Housing and Homelessness Services
Housing & Homelessness Services works to build a robust, integrated, and coordinated system for housing and homelessness services and acts as the County’s point of contact on homelessness strategic planning and program development. Formerly the Office of Homeless Care and Coordination (OHCC), Housing & Homelessness Services (H&H) works to improve health and housing outcomes among people experiencing homelessness.
H&H operates within Alameda County Health and alongside other County agencies and departments, as well as cities, community-based organizations, and other Continuum of Care partners. Housing & Homelessness Services oversees Coordinated Entry and System Access services, the Homeless Management Information System (HMIS), and works with 50+ providers across more than 145 contracts to provide comprehensive crisis response/diversion, interim, and permanent housing services throughout the County’s homelessness response system. POSITION
Under direction, to plan, design and conduct operational, policy and programmatic studies; to recommend and assist with the implementation of program, policy and procedure modifications; to assist with the general administrative support of the organizational unit to which assigned; and to do related work as required.
DISTINGUISHING FEATURES
Positions in this class normally independently perform sophisticated research and a variety of operational and policy analysis activities designed to maximize resource utilization and operational effectiveness in the organizational unit to which assigned. Duties and Responsibilities:

MINIMUM QUALIFICATIONS
EDUCATION:
Equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work;
AND
EXPERIENCE:
Equivalent to three years of full-time professional level experience in independently providing complex administrative or management services, including planning, organizing and conducting high level administrative, organizational or related studies, preferably in a public agency setting.
(Additional professional or paraprofessional administrative services experience may be substituted for the education on a year-for-year basis.)

The Role
We’re looking for a highly organized, proactive Commercial Operations & Events Manager to become the operational backbone of our commercialization team.
You will report directly to our Head of Partnerships and will also work actively with the VP of Commercialization and Brand Manager, helping turn ideas into execution — coordinating events, shipments, communications, and schedules so the team can focus on building relationships and growing the business. This position is primarily centered on events and logistics management (approximately 75%), with the remaining time dedicated to executive support functions.

What We Look For In You:
EDUCATION: A bachelor's degree in business administration, accounting or finance is required. A Master of Business Administration and Certified Internal Auditor is preferred.
EXPERIENCE: Minimum of 15 years of progressively responsible management experience in a financial institution setting. A strong background in risk management, including direct experience in developing, assessing, and performing enterprise risk assessments are required. Must also be familiar with risk management concepts and leading practices such as the COSO framework.
SKILLS & COMPENTENCIES:
- Extensive experience in a senior risk management role, preferably within a credit union, financial institution, or similarly regulated industry.

Salary
This compensation range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. At SFFCU, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for the San Francisco Market is an annual salary of $200,000 to $285,000.

Prestigious Enterprise Company is currently seeking a IAM Entra ID Risk Analyst with strong Jira and Third-Party Risk experience. Candidate will own and optimize user access provisioning, privilege management, and entitlement lifecycle processes across our environment. This person will also manage established Third-Party Risk Management processes as well as Kanban board activity tracking for the EIS team. Coordinating with the Atlassian team, you will design and operate Jira-based request/approval workflows and automations that are aligned to least privilege and business needs.
Responsibilities
Access Provisioning & Lifecycle
-Execute and enhance onboarding, transition, and termination processes.
-Provision/deprovision job-based entitlements across directories, applications, data platforms, and cloud resources, with a major focus on Epic EMR templates.
-Administer and coordinate privileged access.
Jira Workflows & Automation
-Build/maintain Jira-based request forms for access, privilege elevation, and group membership changes.
-Implement approval chains and auto-routing using Jira workflow conditions, validators, and post-functions.
-Develop automation rules (Jira Automation / ScriptRunner / REST API) to synchronize request data with IAM platforms, directories, and applications, thereby reducing manual touchpoints.
-Instrument auditability: enforce required fields, reasons for access, evidence attachments, and immutable approval trails.
IAM Platform Operations
-Execute access changes via Entra ID (Azure AD) and legacy Active Directory - manage groups, roles, app-specific local access controls.
-Support SSO & Federation (SAML/OIDC/OAuth2) and provisioning integrations (SCIM/API); troubleshoot authentication and provisioning failures.
-Run and improve access reviews/attestations (campaign setup, reminders, escalations, revocations) and produce closure evidence.
Risk, Compliance & Controls
-Enforce least privilege, SoD, and need-to-know principles; maintain access control standards and role catalogs.
-Generate and maintain audit-ready evidence (tickets, approvals, logs, certifications) for audits (e.g., SOX, ISO 27001, SOC 2, HIPAA as applicable).
-Identify control gaps; propose and implement remediations, playbooks, and preventive controls.
Metrics & Continuous Improvement
-Define and report IAM-related KPIs
-Perform root cause analysis on failed/late requests; drive automation and standardization to reduce cycle time and error rates.
-Maintain clear runbooks, standards, and user-facing guidance.
Third Party Risk Management
-Represent security interests during the TPRM process
-Operate and streamline TPRM reviews
Experience:
4+ years in Identity & Access Management, IT Security, or related field.
Hands-on experience with Microsoft Entra, Active Directory, JIRA, and Privileged Identity Management (PAM)
Strong proficiency building Jira workflows (conditions, validators, post-functions), Jira Automation, SLA configuration, queues, request forms, and custom fields.
Experience provisioning access via Epic templates
Experience creating or consuming REST APIs, working with JSON, and using automation/integration tools (e.g., Power Automate, Azure Automation, ScriptRunner)
Ability to produce audit-ready documentation and communicate with technical and non-technical stakeholders.
Preferred Qualifications
Familiarity with SCIM provisioning, app connector tuning, and entitlement mapping.
Scripting skills (e.g., PowerShell, Python, Groovy for ScriptRunner) for automation and reporting.
Certifications: CIAM, CompTIA Security+, CISA/CISM, CISSP

Housing & Homelessness Services works to build a robust, integrated, and coordinated system for housing and homelessness services and acts as the County’s point of contact on homelessness strategic planning and program development. Formerly the Office of Homeless Care and Coordination (OHCC), Housing & Homelessness Services (H&H) works to improve health and housing outcomes among people experiencing homelessness.

POSITION
Under direction, to provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community-based organizations (CBO's), contract service providers and/or County staff in a wide variety of service areas; to act as County liaison with service providers and funding sources and ensure that program regulations and procedures are followed; and to do related work as required.
DISTINGUISHING FEATURES
This professional-level class provides technical programmatic services in a wide variety of client service areas; however, all positions are typically characterized by the following elements:

QUALIFICATIONS
Education:
The equivalent to graduation from an accredited four year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, a social science or a field related to the program area to which assigned.

AND
Experience:
The equivalent to three years of full-time professional-level or supervisory work in the direct delivery of services to clients or the oversight of such services in the program area to which assigned, one year of which must have included program planning and evaluation, or in program administration, contract negotiations, grants management and similar financial services.
Substitution:
(Possession of a Master’s degree in business, public administration, social science or a related field to the program area to which assigned from an accredited college or university, may be substituted for two years of the required experience.)
