Key Responsibilities:


• Ensure the Objectives of the Project are Satisfied

o The SBA will ensure the State’s objectives of protecting children and reducing the use of State resources are maintained throughout the proof-of-concept.

o The SBA will add to the project objectives based on requests from the State.

• Lead Exploratory Interviews, Discovery Sessions, and Workshops

o Organize exploratory interviews, discovery sessions, and workshops with State representatives to understand and document current workflows and shortcomings.

o Identify key stakeholders and document their specific views on the current intake process.

o Work with technical team members to capture the technical implications of the shortcomings.

• Contribute to the Development of a New Intake Process

o Participate in discussions related to the development of the new intake process to ensure the objectives of the State are being met.

o Provide workflow insight; Reconcile the current workflow with the proposed revised workflow. Identify issues and benefits from the user’s perspective.

o Contribute to the development of key metrics associated with measuring the prototype’s efficacy.

o Document as appropriate for the purposes of transparency to the State.

o Provide written and verbal communications to clarify technical points as appropriate.

• Engage State at All Levels

o Partner with key stakeholders at all levels within MDCPS to ensure their understanding, participation, and support of the project.

o Gain support by understanding what is working and what could be improved in the current intake process.

• Ensure Transparency and Communications

o Provide short status reports on a bi-weekly basis and a monthly summary report.

• Coordinate Conference Room Demonstrations

o Organize the conference room demo for key stakeholders.

o Provide the framework for the demonstration to ensure the objectives of the State are satisfied.

o Work with the technical staff to ensure the major functionality of the application is presented and understood by the key stakeholders.

o Document feedback from the demonstration.

• Roadmap

o Contribute to the development of a roadmap that illustrates how the developed technology could be integrated into the State’s ecosystem of technologies and processes.

• Final Report

o Draft a final report of the project documenting all significant aspects.

o Provide a review copy of the report to the State. Capture comments from State officials.

o Update the final report based on comments from State officials. Resubmit the final report.

• Lead the Agile Development Process

o Provide scrum leadership

o Create documentation as agreed on with State representatives



Required Skills/Experience:


• Bachelor’s or Master’s degree in business administration, finance, or a related field.

• Minimum ten (10) years of experience in a business analyst role for either state, local, or corporate clients.

• Proven expertise delivering CCWIS solutions, including but not limited to, intake processes, call center operations processes, and case actioning.

• Working experience on design, configuration, and delivery of at least (2) COTS CCWIS systems, including systems by RedMane Technology.

• An understanding of how to advance a strategy and devise tactics to achieve incremental goals.

• Knowledge of developmental projects related to algorithm design, implementation, and testing is a plus.

Training & Advancement

Those pursuing a Chaplain position are required to attend Officer Development School (ODS) in Newport, RI. Upon completion, they attend a seven-week course at the Naval Chaplaincy School and Center, also in Newport, RI.

Promotion opportunities are regularly available but competitive and based on performance.

Post-Service Opportunities

Specialized training received and work experience gained in the course of service can lead to valuable credentialing and occupational opportunities in related fields such as family counseling and behavioral therapy in the civilian world.

Education Opportunities

Qualifications & Requirements

A candidate seeking to serve as a Navy Chaplain and Officer must:

  • Have a bachelor's degree from a qualified four-year undergraduate educational institution
  • Have a graduate degree in theological or related studies from an accredited educational institution. (Note that a qualifying degree program requires no fewer than 72 semester hours or 108 quarter hours of graduate-level work. Related studies may include graduate courses in pastoral counseling, social work, religious administration and similar disciplines when one-half of the earned credits include topics in general religion, world religions, the practice of religion, theology, religious philosophy, religious ethics and/or the foundational writings from the applicant's religious tradition.)
  • Have two years of full-time religious leadership experience that's compatible with the duties of a Religious Ministry Professional (RMP) in their respective Religious Organizations (RO) and relevant to the settings of military chaplaincy
  • Must be able to obtain an Ecclesiastical Endorsement from a religious faith organization registered with the Department of War

Part-Time Opportunities

Serving part-time as a Navy Reserve Chaplain, your duties will be carried out during your scheduled drilling and training periods. During monthly drilling, Chaplains in the Navy Reserve typically work at a location close to their homes. This gives you the flexibility to minister in the Navy while maintaining responsibilities to your congregation at home.

For Annual Training, Chaplains may serve anywhere in the world, alongside the Sailors, Marines and Coast Guardsmen to whom they minister.

Most of what you do in the Navy Reserve is considered training. The basic Navy Reserve commitment involves training a minimum of one weekend a month (referred to as drilling) and two weeks a year (referred to as Annual Training) - or the equivalent of that.

For current or former Officers of military branches other than the Navy (OSVET), as well as for Officer candidates without prior military experience: Officer Candidates will be required to attend the Officer Development School (ODS) in Newport, RI. ODS is a five-week program that provides a comprehensive and intense introduction to the responsibilities of Navy Staff Corps Officers. Officers who previously held a commission in another United States Military Service, National Oceanic and Atmospheric Administration, Public Health Service, or United States Coast Guard are exempt from attending ODS or LDO/CWO Academy.

  • Preparing documentation and training materials to support education and adoption of the Worker Interface program staff and the pilot county and human services staff.
  • Ensuring workflows reflect client's program policy, operational realities, and program directives.
  • Incorporating human-centered design principles and family voice consistent with Whole Family Approach.
  • Reducing implementation risk and ensuring the Worker Interface is fit for purpose through early stakeholder engagement and iterative feedback.


Deliverables:

Deliverable 1: Identify, engage, and build relationships:

  • Aligning the local agencies to the project goals and objectives.
  • Consistent and clear outreach and coordination with agency leadership and frontline staff.
  • Lead the onboarding of pilot agencies to the project.
  • Building and communicating clear plans, schedules, designs, success outcomes and readiness goals.
  • Engaging directly and indirectly with the workers that will utilize the Worker Interface to facilitate confidence and success in the pilot.
  • Establish norms and guidelines for pilot agency engagement and participation criteria.


Deliverable 2: Participate fully in the project team designing, building and deploying the Worker Interface.

  • Participation requires adopting the internal meeting schedule, following established program procedures and leading local agency project meetings.
  • Responsible for providing structured user feedback on potential development.


Deliverable 3: Drive the documentation and prioritization of the requirements for the Worker Interface by:

  • Conducting interviews, workshops, and/or surveys with the local agencies participating in the pilot.
  • Representing the needs and requirements of the workers in all internal project meetings and through consistent documentation.
  • Building and facilitating clear communication channels and feedback loops between the local agencies and the project team.
  • Adhering to human services program and policy directives, specifically around SNAP and the cash and food benefits programs.
  • Building and documenting user stories, bugs, and issues to further define the requirements of the Worker Interface.
  • Helping to identify, flag, resolve and document program-driven constraints, policy requirements, and compliance considerations.
  • Identifying and documenting operational and program needs at the local agency level into actionable requirements and backlog enhancements.
  • Incorporating User Experience Research conducted by UX teams into design recommendations and user stories.


Product or Program Lead:

  • Expert in agile design and build principles.
  • Able to operate in a hybrid framework, facilitating and engaging with internal teams and the local agency teams with ease.
  • Can articulate and define future vision and strategy for the Worker Interface with confidence.
