs, preparation of construction drawings and specifications, and carrying out inspections for rehabilitation projects for dams and hydroelectric facilities. Your particular focus will be design delivery and mentorship, but you will also be involved in the proposal process. You will be working in a collaborative environment with a great team of engineers, technicians, scientists, and other industry-leading peers.

Key Responsibilities

  • Provide input to those managing and executing multiple projects (small to large) from the proposal stage through to completion
  • Establish connections with other departments to support and enhance service delivery
  • Work collaboratively with other disciplines and multidisciplinary project teams to execute project deliverables, as well as ensure that quality objectives, schedules, and budgets are met
  • Mentor junior staff
  • Design modifications to, or entirely new electrical, instrumentation, and controls systems related to dams, control structures, water retaining structures, switchyards and hydroelectric generating stations
  • Conduct feasibility studies for proposed designs and assess costs and benefits for alternatives in a systematic and thorough manner.
  • Manage and execute multiple projects from the proposal stage through to completion; Projects will include a variety of small to large projects involving water resources, flood control and hydroelectric sectors

About You

To fill the role, we're looking for an applicant to bring forward a good mix of qualifications and previous experiences. Some highlights should include:

  • Minimum of a Bachelor of Science (BS) degree in electrical engineering from a recognized university; A post-graduate degree is an asset
  • Minimum of 7-15 years of experience in electrical engineering with demonstrated project management skills (tracking budgets and meeting schedules)
  • Must be registered as a Professional Engineer (P.E.) in Washington, Oregon, or California, as well as eligible for registration as a professional engineer in other states via comity within three months of starting.
  • Previous consulting experience is preferred but not required.

  • Backup power systems (including Uninterruptible Power Supply (UPS), Direct Current systems and fuel fired backup)

  • Fiber and copper structured cable systems, and associated networking equipment
