Job Description

Tempus Unlimited, Inc. is a nonprofit organization that provides community-based services to empower children and adults with disabilities to live as independently as possible in the least restrictive environment. The Tempus Electronic Visit Verification (EVV) Compliance specialist has a key role in supporting the state and the agency partners in ensuring PCA program participants are compliant with the use of EVV and the EVV policies. This role is responsible for implementing and overseeing the Tempus FI aspects of the EVV Compliance policies set forth by MassHealth and ensures Tempus FI satisfies contract requirements.

This role involves a broad range of tasks including: preparing compliance reports and dashboards for the state, agencies and internal teams, monitoring EVV compliance metrics and supporting CMS-related reviews and compliance assessments, overseeing/initiating needed changes to the PowerBI dashboard, researching non-compliance cases, assisting with corrective action plans and/or process improvements, and communicating across departments, with MassHealth and other contracted agencies. This role and associated activities will evolve as EVV compliance requirements increase with the maturity of the implementation.

Essential Job Functions

Serve as primary EVV compliance liaison between:

  • EVV Project Leader
  • EVV Reporting Analyst
  • State program and policy teams

Analytics

  • Maintain and monitor EVV dashboard for EVV usage, program rules violations and other data trends
  • Monitor, prepare and share compliance reports for MassHealth and the agenciesβ€”which includes analyzing the data to ensure data quality, and to monitor common themes/trends
  • Prepare additional reports and present information, as needed, for senior leaders and MassHealth as necessary

Operations

  • Monitor the effectiveness of current compliance procedures and tools and lead the efforts to continuously improve to achieve the needed results e.g., identifying breakdowns and root causes and communicating and implementing changes
  • Support the development of any new EVV Standard Operating Procedures
  • Participate in EVV governance, change-control and system enhancement discussions
  • Understand barriers or root causes of why individuals are not compliant and drive remediation plans
  • Work with system vendor and EVV SME to resolve technical issues affecting compliance

Research Escalations and Support Communications

  • Perform compliance-related research to answer questions or determine if an issue is non-compliant
    • Support requests received by MassHealth/Program Integrity Team
    • Support agencies and/or work in partnership with EVV Support
  • Support state-led outreach and communications related to EVV compliance expectations
  • Perform escalation follow-up for non-compliant individuals as necessary
  • Oversee the communication plan for EVV Compliance:
    • Draft, modify, and distribute EVV compliance communications
    • Send PCA non-compliance list to the EVV Support team who assist with PCA outbound calls
    • Create lists for Everbridge compliance messages and collaborate with IT to monitor the process.
    • Send address list to Mailing Department for warning letter preparation
    • Manage all incoming/outgoing EVV compliance-related emails and escalating any observed trends or case specific

Training

  • Collaborate with the training and knowledge management teams to ensure EVV guidance is accurate and contract aligned
  • Provide EVV Compliance training to Tempus operations teams and other individuals as necessary
  • Review EVV job aids, FAQs, scripts and training content for compliance accuracy

Risk Management

  • Identify compliance risks and recommend process improvements to strengthen compliance and reduce/eliminate inefficiencies.

  • Strong understanding of compliance governance, auditing and regulatory frameworks

Duties and Responsibilities:

As a BPA, you will be part of our 60,000+ workforce that strives to protect the American people by safeguarding our borders, deterring illicit activity, and enhancing the nation's economic prosperity. Being a BPA makes you a valuable member of the Federal Law Enforcement Officer (LEO) profession.

Typical assignments include:

  • Detecting and questioning people suspected of violating immigration and customs laws and inspecting documents and possessions to determine citizenship or violations.
  • Preventing and apprehending aliens and smugglers of aliens at or near the borders by maintaining surveillance from covert positions to include using infrared scopes during night operations.
  • Interpreting and following tracks, marks, and other physical evidence of illegal entry of persons or contraband.
  • Performing farm checks, building checks, traffic checks, city patrols, and transportation checks.
  • Patrolling the international boundary and coastal waterways using a variety of government assets such as vehicles, horses, vessels, watercraft, off-road vehicles, ATVs, snowmobiles, and motorcycles for the accomplishment of the USBP Mission.

Qualifications:

GL-9: You qualify for the GL-9 grade level if you possess one (1) year of specialized experience, equivalent to at least the next lower grade level, performing duties such as:

  • Performing physical searches of detained individuals, their vehicles, and their immediate surroundings for weapons, contraband, currency, and other evidence.
  • Apprehending, physically restraining, or working with law enforcement officials to identify or apprehend violators of state, federal, or immigration laws.
  • Proficient in the use of firearms, preparing investigative reports, serving court orders (e.g., warrants, subpoenas, etc.), and gathering evidence for criminal cases prosecuted through the court system.

