This is a career ladder position with a grade level progression of GS-5, GS-7, GS-9, GS-11, and GS-12.

You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level.

Promotions are at the discretion of the agency.

Qualifications: You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.

Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes: Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.

Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.

Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.

Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.

The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S.

Using an egg donor unrelated to the surrogate carrier eliminates any biological tie. The egg of the surrogate is never used as part of the assisted reproduction process, so that a surrogate is never in the position of delivering her own biological child.

The basic requirements of a woman to serve as a surrogate are:

  • Emotionally stable
  • Responsible
  • In good physical health
  • Non-smoker
  • Has had at least one successful pregnancy
  • Is capable of carrying a child to full term

In Texas, there is a judicial process for validating the Gestational Contract (the contract between the intended parents and the surrogate). Included within the various requirements for having a Gestational Contract validated by a Texas court is that the intended parents must be married and the surrogate must have previously carried a child to term. Additionally, there are residency requirements that apply to either the surrogate or the intended parents, but not both.

Compensation for a surrogate services generally starts in the range of $35,000 - $40,000, for base compensation with over all fees up to 70k, in many cases. The amount of compensation is dependent upon a variety of factors, including, but not limited to, whether the surrogate carries twins, what procedures a surrogate is required to undergo and whether the delivery is vaginally or by cesarean section.

  • Oversee and conduct kick-offs for construction milestones, ensuring all teams are aligned with quality expectations before major project phases
  • Assist with the resolution of escalated QA and/or commissioning issues, questions and work stoppage situations.
  • Collect and verify completeness of EPC turnover documents (per contract). Assure that the turnover documentation meets requirements for operations and regulatory reporting, organized and filed properly
  • Monitor, coach and recommend additional training solutions for team members to develop the skills, knowledge and experience to be effective in their roles of supporting quality management and commissioning.
  • Work closely with independent engineer reviews to address concerns.
  • Assist and contribute to the identification of specific deliverables as required in the project documentation and as per Contract Requirements regarding Quality, Commissioning, and As-built documentation.

The Senior Project Manager’s primary function is oversight of assigned projects, developing new business, and leading the proposal process on designated pursuits. Additionally, duties include, but are not limited to:

 

Project Management

  • Provide oversight and management of multiple, large-scale complex projects from preconstruction through the closeout/warranty period
  • Lead the Pre-Construction team with key activities and assignments, including estimates
  • Forecast project financial status, maintain accurate financial reports monthly, and prepare monthly reviews
  • Be well-versed in AIA contracts
  • Provide leadership and training to all assigned Project Managers and Project Engineers
  • Actively participate in industry organizations and events
  • Establish relationships with key clients to understand business needs and drive business development opportunities
  • Successfully lead the RFP process for originated or assigned prospect targets


Education

Requires a bachelor’s degree in Construction, Engineering, Architecture or related field. Emphasis on estimating preferred.


Skills, Abilities, Competencies, and Experience

  • Minimum of 10+ years’ full-in-charge project management experience required. K-12 project experience preferred
  • Provide leadership, knowledge, and mentorship to project managers, assistant PM’s, superintendents, and teams in the office and in the field
  • Demonstrated advanced knowledge of contracts and legal understanding/acumen
  • Leadership: Provides strong leadership, leads by example, skilled decision maker, motivator, and encourager

POSITION SUMMARY

This leader drives schedule performance, quality, safety, and operational efficiency across multiple workstreams in a fast paced, high security data center environment.

KEY RESPONSIBILITIES

Project & Field Operations

• Oversee daily OSP and ISP construction activities, including fiber installation, duct bank work, pathways, terminations, and testing

• Coordinate closely with the general contractor, client teams, and project leadership to align on schedule, scope, and priorities

• Manage field crews, subcontractors, and vendors to ensure work is completed safely, efficiently, and to specification

• Monitor progress against project milestones and proactively resolve issues that impact schedule or quality

• Ensure compliance with hyperscale data center standards, security protocols, and documentation requirements

Technical Oversight

• Review construction drawings, fiber routes, splicing plans, and installation specifications

• Support QA/QC processes, including inspections, testing documentation, and close out packages

• Troubleshoot field challenges related to fiber routing, pathway constraints, and installation conflicts

• Ensure proper use of materials, equipment, and installation methods consistent with industry best practices

Leadership & Coordination

• Provide daily direction to field supervisors, foremen, and technicians

• Lead coordination meetings with GC, trades, and client stakeholders

• Maintain strong communication between field operations and project management teams

• Support workforce planning, staffing, and resource allocation across OSP/ISP workstreams

Administrative & Reporting

• Track production, labor hours, materials, and equipment usage

• Support budgeting, forecasting, and cost control efforts

• Ensure accurate documentation for testing, as-builts, redlines, and turnover packages

• Maintain compliance with safety policies and client specific requirements
