JOB OVERVIEW
The Resident Care Director (RCD) serves as the nursing clinical leader for the community and is responsible to lead and manage the health and wellness along with coordination of care and services to residents within the community. Responsible for oversight and implementation of all Care programs, regulatory compliance, recruiting, and performance management.
RESPONSIBILITIES & QUALIFICATIONS
Essential Duties

The unique responsibilities for this role include but are not limited to the essential functions listed as follows:
Managing Health and Wellness
- Provide strategic leadership for resident care in the community by managing, directing, and monitoring the nursing team as applicable by State/Provincial law, to promote the health and wellness of the resident population.
- Provide clinical care through the direct application of the nursing process; perform and document resident assessments and progress notes, evaluate changes in care needs, complete Individualized Service Plans (ISP), provide or delegate hands-on clinical care as indicated by the plan of care, and evaluate resident outcomes.
- Collaborate with physicians, pharmacists, and other clinical providers to coordinate care and services for the residents.
- Serve as the CLIA Director as applicable for the community and according to the federal and provincial requirements.
- Partner with Neighborhood Coordinators to promote an integrated and collaborative approach to wellness operations and resident care.
- Collaborate with Sales partners to determine community capability and assess potential residents' appropriateness for move-in.
Medication Management
- Provide strategic leadership for resident care in the community by managing, directing, and monitoring the medication care managers, as applicable by State/Provincial law, to promote the health and wellness of the resident population.
- Provide oversight of the community medication management program to promote resident safety in the medication use process including onboarding, training, and performance reviews.
- Provide clinical training and education, as needed, to nurses, medication care managers, care managers, and others who provide resident care. Perform skill evaluation to assure clinical capability of care team members.
Quality Assurance and Regulatory Compliance
- Track, trend, and report clinical quality data to identify risk.
- Participate actively as a member of the community Quality Assurance and Performance Improvement committee.
- Lead clinical quality and process improvement initiatives within the community to mitigate risk and improve resident care outcomes.
- Recruit, hire, and train clinical team members and is responsible for performance management, evaluations, and engagement.
- Complete direct report team member staffing and scheduling according to operational and budgetary guidelines.
- Partner with the community leadership team to promote resident safety and compliance with Risk Management national/provincial regulations pertaining to occupational health and safety requirements.
- Serve as the ICC and CLIA Director as applicable for the community.
- Responsible for infection control programming, including delegation of infection control preventionist, as per provincial requirements.
- Assure compliance with all Federal, State/Provincial, board of nursing, and other applicable regulations.
Financial Management
- Manage the department budget to include labor/labour and other expenses and understand its impact on the community's bottom line.
- Processes and submit monthly expenses and budget data in a timely manner, per Sunrise policies and internal business controls.
- Understand the internal costs associated with all Sunrise resident care programs.
Training, Leadership and Team Member Development
- Partner with the Regional Director of Resident Care and/or Executive Director in the delivery and participation in Sunrise University training and self-study programs.
- On-board new RCD leaders and other department coordinators as needed.
- Develop a working knowledge of state/provincial regulations and ensure compliance through supervising and coaching team members.
- Complete clinical team member staffing and scheduling according to operational and budgetary guidelines when assigned to a community.
- Hold clinical team accountable, correct actions when necessary, and document.
- Attend regular meetings; Stand Up, Cross Over, Department Head, Town Hall, QAPI, and others as directed by the Executive Director.
- Keep abreast of professional developments in the field by reading and attending conferences and training sessions.
- Maintain compliance in assigned required training and all training required by state/province or other regulating authorities as applicable to this role to ensure that Sunrise standards are always met.
- Perform other duties as assigned.
Core Competencies

Experience and Qualifications
- Graduate of an accredited college or school of nursing
- Current state/provincial license as a professional Registered Nurse (RN)
- Minimum two (2) years RN experience with at least one (1) year experience in home health, assisted living, or long-term care environment preferred
- Minimum of one (1) year nursing management experience, including hiring, coaching, performance management, scheduling, and daily operations supervision
- Certified in CPR and First Aid
- Demonstrated knowledge of applied nursing practices, techniques, and methods in accordance with federal, state/provincial and board of nursing requirements.
- Knowledge of infection control practices and prevention of disease transmission
- Experience in tracking, trending, and analysis of clinical performance data preferred
- Experience in quality and clinical process improvement and risk assessment preferred
- Experience in staff development, training, and/or clinical education preferred
- Computer proficiency with electronic medical records, the Microsoft Office suite, and the ability to learn new applications
- Ability to work weekends, evenings and flexible hours as needed for resident care/services, including 24/7 on call responsibility