If you have previous or current law enforcement or military law enforcement experience, you may qualify at the GS-11 grade level.

GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, with the authority granted by the state or government to enforce laws, make arrests, and investigate crimes, performing primary duties in an official law enforcement capacity such as:

  • Utilizing intelligence information to track illegal operations, criminal activity, threats to our nation, and/or contraband while serving as a state, federal, or military law enforcement official.
  • Leading investigations of fraud, contraband, criminal activity, threats to our nation, and/or illegal operations to determine sources and patterns while serving as a state, federal, or military law enforcement official.
  • Apprehending violators of state, federal, or immigration laws by utilizing various forms of complex technology that include surveillance, detection, situation awareness systems, and/or communications equipment.

The above experience will be applied in connection with the following: Make arrests and exercise sound judgment in the use of firearms; deal effectively with people in a courteous manner in connection with law enforcement matters; analyze information rapidly and make prompt decisions; or develop and maintain contact with a network of informants.

There are no education substitutions for the GL-9 or GS-11 grade-level Border Patrol Agent opportunities.

Other Requirements:

Citizenship: You must be a U.S. Citizen to apply for this position.

Residency: You must have had primary U.S. residency (including protectorates as declared under international law) for at least three of the last five years.

Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Candidates must be referred for selection to the Border Patrol Agent position before reaching their 40th birthday in accordance with Department of Homeland Security Directive 251-03. CLINICAL DIRECTOR POSITION SUMMARY


The Clinical Director assists the Director of Sex Offense-Specific Program Services in monitoring all aspects of sex offense specific treatment (SOT) services at the Massachusetts Treatment Center (MTC). This position has authority, responsibility, and accountability for effecting and monitoring SOT services both at the MTC and all other sites at which SOT services are offered. This position coordinates effective administration of SOT services as further described below and provides administrative guidance and support to site SOT staff, reporting to the Director of Sex Offense Specific Program Services.

CLINICAL DIRECTOR ESSENTIAL FUNCTIONS

  • Coordinates onsite SOT services in accordance with DOC and VCHS policies, as well as the best practice standards set forth by the Association for the Treatment and Prevention of Sexual Abuse (ATSA).
  • Provides clinical supervision to managerial staff, as well as unlicensed clinical staff.
  • Oversees the quality and effectiveness of SOT service delivery to the patient population.
  • Conducts periodic audits of the quality of SOT documents to ensure quality standards are met and documentation is completed in accordance with relevant policies.
  • Maintains regular communication with the Director of Sex Offense-Specific Program Services to discuss SOT service delivery at each site.
  • Creates, revises, and facilitates training for clinical staff, DOC administration, and other parties as needed, as well as identify gaps in training that require attention.
  • Provide direct clinical services to the population, as needed.
  • Assists with program development in order to improve quality of services and implement new empirically-supported interventions, as well as in response to the changing needs of the facility’s population.
  • Fosters positive relationships with the facility’s leadership in order to achieve shared goals.
  • Provides administrative support to the MTC’s Health Services Administrator and Director of Sex Offense-Specific Program Services.
  • Provides timely feedback to SOT staff on performance, and if appropriate, coordinates interventions to improve performance.
  • Monitors outcomes under evidence-based clinical guidelines.
  • Develops strategic plans in collaboration with Director of Sex Offense-Specific Program Services.
  • Focuses on interpretation of data and confirms development of satisfactory and appropriate action plans to satisfy the diverse needs of the staff, facility, and population served.
  • Fosters a professional and collaborative environment among and supports seamless delivery of services by the site SOT professionals, mental health providers, and site Health Service Administrators.
  • Assists in the preparation of weekly, monthly and quarterly reports used by VCHS, the MA DOC, and external stakeholders.
  • Remains current with regard to research/literature related to the evaluation, treatment, and management of individuals who engage in problematic sexual behavior.
  • Participates on committees as assigned.
  • Attends meetings as directed by The Director of Sex Offense-Specific Services and Regional Office administration.
  • Participates in the development of onboarding, training materials, and process improvements for SOT and workflows.
  • Assists with clinical onboarding and training site professionals as needed.
  • Demonstrates proficiency in all company software required for the position.
  • Provides direct clinical services within the sex offense-specific treatment program as needed.

CLINICAL DIRECTOR REQUIREMENTS
  • Must possess a current, unrestricted license to practice psychology at the doctoral level (i.e., PhD or PsyD) in the state of responsibility.
  • Must possess at least 3 years of clinical experience within a correctional facility or sex offense-specific treatment and/or evaluation experience.
  • Must possess significant suicide prevention and crisis assessment experience.
  • Experience in healthcare administration preferred.
  • Must possess excellent clinical communication skills (i.e., written and verbal communication).