- Duke Life Flight Duke Life Flight seeks to hire an Advanced Respiratory Care Practitioner who will embrace our mission of Advancing Health Together .
Duke Life Flight is a CAMTS accredited critical care and Emergency Air and Ground transport agency in Durham, NC, providing services to North Carolina and its surrounding states.
We operate two state-of-the-art rotor wing aircraft and a fleet of critical care, and advanced life support ambulances.
We are one of few rotor-wing aeromedical Instrument Flight Rules (IFR) capable flight programs in North Carolina.
Our respiratory care practitioners with our Life Flight team transport pediatric, and neonatal patients 24 hours a day, 7 days a week.
We provide rapid access to health care for patients when time, specialized skills, and/or specialized resources are critical for survival.
General Description of the Job Class Perform and evaluate diagnostic and therapeutic clinical procedures as defined in the Respiratory Care Services scope of clinical practice, performing work in accordance with physician orders in the neonatal, pediatric and adult patient populations.
Duties and Responsibilities of this Level Perform all duties and responsibilities required of a Respiratory Care Practitioner I.
Evaluate appropriateness of medical orders.
Proficient in the application of mechanical ventilator modalities.
Proficient in the application of Non-Invasive Positive Pressure Ventilation (NPPV); Continuous Positive Airway Pressure (CPAP) and Bi-Level Positive Airway Pressure (BiPAP) Perform endotracheal intubation under the observation of a Supervisor or Advanced Practitioner.
Perform extubations.
Serve as member of the code/ emergency team.
Administer medical gases.
Insert nasogastric and orogastric tubes.
Perform tracheotomy tube changes.
Perform capnography monitoring.
Transport patients requiring mechanical ventilation or airway protection.
Interpret clinical data to optimize patient clinical objectives.

Job Description
Perform diagnostic and therapeutic clinical procedures as defined in the Respiratory Care Services scope of clinical practice. Work performed in accordance with physician orders. Defined duties are performed in neonatal and pediatric patient populations.
Duties and responsibilities
- Administer oxygen, aerosolized medication via Intermittent Positive Pressure Breathing ( IPPB), Intermittent Aerosol Therapy (IAT) and Metered Dose Inhaler ( MDI) and incentive breathing devices.
- Perform nasotracheal and artificial airway suctioning, CPR and bag- mask ventilation, pulse oximetry monitoring, arterial blood gas punctures and bedside pulmonary mechanics.
- Diagnostic cardiopulmonary procedures, pulmonary function studies, EKGs and cardiac monitoring.
- Assure correct set-up, safety and function of all equipment/ supplies necessary in the provision of patient care.
- Assure adherence to all infectious disease standards in the delivery of all patient care procedures.
- Understands pharmacological indications, dosages and response to adverse drug reactions.
- Provides education to patients, families, physicians, nursing and other members of the health care team.
- Perform other related duties incidental to the work described herein.
Required Qualifications at this Level
Education
RCP
- Completion of AMA 2 approved year Associates Degree, or the equivalent program.
RCP Advanced
- Completion of a 2 year AMA approved respiratory care program (Associates Degree or the equivalent).
- Must maintain annual skill maintenance requirements Must maintain annual safety/compliance requirements
- Must maintain North Carolina annual license requirements for CEUs
Experience
RCP
- None required
RCP Advanced
- Six months to one year of clinical experience following graduation from a respiratory care program.
Degrees, Licensure, and/or Certification
RCP
- North Carolina State Licensure or North Carolina State Provisional License, Certification by the National Board for Respiratory Care (NBRC).
- If CRT, must obtain RRT within 6 months of employment
- Certification in Basic Life Support (BLS), and any other applicable certifications applicable to the institution.
RCP Advanced
- North Carolina State Licensure
- Registry ( RRT) by the National Association for Respiratory Care (NBRC)
- Certification in Basic Life Support (BLS)
- Certification in Advanced Cardiac Life Support (ACLS) Certification in Pediatric Advanced Life Support (PALS)
- Certification in Neonatal Resuscitation (NRPS) if applicable to institution
Knowledge, Skills, and Abilities
- Knowledge necessary to make appropriate clinical decisions and interactions relative to the specific age of a patient.
- Skills validation/certifications of competencies for the duties and responsibilities of this level.
- Must maintain annual skill and safety/compliance requirements
- Must maintain North Carolina annual license requirements for CEU's
- Customer service and communication expertise.
- Work involves contact with patients of all ages, family members, physicians, nursing, and all other members of the health care team.
- Work is performed in all areas of the hospital.
- Required to carry emergency airway bag weighing approximately 20 pounds.
- Work requires walking, running, climbing and bending.
